Lesson 1: Weak Party Cells Due to "Lack" of Activities

Party cell activities are the main form of activity and leadership method that determines the strength of the Party cell, clearly demonstrating the role, leadership capacity and fighting strength of the Party in the unit, directly affecting the Party's leadership process and the awareness process of each Party member. If the quality of Party cell activities is low, the Party cell cannot fulfill its tasks. Recognizing the shortcomings and limitations in Party cell activities, Tuyen Quang Party Committee has focused on solutions to improve the quality of Party cell activities, aiming to build a solid foundation for the Party from the grassroots.

Lack of awareness of the importance of party cell activities

Through the review and assessment, the Provincial Party Committee's Organizing Committee has pointed out the causes leading to the low quality of activities. In addition to the objective causes, the most fundamental cause is that some Party committees and Party members have not yet correctly and deeply understood the position and role of Party cells, the meaning and importance of improving the quality of Party cell activities, so they have not been really close and determined in leading, directing and actively implementing the responsibilities of Party members in improving the quality of Party cell activities.

The inspection and supervision work of many Party committees and Party committee inspection committees on the implementation of Directive No. 10-CT/TW and Conclusion No. 18-KL/TW of the Secretariat has not been regular and complete as prescribed. The work of summarizing, summarizing, drawing lessons and replicating good Party cell activity models to supplement tasks and solutions to improve the quality of Party cell activities has not received attention.

Lack of activity content

The Khuoi Trang village Party cell, Xuan Lap commune Party Committee (Lam Binh) has 14 party members. Previously, each party cell meeting usually gathered less than 10 people. During the entire meeting, the party cell secretary could not come to a conclusion and could not carry out any specific work. Many important policies and resolutions from higher levels such as building concrete roads, developing commodity agriculture, policies to support economic development in ethnic minority areas... were only introduced by the party cell without any solutions to implement. Therefore, for many years, the economy of this Mong village has been mainly self-sufficient, and there are still old concepts and customs that make life difficult for the people.

During the review process in the spirit of the Central Resolution 4 (term XI, XII), the Party Committee of Xuan Lap commune (Lam Binh) frankly acknowledged that the leadership role of the Party Committee and some subordinate Party cells had not been properly promoted, especially in concretizing the resolutions of higher levels to apply to the leadership of implementing political tasks in the locality. In particular, one of the immediate tasks that the Party Committee needs to carry out is to overcome the situation where Party cells have not been able to recruit Party members for many years; improving the quality of Party cell activities is still limited, many village Party cells have not promoted their leadership role in implementing tasks, and people's lives still face many difficulties...

Previously, the shortcomings and limitations in Party cell activities made the Party Committee of Nang Kha commune (Na Hang) extremely confused in implementing the movement to build new rural areas in the locality. Comrade Nguyen Van Chung, then Secretary of the Party Committee of Nang Kha commune, shared: Nang Kha is one of the first 7 communes in the province to be selected as a pilot commune for building new rural areas. The initial implementation encountered many difficulties, especially in the work of propaganda and mobilizing people to respond and participate. Meanwhile, the concept of new rural areas for the people of Nang Kha commune is still very vague.

Through reviewing and evaluating the activities of village and hamlet Party cells, it has been shown that the quality of activities still has many limitations: the rate of Party members attending activities is low; some Party cells do not conduct activities on schedule, and do not proactively prepare the content of the activities in advance. The minutes of regular activities also do not have detailed content, do not show specific issues, and do not have proposed solutions to better implement the political tasks of the Party cells... Faced with this situation, the Commune Party Committee has held many meetings, discussed thoroughly and determined that the first urgent task is to improve the quality of activities in Party cells. If the quality of Party cell activities remains as it is now, it will not be possible to achieve the goal of building the commune into a new rural commune.

Formal, heavy on expertise

Frankly acknowledging the shortcomings in Party cell activities, the Party Committee of the Provincial Agencies and Enterprises Bloc pointed out that: The heads of some Party committees have not fully recognized the role and importance of Party cell activities; the time for activities is not guaranteed, often combined after the unit's meeting; the content of activities is poor, monotonous, business-like, and heavily specialized.

