How to separate car and motorbike driving licenses?

Recently, many people in Ho Chi Minh City have separated their combined driving licenses for cars and . According to these people, combining B2 and A2 driving licenses into one PET card (plastic card) has many disadvantages.

Disadvantages of combining driving licenses

Mr. Nguyen Truong Cuong said he combined A2 and B2 driver's licenses in 2013, but now he wants to separate the two license types and give each one a license.

According to Mr. Cuong, his B2 driver's license is almost expired, so when he goes to change his license this time, he will separate the license because when using a combined driver's license, he has encountered many problems. When the B2 driver's license is revoked due to violations, it means that he does not have an A2 license to drive and in case the traffic police check his documents, he does not have a license to present.

"I understand that if the traffic police check the documents, people can present the penalty notice of one of the two types of driving licenses, but the penalty notice is very thin, easily damaged, and inconvenient to carry with you. Therefore, I want to separate each type of license for convenience," said Mr. Cuong.

People exchange their driver's licenses at a driver's license exchange point in District 3, Ho Chi Minh City.

With the same purpose, Mr. Le Van Thang said: “I registered to change my driver’s license online and wanted to separate the previously combined class B and class A licenses. However, the online application form has absolutely no space to write this request. Both of my driver’s licenses are still valid.”

Mr. Thang added that he contacted the driver's license exchange locations and the staff required him to submit a new set of documents along with the medical certificate used to request a driver's license exchange.

"Every time people have a health check, they have to pay an additional fee of over 350,000 VND. Why is it required to combine the driver's license into one and then when separating them, people have to pay an additional fee for this procedure?" - Mr. Thang asked.

According to the reporter's investigation, when separating a driver's license, in addition to exchanging a car driver's license including a request form, health certificate and photocopy of the driver's license, people must also bring the original and a copy of the motorbike driver's license (no need to notarize) to be processed.

Many people think that combining B2 and A2 driving licenses into one PET card has many disadvantages.

A representative of a driving license training and testing unit in Ho Chi Minh City said that there was a time when regulations required combining two types of driving licenses together on the same PET card, because each person was only given one code number associated with one PET card. "However, this regulation is no longer in place," the representative said.

There is no longer a regulation to combine driving licenses.

According to Mr. Ngo Dinh Quang, Head of the Department of Testing and Granting Driving Licenses, Ho Chi Minh City Department of Transport, the separation of the two types of driving licenses is carried out normally according to the same process as changing driving licenses.

“Changing a motorbike license does not require a medical examination. However, since the two licenses are combined, people who want to separate them still need to have a medical examination for car drivers because that is the regulation for issuing and exchanging driving licenses for all types of cars,” said Mr. Quang.

According to Mr. Quang, currently, according to regulations, motorcycle driving licenses are indefinite and can only be exchanged for those who have lost them or those who have changed their paper driving licenses to PET cards. Those who change their motorcycle driving licenses can only submit their application directly, not online. As for changing their car driving licenses, both forms are available.

"Therefore, when separating the two types of driving licenses, people are required to submit them directly at the driving license issuance and exchange points according to regulations," said Mr. Quang.

Mr. Quang also added that currently in Ho Chi Minh City, about 200 applications are issued and exchanged for car driving licenses online every day. Each valid application only takes about 5 working days.

“For applications with longer renewal times, it may be because the person’s driver’s license is being reviewed by relevant agencies. For example, it may be revoked or not eligible for issuance and is being re-verified,” Mr. Quang added.

Procedures for separating car and motorbike driving licenses

Article 38 of Circular 12/2017, amended by Clause 7, Article 2 of Circular 01/2021 and Circular 05/2024 of the Ministry of Transport on the procedure for separating integrated driving licenses is as follows:

Step 1: Prepare documents

- Application for changing driving license according to prescribed form (Original)

- Driver's health certificate issued by a competent medical facility (Original)

- Driver's license, citizen identification card (CCCD) or valid passport with ID card number or CCCD for Vietnamese people or valid passport for foreigners, Vietnamese people residing abroad (Notarized copy).

However, from June 1, 2024 (when Circular 05/2024 of the Ministry of Transport takes effect), people changing their driving licenses do not need to prepare their ID card to submit in their application.

Step 2: Submit application

- Submit the application directly at the driving license exchange points. Drivers must take a photo directly at the driving license issuing agency when coming to carry out the driving license exchange procedure and must present the original copies of the above documents for comparison.

Return of driving license is done at the agency receiving the application or through public postal service at the request of the individual.

According to Circular 188/2016 of the Ministry of Finance, in case a driver wants to separate 2 driving licenses for cars and motorbikes, he/she will have to pay a fee of 270,000 VND. The time to return the results will not exceed 5 working days from the date of receiving the complete set of documents.
