Implementing Program No. 09-CTr/TU of the Hanoi Party Committee, the Standing Committee of the Vietnam Fatherland Front Committee of the city has developed Project No. 05/DA-MTTQ-BTT dated March 30, 2022 on "Widely mobilizing the strength of the people and social resources for the cause of ensuring national defense, security, maintaining order and social safety of the Vietnam Fatherland Front at all levels of the city".

The Standing Committee of the Vietnam Fatherland Front Committee of the city has focused on improving the work of propaganda, dissemination and implementation of Program 09-CTr/TU; promoting the role of the organizational system, the Front's staff and member organizations, press and media agencies to grasp the situation, gather opinions, aspirations and suggestions of the people, periodically reflect to Party committees and authorities at all levels; maintaining monthly meetings to grasp and orient public opinion on prominent and urgent issues that the people are interested in.

In particular, the Vietnam Fatherland Front and its member organizations have closely and effectively coordinated with the City Police to promote the movement of the entire people to protect national security in the new situation; effectively carry out local defense and military tasks; participate in defense zone drills, and encourage young people of age to go to the front to defend the Fatherland.

In the coming time, the Vietnam Fatherland Front of the city will continue to sign cooperation programs with agencies, organizations and people to create a combined strength. Strengthen the grasp of the situation of the people, public opinion, promptly reflect to competent authorities for direction and resolution...

Standing Deputy Secretary of Dong Anh District Party Committee Nguyen Van Cuong:
Mobilizing the entire population to protect national security

Dong Anh District Party Committee has concretized Program 09-CTr/TU of the City Party Committee with Program 05-CTr/HU on "Strengthening national defense and security, building the district's defense area increasingly solid, maintaining political security, order and social safety in the period of 2020-2025".

Thanks to that, the district defense area has been built and consolidated more and more firmly; political security, order and social safety have been maintained.

Local defense and military work is ensured, building a national defense posture associated with the people's security posture. In the district, there are no unexpected, sudden, or terrorist situations; there are no security and order hotspots; 100% of serious cases occurring in the area are investigated and solved. The district has established 24/24 grassroots military cells in 24 communes and towns, and built 5 commune military headquarters...

Dong Anh district determined that in the coming time, it will do well in building a movement for the whole people to protect national security in conjunction with Project 03 on "All people participating in protecting national defense and security"; building "safe units", "safe residential areas" in terms of national defense and security, social order and safety and other movements in the locality.

Creating a favorable environment for the capital to develop

As the main force in advising on the construction of the city's defense area, from 2021 to present, the Hanoi Capital Command has advised and directed localities to train national defense and security knowledge for subjects, with more than 2,800 classes for more than 282,000 subjects 2, 3, 4 and dignitaries and officials. The unit has also educated national defense and security knowledge for more than 1.7 million students, contributing to raising awareness of the task of protecting the Fatherland in the current situation.

The combat readiness of the Command's armed forces has been enhanced. The unit has done a good job of grasping and forecasting the situation, coordinating with the police to ensure security and safety for over 4,000 events taking place in the capital; completing 100% of the national defense targets and tasks, many tasks were completed well and exceeded.

In particular, the work of national defense education for all people exceeded the target set by Program 09. The work of drills for the regular force, militia, and reserve mobilization had many innovations; the building of the regular militia and the Military Command at the commune level met and exceeded the target...

Promoting the achieved results, in the coming time, the Hanoi Capital Command will continue to strengthen national defense and security potential, maintain political stability, order and social safety.

The Hanoi Capital Command will strengthen propaganda and orientation to effectively implement all policies of the Party and laws of the State, creating high consensus in the task of building and protecting the Fatherland and protecting the Capital in the new situation. Improve the overall quality, strength and combat readiness of the regular force, build a strong reserve force, and a strong and widespread militia and self-defense force to meet the requirements and tasks.

At the same time, the unit regularly grasps, forecasts, and correctly assesses the situation, provides timely advice, and avoids being passive or surprised, creating a favorable environment for the capital to develop.
