Improve the quality and effectiveness of social supervision and criticism

After 10 years of implementing the Regulations on social supervision and criticism according to Decision No. 217-QD/TW of the Politburo (11th tenure), the social supervision and criticism activities of the Vietnam Fatherland Front (VFF) and socio-political organizations have gradually become routine and achieved positive results. Thereby, creating social consensus, contributing to building a strong Party, government and political system.

Positive results

According to the assessment of the Provincial Party Standing Committee, implementing Decision No. 217 of the Politburo (11th tenure) promulgating the Regulation on social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations; over the past 10 years, all levels and sectors have closely followed the regulations and instructions of the Provincial Party Standing Committee to fully and seriously implement and achieve many positive results. Notably, the awareness and responsibility of Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations at all levels, of cadres, party members, union members, and association members regarding social supervision and criticism have been raised. The role and responsibility of the Vietnam Fatherland Front and socio-political organizations in implementing social supervision and criticism have been promoted. From 2013 to 2023, the Standing Committees of Party Committees at all levels have oriented and approved nearly 5,900 contents of social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations at all levels.

In addition, Party committees, authorities, the Vietnam Fatherland Front, and socio-political organizations have seriously and thoroughly implemented the concretization of Decision No. 217 and related directives from higher levels. Strengthening propaganda and dissemination among cadres, party members, union members, association members and people of all walks of life about the viewpoints, meanings and purposes stated in Decision No. 217 to continue promoting the people's mastery in implementing the Party's guidelines and the State's policies and laws, contributing to building a clean and strong Party and government.

On the part of the Vietnam Fatherland Front and socio-political organizations at all levels, social supervision and criticism have become a central and regular task and have gradually improved quality and efficiency. Over the past 10 years, the whole province has organized nearly 11,000 supervisions of organizations and individuals. Through this, missing, inaccurate, and inappropriate contents have been promptly detected and some practical recommendations have been made, contributing to ensuring correctness and conformity with the reality of social life. At the same time, ensuring the legitimate rights and interests of the people, promoting democracy, and enhancing social consensus.

Many lessons learned

According to the Provincial Party Committee Standing Committee, one of the lessons learned through 10 years of implementing Decision No. 217 is that all levels and sectors need to thoroughly grasp and fully grasp the meaning, content, implementation methods and regulations and instructions of the Provincial Party Committee Standing Committee; specify each issue, so that it is easy to access, easy to remember, and convenient to implement. In addition, Party committees at all levels closely lead and specify documents from higher levels through the issuance of directives, orientations and approval of the content of social supervision and criticism.

At the same time, strengthen inspection and supervision work; direct preliminary and final reviews and draw lessons from implementation to promptly orient, direct and remove arising difficulties and problems. On the other hand, Party committees, authorities and sectors must be truly receptive, listen to and accept the opinions and contributions of the Vietnam Fatherland Front, socio-political organizations and the people; respect and promote the people's right to mastery in the work of building a clean and strong Party and government.

To effectively implement Decision No. 217, in the coming time, the Provincial Party Standing Committee requests Party committees, Party organizations, authorities, the Vietnam Fatherland Front, socio-political organizations, departments, branches and sectors to focus on propaganda and dissemination to raise awareness of Party committees, Party organizations, cadres, Party members, union members, association members and people about social supervision and criticism. At the same time, consider this a key and regular task of the Vietnam Fatherland Front and socio-political organizations at all levels. Propaganda for the subjects of social supervision and criticism to clearly see the benefits and positive effects of social supervision and criticism.

In addition, it is necessary to select topics, assign tasks, and organize the implementation of social supervision and criticism in a scientific manner, close to the needs of union members, members and people; close to the reality and situation of the locality and unit so that social supervision and criticism work becomes more and more substantive, avoiding formalities. Focus on seriously implementing recommendations after social supervision and criticism. Party committees, authorities, and competent agencies pay attention to directing and rectifying organizations and agencies that do not seriously implement recommendations of the Vietnam Fatherland Front, socio-political organizations, etc.
