US accuses China of hacking telecom companies, confirms summit in Peru

On November 13, the Federal Bureau of Investigation (FBI) and the Cybersecurity and Infrastructure Security Agency (CISA) issued a joint statement accusing China of attacking US commercial telecommunications infrastructure.

"The United States government's ongoing investigation into the PRC's targeting of commercial telecommunications infrastructure has uncovered a significant and widespread cyber espionage campaign," the statement said.

Specifically, we have determined that PRC-affiliated actors have breached networks at multiple telecommunications companies to conduct the theft of customer call records, compromised the private communications of a limited number of individuals—primarily those engaged in government or political activity—and copied certain information subject to U.S. law enforcement orders. We expect our knowledge of these breaches to grow as the investigation continues.

The FBI and CISA continue to provide technical assistance, rapidly share information to assist other potential victims, and work to enhance cyber defenses across the commercial telecommunications industry. We encourage any organization that believes it may be a victim to contact its local FBI Field Office or CISA."

On the same day, in an online press conference on November 13, a senior US official said that as planned, President Biden will hold talks with President Xi Jinping in Lima on November 16 in the framework of the final in-person summit as US President. The meeting will take place as both Seoul and Washington announced that North Korean soldiers, who were deployed to the frontline area in western Russia's Kursk province, have begun fighting with Ukrainian forces.

Meanwhile, White House National Security Adviser Jake Sullivan revealed that the two leaders are expected to exchange views on a number of global hot spots, including the rising tensions between Washington and Beijing. President Biden will raise concerns about the recent intrusion of personal communications belonging to prominent US officials by a group of hackers linked to China.

This will be the first face-to-face meeting between the US President and the Chinese President since a phone call in April this year.