In party activities, there are still some formalities, listing tasks, the previous month is passed down to the next month, without assessing the results of implementing the resolutions of the previous meeting; the implementation of documents is still scattered and mechanical, not ensuring timeliness; the rate of party members participating in giving opinions in meetings is not high in some places; thematic activities are still few. The Standing Committee of the Party Committee of the Provincial Agencies and Enterprises Bloc has developed a Plan to strengthen branches and Party committees with limitations in Party building work for 11 branches and grassroots Party committees. In particular, focusing on improving the quality of Party cell activities to create changes in the leadership and direction of tasks of units and enterprises.

Comrade Tran Thi Bich Hanh, Secretary of Party Cell 4, Provincial People's Procuracy Party Committee, also pointed out the previous limitations of her Party Cell such as: lack of commendation for Party members who have completed their tasks well, criticism of Party members' shortcomings is not regular; the time allocated for reviewing and evaluating professional work and Party building work is not really appropriate; the participation of some Party members in giving opinions is still limited, there is still a formality in Party Cell activities... This is a situation that the Party Cell needs to overcome immediately.

Comrade Dang Toan, Secretary of the Tuyen Quang Iron and Steel Mine Party Cell, shared that in the past, the impact of the Covid-19 epidemic had a significant impact on the production and business situation of the enterprise. Moreover, due to the specific working hours of cadres and workers in shifts, the Party cell's activities did not comply with regulations, the quality of activities was not high, thematic activities were not in accordance with Party regulations, and the activities mainly discussed production and business. Therefore, many issues in Party and mass organization work in the enterprise were limited.

The assessment of the Provincial Party Committee's Organizing Committee for the 2015-2020 term also showed that: many Party cells have not strictly followed the regime of regular meetings and thematic meetings, the rate of Party members participating in meetings is still low, especially Party cells in rural areas and Party cells in enterprises. In regular meetings, the selection of documents to be disseminated at meetings in many Party cells is not appropriate; the concretization of directive documents from higher levels has content that is not close to the practical situation of the locality and unit; the contact to evaluate the implementation results of Central Resolutions, regulations on what Party members are not allowed to do, responsibilities to set examples, and criticism of Party members who have not completed their assigned tasks are unclear and not regular.

Many party cells focus on reporting the situation or discussing professional matters, and the number of opinions discussed is still low. The assignment of tasks to party members is not clear, and the implementation solutions are not specific... In the development of annual thematic meeting plans, many party cells have not fully implemented the regulations, and the thematic content is not clear. Many party cell committees and party cell secretaries have not fully prepared the content for the party cell meeting, have not followed the instructions, have not clearly demonstrated the leadership role of the party committee and party cell, and have limited skills in managing a meeting...

In addition, the implementation of the Regulations on attending meetings with Party cells by Party committee members at all levels and Party committee specialists still has many limitations: Many Party committee members, cadres and civil servants of specialized agencies advising and assisting Party committees have not properly implemented the regulations on attending assigned Party cell meetings (compared to the total number of times required to attend meetings in the year according to regulations, it is only 38.6%); have not done a good job of guiding Party cell committees and Party cell secretaries on ways and methods of organization to improve the quality of Party cell meetings; have not been straightforward in evaluating and scoring according to regulations. Reality also shows that the core role of communal cadres and civil servants in attending meetings at the grassroots level has not been promoted. In particular, the capacity, skills in organization, management, and Party work of many Party cell secretaries are still limited.

Comrade Nguyen Thi Bich Ngoc, Deputy Secretary of the Party Committee of the Provincial Agencies and Enterprises Bloc, said that Party activities in enterprises are unique. Many enterprises only focus on production, business, profit, and revenue tasks. Workers and employees in enterprises are almost only interested in jobs and income, but not really interested in other aspects of work; frequent fluctuations in the labor force of enterprises are also a major obstacle in ensuring the order of Party cell activities, often participating in activities outside of working hours and on holidays; the content and methods of activities are not diverse; the quality of activities is low, etc.

The above situations require urgent and timely solutions to improve the quality of Party cell activities. In fact, weak Party cells cannot create cohesion, cannot mobilize the people, resolutions and programs will be implemented slowly, with poor efficiency. This leads to slow changes in the face of the countryside, many difficulties in people's economic life, and a high rate of poor households. Project 16-DA/TU of the Provincial Party Committee Standing Committee on "Improving the quality of Party cell activities" is a comprehensive, scientific, systematic and synchronous solution system to improve the quality of Party cell activities, meet urgent requirements, and create a solid foundation for Party organizations from the grassroots level.
