In recent years, the Provincial People's Committee has issued many documents clearly stating the importance of the trade and service sector (TMDV) in socio-economic development. Notably, Plan 72 dated March 26, 2023 on implementing the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045, has important content on building solutions to synchronously develop the infrastructure of TMDV. To do this well, it is necessary to first improve the qualifications and skills of managers and workers in the TMDV sector, which is one of the key factors to meet the development needs of this sector.

Improving the quality of human resources in the field of trade and services Go! Thanh Hoa Supermarket staff are trained in both knowledge and customer service.

Currently, the Department of Industry and Trade; the Department of Labor, War Invalids and Social Affairs are implementing training for a large number of workers in the province in the field of trade and services; at the same time, expanding the scale of training, especially vocational training associated with the needs of enterprises. Every year, the sectors organize 8-10 training courses for about 250-500 people who are business owners, workers and state management officials working in the field of trade and services. To supplement and update new knowledge on trade and services, the Department of Industry and Trade has proactively coordinated with localities to regularly organize conferences and training programs for business owners, business households and cooperatives in the province. In 2023 alone, the department organized 8 conferences to supplement knowledge on: Food safety, e-commerce development, trade civilization, international economic integration, etc.

Mr. Nguyen Vu Thang, Deputy Head of the Trade Management Department (Department of Industry and Trade) said: Implementing the Department's instructions, specialized departments are always proactive in developing projects and plans on contents and knowledge in the field of trade and services to promptly update enterprises, production and business households. Notable among them are contents related to the e-commerce development program, digital transformation process in the trade business model, application of artificial intelligence AI in management and sales, building multi-platforms for sales... Thereby, helping business units and enterprises update new knowledge and skills to improve their own human resources.

In addition to the active participation of functional agencies, large units operating in the field of e-commerce such as Go! Supermarket, Co.op Mart, The City... have also proactively implemented many solutions to self-train and improve the qualifications of employees according to the specific requirements of each unit. At The City Yen Dinh Supermarket, there are currently about 30 official employees working in different departments such as cashiers, sales, warehouse staff... After being recruited, employees will participate in short-term training courses from 1 to 2 months depending on the position to improve their expertise and professional skills. In addition, each year the supermarket will proactively register for at least 1 to 2 training programs, fostering knowledge of e-commerce organized by departments, branches and sectors to improve management skills, thereby effectively applying them to its business model.

Many businesses have also proactively improved the quality of their human resources by collaborating with vocational schools, hiring lecturers to come directly to the unit or sending workers to school to receive formal training from basic to advanced knowledge. At Thanh Hoa Vocational College of Commerce and Tourism, about 900 students are trained each year, of which more than half are studying majors related to the service sector such as: Hotel and restaurant, food processing techniques... According to Mr. Luong Van Sinh, Principal of the school: "Not only in the field of trade and service, currently any business that wants to develop must have good human resources, so improving the quality of human resources must be a top priority. In addition to training for individuals, the school has also signed contracts to train workers for many businesses and business units operating in the fields of trade, services and tourism. This combination helps businesses to develop further thanks to well-trained human resources; Meanwhile, workers will be able to expand their professional knowledge and practice their skills through many practical experiences, thereby having the opportunity to increase their income. In the coming time, the school will continue to connect with businesses, service companies, and tourism companies to cooperate in training, aiming at the development of the service and trade sector in particular and the economic situation of the province in general.

The synchronous implementation of training solutions and training programs has helped improve the knowledge of workers, thereby helping businesses operate more effectively. At the same time, it has contributed to increasing the economic value of the trade and service sector to become the sector with the largest proportion in the province's economic structure for many years, accounting for 30.5% in 2023.
