On June 19, 2023, the President issued Decision 715/QD-CTN on gift giving on the occasion of the 76th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2023).

Decision 715/QD-CTN: Gift levels for people with revolutionary contributions on July 27, 2023
Specifically, the President has decided on the following levels of gifts for people with revolutionary contributions on July 27 this year:
* Gift level 600,000 VND given
- People with revolutionary contributions:
+ Vietnamese Heroic Mothers who are receiving monthly preferential allowances and individuals who have been awarded the title of Vietnamese Heroic Mother before July 28, 2023 but have not completed the procedures to receive monthly preferential allowances.
+ War invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers with a body injury rate of 81% or more are receiving monthly preferential allowances.
+ Resistance fighters infected with toxic chemicals with a body injury rate of 81% or more are receiving monthly preferential allowances.
- Relatives of martyrs receiving monthly survivor allowance; relatives of two or more martyrs receiving monthly survivor allowance.
* Gift level 300,000 VND given:
- People with revolutionary contributions:
+ War invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers with a body injury rate of 80% or less who are receiving monthly preferential allowances. War invalids are enjoying a regime of loss of working capacity.
+ Resistance fighters infected with toxic chemicals with a body injury rate of 80% or less are receiving monthly preferential allowances.
- Representative of martyrs' relatives
- People who worship martyrs (in case the martyr has no relatives)
Decision 715/QD-CTN takes effect from the date of signing.
Beneficiaries of preferential treatment for people with revolutionary contributions
Specifically, Article 3 of the Ordinance on Preferential Treatment for People with Revolutionary Contributions 2020 stipulates the subjects enjoying preferential treatment for people with revolutionary contributions as follows:
- People with revolutionary contributions include:
+ Revolutionary activists before January 1, 1945;
+ Revolutionary activists from January 1, 1945 to the August 1945 uprising;
+ Martyrs;
+ Heroic Vietnamese mother;
+ Hero of the People's Armed Forces;
+ Hero of Labor during the resistance period;
+ War invalids, including type B war invalids recognized before December 31, 1993; people enjoying policies like war invalids;
+ Sick soldiers;
+ Resistance fighters infected with toxic chemicals;
+ People who participated in revolution, resistance, national defense, and international duty were imprisoned or exiled by the enemy;
+ People who participate in resistance wars to liberate the nation, protect the Fatherland, and perform international duties;
+ People who have contributed to the revolution.
- Relatives of people with revolutionary contributions include biological father, biological mother, wife or husband, children (biological or adopted children), and people who raised martyrs.
Prohibited acts in the field of preferential treatment for people with revolutionary contributions
According to Article 7 of the Ordinance on Preferential Treatment for People with Revolutionary Contributions 2020, individuals and organizations are strictly prohibited from performing the following acts in the field of preferential treatment for people with revolutionary contributions:
- False declaration, forgery of documents to enjoy preferential treatment for people with revolutionary contributions and relatives of people with revolutionary contributions.
- Taking advantage of one's position and power to violate regulations or cause damage to the interests of the State, the rights of people with revolutionary contributions, or relatives of people with revolutionary contributions.
- Violating the principles of management and use of funds to ensure the implementation of policies and preferential regimes for people with revolutionary contributions, relatives of people with revolutionary contributions, and the Gratitude Fund.
- Taking advantage of the implementation of policies and preferential regimes for people with revolutionary contributions and relatives of people with revolutionary contributions to violate the law.
