Over the past years, with the attention of all levels and sectors, the team of grassroots cultural cadres in Thanh Hoa province has continuously developed in both quantity and quality. Thereby, contributing to the movement to build a cultural life in the province to spread more and more strongly, the cultural and spiritual life of the people has been significantly improved.
Ms. Pham Thi Hoa, a cultural and social officer of Ngoc Lac town, always upholds her spirit and responsibility for the assigned work.
Ngoc Lac district currently has 40 officials specializing in cultural work, including 21 cultural and social officials of 21 communes and towns. In recent years, the team of cultural officials in the district has played a good role as a "bridge" to propagate and raise awareness of the role and importance of building a cultural life to all classes of people. Accordingly, the movement "All people unite to build a cultural life" (TDĐKXDĐSVH) and the campaign "All people unite to build a new rural area, civilized urban areas" in all localities in the district have been gradually deployed and implemented effectively. Up to now, the whole district has 81.8% of cultural families; 84.2% of cultural residential areas; the rate of people regularly practicing physical exercise and sports (TDTT) is 49%; the rate of families regularly practicing physical exercise and sports is 41%. In particular, the construction of village and hamlet covenants and conventions has been focused on, ensuring compliance with regulations. Most weddings are organized simply, eliminating cumbersome procedures. Funerals are organized thoughtfully and economically, many bad customs are gradually eliminated. The organization of festivals in some localities is carried out in a civilized, healthy and economical manner, focusing on organizing festivals in the direction of preserving traditional culture, absorbing new culture suitable for the development in the current period.
Head of the Department of Culture and Information of Ngoc Lac district, Pham Dinh Cuong, said: “It can be said that the positive results achieved in the movement of physical training and sports to build a new countryside and civilized urban areas and the campaign of “All people unite to build new rural areas and civilized urban areas” have been greatly contributed by the grassroots cultural staff. Notably, the implementation of cultural codes of conduct and civilized lifestyles in weddings, funerals, festivals, etc. has increasingly gone into depth, contributing to improving the cultural life, preserving and promoting the fine customs of the ethnic people in the district. Therefore, in order to continue building a healthy cultural environment, the district has identified improving the quality of the grassroots cultural staff as one of the key tasks. In particular, Ngoc Lac district is focusing on training and raising awareness of the grassroots cultural staff about digital transformation”.
It can be said that, although the material conditions are good, the effectiveness of grassroots cultural activities depends on the management and organization of the content of activities of grassroots cultural officers. In particular, Ngoc Lac district is the living area of ethnic minorities Muong, Thai, Dao... Therefore, each grassroots cultural officer not only needs to have professional qualifications but also must understand the culture, customs, habits, and lifestyle of the people... to participate in building grassroots cultural life effectively.
Ms. Pham Thi Hoa, a cultural and social officer of Ngoc Lac town, said: “Ngoc Lac town has 50% of the population being Muong ethnic people and a few households being Dao and Thai ethnic people. Therefore, the cultural life is very diverse and rich. In order for people to actively participate in building a cultural life, first of all, cultural officers need to stay close to the grassroots, regularly update new knowledge to propagate and mobilize people appropriately and effectively. Along with that, clearly identify key tasks, develop solutions to advise the town's Steering Committee for Cultural and Social Development to deploy an implementation plan, in accordance with the actual conditions of the locality”.
According to the assessment of the Department of Culture, Sports and Tourism (DOCST), the material and spiritual life and intellectual level of the people in the whole province have been improved. Along with that, traditional cultural values and identities continue to be preserved and promoted; the cultural activity environment is increasingly developing stably and healthily; the system of cultural institutions at the grassroots level is increasingly consolidated, maintained and gradually promoted effectively... If in 2014, the whole province had 74% of cultural households and 75% of cultural residential areas, by the end of 2023, it had increased to 84.9% of cultural families and 85.4% of cultural residential areas. Thereby, gradually changing the appearance of cultural life in localities in the province, in a positive and progressive direction.
It can be said that the achieved results partly show the continuous efforts of the grassroots cultural cadres and civil servants. However, according to the assessment of the Department of Culture, Sports and Tourism, the capacity of a number of cultural cadres and civil servants is still limited; the team of specialized cultural cadres in some communes, wards and towns, although trained, is not in line with their major; the work of planning and training the team of ethnic minority cultural cadres still has many limitations... Therefore, in the coming time, the Department of Culture, Sports and Tourism will continue to pay attention to and foster to improve and enhance the standards of professional qualifications, political theory level, political qualities, and capacity for the team doing grassroots cultural work... ensuring the conditions for this team to fulfill their assigned duties and tasks. Along with the attention of all levels and sectors, each grassroots cultural officer needs to raise awareness in training, improve political capacity, awareness, responsibility, and professional ethics to meet the requirements and tasks in the new situation.
