Vietnam's birth rate falls to lowest level in history

Speaking at the rally, Minister of Health Dao Hong Lan said that Vietnam has controlled the rapid growth rate of population size, maintaining the replacement fertility rate since 2006. Thanks to that, it has contributed to increasing GDP per capita by about 2%/year, reducing the gap in income and living standards between regions and population groups, especially in disadvantaged areas with high fertility rates.

Along with that, Vietnam entered the "golden population" period since 2007 and has just surpassed the 100 million population mark, creating opportunities for resource accumulation to increase investment in social security, health care, education, and employment in the future.

In particular, the stature and physical strength of Vietnamese people have improved. Average life expectancy has increased rapidly, from 65.5 years in 1993 to 74.5 years in 2023, higher than many countries with the same per capita income.

However, according to the Ministry of Health, there is a risk of not achieving the goal of maintaining replacement fertility nationwide, with a trend of low fertility. In addition, the population is aging rapidly and will soon become an aging country.

Meanwhile, the advantages of the golden population structure have not been well exploited. The stature, physical strength, and quality of life of people in remote areas and ethnic minority areas are still limited compared to urban and delta areas...

According to the Minister of Health, Vietnam has no experience in encouraging increased fertility in low fertility areas and adapting to population aging, in the context of many limitations in investment resources. Therefore, the health sector hopes that the international community will share and support financial resources and technical assistance.

To fulfill the objectives of Resolution 21-NQ/TW, the Vietnam Population Strategy as well as the national goal of sustainable development, the Ministry of Health has chosen the theme of this year's World Population Day as "Investing in population work is investing in sustainable development", to call on all levels, sectors, governments of countries, and international organizations to continue to pay attention and invest in Vietnam's population work, contributing to the country's rapid and sustainable development.

At the rally, Director of the Department of Population, Ministry of Health Le Thanh Dung said that Vietnam has reached the replacement fertility level since 2006 and the total fertility rate (TFR) has been maintained at 2 - 2.1 children/woman throughout the past time, but there is a risk of not maintaining the replacement fertility level nationwide, due to the trend of low fertility.

Since 2020, Vietnam has seen a trend of low birth rates in the southern provinces and cities, causing the national birth rate in 2023 to drop to 1.96 children per woman, the lowest in history. This birth rate is forecast to continue to decrease in the following years.

When the birth rate is low, it affects the decline in population size, the age structure of the population in the future, the decline in the working-age population; strongly impacts the migration process, accelerates the aging process of the population, and loses the opportunity to take advantage of the golden population structure...

In addition, Vietnam's population is facing many social security problems due to rapid population aging and will soon become an aging population country.
