On April 17, the Department of Finance of Phu Yen province reported to the Provincial People's Committee on the contents related to the arrangement of administrative units at all levels in the process of "merging Dak Lak province and Phu Yen province, named Dak Lak province, the political-administrative center is located in Dak Lak province".

After the province merger, if the administrative center of the new province is not located in Phu Yen, all provincial-level offices and facilities will not be used. The remaining offices and facilities will not be used. The plan to handle these facilities will be based on the province's development plan, and a proposal will be made to transfer them to local management and handling to implement the provisions of the Land Law 58 facilities.

According to the Phu Yen Province Department of Finance, the total number of cadres, civil servants and public employees who need to travel from Tuy Hoa City, Phu Yen Province to Buon Ma Thuot City, Dak Lak Province and vice versa is expected to be about 1,300 people after the province merges (excluding armed forces units). However, currently, official vehicles are not enough to meet travel needs.

Estimated travel expenses per person are about 1.6 million VND/month (in case of not using the public transport arranged by the province, cash support will be provided). In case cadres, civil servants and public employees are not arranged official housing, they will receive accommodation support costs of 3,000,000 VND/person/month.

According to the Phu Yen Provincial Department of Finance, the Central Government has not yet regulated the content, policies, and support levels for cadres, civil servants, and public employees after the reorganization and merger . However, it is expected that based on actual needs, the Department will propose a policy to support living expenses for cadres, civil servants, and public employees of Phu Yen province during their working days in Dak Lak province at 2 levels.

The support level is about 50% of the accommodation allowance as prescribed in Circular No. 12/2025/TT-BTC dated March 19, 2025 of the Ministry of Finance amending and supplementing a number of articles of Circular No. 40/2017/TT-BTC dated April 28, 2017 of the Minister of Finance regulating the business trip allowance regime and conference expense regime (rounded) is 150,000 VND/day/person (300,000 VND/person/day x 50%). The living expense support for 1 month is 150,000 VND/person/day x 22 days = 3,300,000 VND/person/month.

The allowance support level is equal to 30% of the current salary plus the leadership position allowance and seniority allowance beyond the framework (if any), applying the provisions in Instruction No. 05-HD/BTCTW, dated July 1, 2011 of the Central Organizing Committee on implementing a number of allowance regimes for cadres, civil servants of party agencies, socio-political organizations and salaries of the Vietnam Veterans Association according to Notice No. 13-TB/TW, dated March 28, 2011 of the Politburo. The average salary coefficient of 1 cadre, civil servant, and public employee is 3.66.

Accordingly, the monthly living expense support is 3.66x2,340,000 VNDx30%=2,569,320 VND/person. The support period is the first 3 years from the time of arrangement and merger. After the above period, the provincial budget capacity will be balanced to determine the appropriate support level. The funding source is arranged from the provincial budget in 2025 and the central budget support.
