On February 28, 2025, Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, on behalf of the Politburo and the Secretariat, signed and issued Conclusion No. 127-KL/TW on the implementation of research and proposals to continue to reorganize the apparatus of the political system. Regarding the task of "Developing a project to continue to reorganize the Army", the conclusion stated: "The Central Military Commission, based on Conclusion No. 126-KL/TW of the Politburo and the Secretariat, shall preside over and coordinate with relevant agencies to direct research and develop a plan to continue to reorganize the Army appropriately (including the organization of district-level military agencies), and proactively propose a time to report to the Politburo according to the progress of this conclusion".

To implement this content, on the afternoon of February 28, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired a conference assigning tasks to agencies and units to research and propose local military organizations (LMAs). With the spirit of urgency, seriousness, science, caution, and certainty, on March 20 and 22, the Central Military Commission Standing Committee and the Ministry of National Defense held conferences to collect opinions on the draft Project "Continuing to arrange the organization of the local military to be streamlined and strong, meeting the requirements of tasks in the new situation" to supplement, complete, and report to the Politburo and the Secretariat before March 27, 2025 according to the general progress of the whole country, the time shortened by one quarter compared to the requirements in Conclusion No. 126-KL/TW dated February 14, 2025 on a number of contents and tasks to continue to arrange and streamline the organization of the political system in 2025.

However, social networks have recently had individuals with incorrect perceptions, lack of knowledge, and inappropriate opinions. Some articles even distort, fabricate, mock, and distort this work with content that shows bias and other bad intentions and purposes when claiming that "the Ministry of National Defense wastes time organizing to collect opinions on the arrangement of the QSDP organization". Following that are many comments with content in the style of "following and repeating".

According to Article 35 of the 2018 Law on National Defense, the Ministry of National Defense is responsible to the Government for performing state management of national defense and has the following tasks and powers: advising and assisting the National Defense and Security Council. Presiding over and coordinating with the Ministry of Foreign Affairs and the Ministry of Public Security to be responsible to the Government for performing state management of national borders; maintaining security, order and social safety in border areas, border gates, islands, seas and airspace of the Socialist Republic of Vietnam in accordance with the provisions of Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a member. Presiding over and coordinating with central ministries, branches and local authorities to establish and develop strategies, plans, projects on national defense and submit them to competent authorities for decision. Building, managing and commanding the People's Army and militia and self-defense forces in performing national defense tasks. Direct and guide central and local ministries, branches to build all-people national defense, military zone defense, defense areas and national defense work.

According to this regulation, it can be seen that the functions and tasks of the QSDP organization are not simply to receive and handle administrative procedures related to the military and defense fields; to carry out state management of defense at its level, but the important and regular task is to consolidate and strengthen the potential and strength of the national defense. Specifically: Advising local Party committees and authorities at the same level, directing and organizing the construction of a solid local defense area, contributing to creating a solid and interconnected defense position; building and consolidating the system of defense works, combat bases, logistics and technical bases, defense areas; organizing training and practicing combat plans, preparing forces and means to effectively handle situations...

In order to carry out these functions and tasks, over the years, the local military organizations at all levels have closely followed the policies and requirements of the superiors to advise the Party Committees and authorities at the same level to consolidate and build the national defense posture according to the motto "villages protect villages, communes protect communes, districts protect districts, provinces protect provinces"; organize training and practice to master combat plans according to situations at each level; prepare all aspects of forces, defense works, combat systems, command posts at all levels... when situations arise.

Therefore, when making changes to the political apparatus organization, these plans will also have to be changed accordingly to ensure that the leadership, direction, command, operation, and implementation are smooth and seamless; without interrupting, disrupting, or reducing, or affecting the position, national defense strength, and the ability to mobilize resources and combat readiness of the Army. Just one flawed or loose decision can have a direct impact, even cost the nation dearly.

Therefore, it is absolutely correct and necessary to reorganize the local military organization in a careful, scientific, logical, and strict manner; to absorb and filter combat experiences; to build forces in accordance with the national defense policy, people's war, comprehensiveness, independence, autonomy, self-reliance, self-strengthening, modernity, and proactive international integration; to be consistent with the reality and conditions, the situation of the country as well as the conditions of human resources, weapons, equipment, and existing equipment. This is a difficult task, and at the same time, an important task to successfully achieve two goals: Building and defending the socialist Vietnamese Fatherland.

Speaking at the conference to collect opinions on the organization of the local military force when there is no district-level administrative unit on March 20, General Phan Van Giang also emphasized: Currently, the cause of building and defending the Fatherland is facing a new historical stage. The Politburo and the Secretariat advocate reporting to the Central Committee to decide on adjusting the organization of the political system and administrative boundaries throughout the country. This is a major and consistent policy of the Party and State to meet the requirements of building, protecting and developing the country in the new era. Accordingly, the defense arrangement, the organization of the Army, focusing on the organization of the local military force, need to be studied and adjusted appropriately to meet the task of strengthening national defense, protecting the Fatherland, and integrating with the overall development of the country.

Major General, Hero of the People's Armed Forces Hoang Kien, former Commander of the Engineer Corps affirmed: “These are extremely sensitive and complicated issues, so it is necessary to organize research and evaluate carefully in all aspects to both meet the practical requirements of the task of protecting the Fatherland in the current situation; closely follow the strategic guidelines of the Party and State on military and national defense; inherit the quintessence of military art, the historical tradition of building military forces, fighting enemies, and defending the country of our ancestors; the reality of wars and conflicts in the world and in the region, especially the new developments in the forms and methods of warfare in recent times. From there, put them into teaching, training, and practicing in a system according to the new administrative organization model when abolishing the district level, merging communes and provinces”.

In the face of distorted views and incorrect perceptions, Dr. and lawyer Dang Van Cuong, Head of the Chinh Phap Law Office (Hanoi Bar Association) frankly said: “Bad elements are always looking for excuses and opportunities to make distorted and destructive arguments to reduce the prestige of the Party, the State and the Army. Therefore, people need to be careful when accessing information on social networks. National defense and security are special and important fields, related to national security and must not be neglected or lax at any moment; there is no room for subjectivity or miscalculations or carelessness. Therefore, every situation, no matter how small, and the handling plan must be discussed and evaluated seriously, scientifically, cautiously and firmly.”

Caring for the safety of the country is also caring for and protecting the peace and happiness of everyone, every family. There is no place for malicious distortion, sarcasm, or insults.
