On January 9, the Department of Fisheries (Department of Agriculture and Rural Development) held a conference to review the work in 2023 and deploy tasks in 2024.
In 2023, the total aquatic product output of the province is estimated at 69,900 tons, an increase of 5.4% over the same period in 2022. Of which, the exploitation output is 6,700 tons, the aquaculture output is 63,200 tons. The production value reaches 2,228.2 billion VND, an increase of 5.2% over 2022.
Ninh Binh continues to affirm its position as one of the leading localities in the country in producing clam and oyster seeds, with clam seed output reaching 99,208 million and oyster seed output reaching 16,000 million. Notably, recently, Kim Son oyster seeds have been granted a Certified Trademark by the Intellectual Property Office, contributing to the development and enhancement of product value.
For shrimp, in 2023, the area of farming in canvas houses will increase sharply, reaching nearly 100 hectares. Thanks to the production of 3 crops/year, the value of these areas is 5-10 times higher than conventional extensive farming.
For freshwater aquaculture, the farming method has undergone a strong transformation from extensive and semi-intensive farming to intensive and super-intensive farming with high productivity. In addition, many new species with high economic value have also been put into production such as brown fish, flower fish, blood cockles, giant freshwater prawns, etc.
During the year, the Department has done a good job of monitoring and warning the environment in farming areas; managing the quality of breeding stock. In addition, it has closely coordinated with localities and related units to effectively implement Directive 04/CT-UBND, dated April 15, 2021 of the Provincial People's Committee on strictly prohibiting the use of explosives, electric shocks, toxic substances, and prohibited fishing gear for aquatic resource exploitation and strengthening the protection and regeneration of aquatic resources. Up to now, 380 cases of using electric shocks for aquatic resource exploitation have been detected and handled, 127 cases have been administratively sanctioned, and more than 400 million VND has been paid to the State budget.
Regarding activities against illegal fishing (IUU), currently 100% of fishing vessels in the province have been granted registration certificates, completed the marking of fishing vessels according to regulations; there have been no cases of violations of regulations on areas and zones prohibited from fishing; no fishing vessels have violated foreign waters.
Promoting the achieved results, in 2024, the provincial Fisheries sector sets a target of aquatic product output of 70,800 tons, with a production value of VND 2,328.5 billion. The sector's orientation is to continue developing farming objects suitable for each different ecological sub-region in the province, focusing on specialty and endemic farming and farming in a circular, safe direction, applying high technology and advanced production forms. Linking production with processing and consumption, linking with tourism development, developing aquatic OCOP products. Strengthening the protection of aquatic resources and habitats for aquatic species, spawning grounds and breeding grounds in major rivers as a basis for protection, regeneration and sustainable exploitation.
