Digital transformation workshop helps identify problems and solutions

In his opening speech, Comrade Nguyen Hoai Anh - Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized: This workshop is one of the important activities to implement the Action Program of the Provincial Party Committee Standing Committee and the Plan of the Provincial People's Committee on implementing Resolution No. 57-NQ/TW of the Politburo, related to breakthroughs in science and technology development, innovation and national digital transformation. The goal is to raise awareness, create breakthroughs in innovation in thinking when organizing the implementation of digital transformation tasks of the province in the coming time. The content of this workshop is of practical significance, in the context that Binh Thuan is urgently and proactively implementing digital transformation tasks, associated with the innovation and improvement of the administrative apparatus at all levels. Through the workshop, the Provincial Party Committee and the Provincial People's Committee hope to listen to proposals and recommendations from experts and scientists with rich experience and practical knowledge in the field of digital transformation. From there, Binh Thuan can apply it to local conditions. At the same time, there is consideration of merging Binh Thuan, Lam Dong and Dak Nong provinces according to the Resolution of the Central Executive Committee. The workshop will also help leaders and managers of agencies, units, localities and enterprises to more clearly identify "problems and solutions" in implementing digital transformation activities.

At the workshop, experts shared some contents on connection, data sharing between state agencies, digital government platforms; international experience in science and technology, innovation, digital transformation. The "smart commune" model in promoting rural digital transformation towards building modern rural areas. Improving digital transformation skills for businesses and people in Binh Thuan province; tracing the origin to increase the value of agricultural products. Smart investment financial solutions help organizations and businesses transform digitally quickly and sustainably. In addition, experts recommended that Binh Thuan invest in digital infrastructure and training (2025-2027); issue incentive policies such as tax incentives for businesses participating in e-commerce, support free internet for rural areas, etc.

It is known that over the past 3 years (from 2022 to present), Binh Thuan has implemented digital transformation tasks according to Resolution No. 10-NQ/TU of the Provincial Party Committee on digital transformation to 2025, with a vision to 2030. Some outstanding results achieved include: telecommunications infrastructure is increasingly developing according to new technology trends, well meeting the needs of people and society; information systems, digital platforms and databases are built, effectively serving work processing in the digital environment. Electronic data of organizations, individuals and digital citizen data are focused on development, increasingly serving people and businesses... In addition, e-commerce is gradually taking shape and developing, while non-cash payments are widely deployed in many fields, with increasingly diverse forms.

In his closing speech at the workshop, Chairman of the Provincial People's Committee Do Huu Huy stated the motto "Slim apparatus, connected data, smart governance" and requested departments, branches, sectors, and localities to study and advise on the implementation of digital transformation tasks. Specifically, units need to refer to the contents of the workshop to complete and propose a smart commune model, in accordance with the Project on restructuring administrative units at all levels according to Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee (April 12, 2025).

The Chairman of the Provincial People's Committee also requested to study and advise on the implementation of tasks that have a positive impact on supporting businesses in digital transformation, ensuring that digital infrastructure meets the requirements of "smart governance". Units need to proactively coordinate to propose and implement tasks to ensure that information systems, digital platforms, and databases serve people and businesses continuously and without interruption during the process of restructuring administrative units at all levels. At the same time, research solutions to apply information technology and digital transformation in state management activities of agencies, units and localities, especially the development of specialized databases.
