This is the premise for the Party committees and commanders of KGM combat units to continue to innovate, lead and direct closely, and improve the quality of training in the new situation.
To meet the requirements of building a "Revolutionary, disciplined, elite, modern" KGM combat force, firmly protecting national sovereignty on KGM, Command 86 has thoroughly instilled in officers and soldiers the clear awareness that training is a central and regular political task in peacetime; deployed synchronous solutions, organized training for soldiers with good technical, tactical, information technology and KGM combat skills, built an elite force; officers and soldiers have creative thinking, decisiveness, quick adaptability, resolute and effective actions in handling situations, and excellently completed all assigned tasks.
Due to the specific nature of the KGM combat environment, the training process of the 86th Command is also a process of drawing on experience to develop and perfect training materials. Party committees and commanders at all levels attach importance to imparting practical experience along with promoting the dynamism and creativity of training officers and trainees; organizing training according to the program is fundamental; self-study and training to improve qualifications are important; acquiring experience in training and coaching from domestic and foreign organizations for training KGM combat forces is a regular task.
Accordingly, to improve the quality of training, the Party Committee and Command 86 have led and directed agencies and units to research and perfect the management and operation mechanism in a centralized, synchronous, unified, effective and non-overlapping direction. Closely follow the direction and guidance of the superior training agency; actively innovate training programs, content and methods; focus on training the staff of the training management agency and the direct training staff; closely coordinate in organizing, directing and operating training.
Along with that, Command 86 actively coordinated with functional agencies to build and perfect the organization and staffing; invest and purchase new types of technical equipment, build a system of training grounds and training grounds suitable for the actual tasks of the unit; constantly improve the quality of drills, competitions and sports at all levels; focus on inspection, examination and evaluation of the actual results of training. Pay attention to the work of researching and summarizing practices, perfecting the system of military science and art theory, the system of combat regulations and regulations for specialized KGM operations at all levels; compile and unify the system of training documents; promote research, improve equipment, models, training tools and invest resources in research, procurement and construction of a system of specialized training grounds to serve drills at all levels.
In addition, Command 86 always closely coordinates with agencies and units inside and outside the Army to deploy training plans, train experts according to the international certification system, build core, specialized forces and a team of training officers with sufficient capacity and qualifications, to complete all tasks well in all situations; proactively exchange and learn from the experiences of other units, creatively apply them to management and organization of training operations.
In particular, Command 86 proactively takes advantage of the achievements of the Fourth Industrial Revolution, promptly grasps and effectively applies modern science and technology to improve management, command, operation and training quality; takes training results as the basic criteria in evaluating the task completion results of collectives and individuals, especially Party committees and commanders; resolutely fights against "achievement disease" in training. Therefore, the training quality of agencies and units is constantly consolidated and improved.
To continue improving the quality of training and combat readiness, meeting the requirements and tasks in the new situation, the Party Committee, Command 86 and Party committees and commanders at all levels determined to thoroughly grasp and effectively implement resolutions and directives of higher levels, especially Resolution No. 1659-NQ/QUTW dated December 20, 2022 of the Central Military Commission on improving the quality of training in the 2023-2030 period and the following years; focus on building a team of training cadres at all levels with comprehensive qualifications and capacity; focus on innovating training content and methods in sync with the organization, new technical equipment and weapons and suitable to the reality of specific units; organize synchronous, practical and unified training from agencies to units, suitable to the reality of KGM combat operations and ensure information technology for the entire army; Actively innovate testing methods, promote competitions and sports events at all levels. At the same time, proactively coordinate with academies and schools to include training programs for command and staff of cyber warfare, specialized officers in cyber warfare and information security and network security in the curriculum; promote international cooperation to improve the level and capacity of the cyber warfare force.
In particular, Party committees and commanders at all levels must closely combine training with education, improve political qualities and impart combat experience, disseminate KGM combat tactics to troops; combine training with management, discipline training, and building a regular routine; strictly implement inspection and re-inspection regimes; periodically summarize and evaluate training results, promptly commend, reward, and replicate advanced models... Continuously improving training capacity and qualifications, improving training quality is the leading measure to ensure that KGM combat forces are capable of receiving and completing all assigned tasks.
