Hoping for Bat Trang craft village to have planning approved

Driving force for sustainable development

Located on the left bank of the Red River, Bat Trang ceramic village, Gia Lam district, is more than 10km southeast of the center of Hanoi capital and up to now, Bat Trang craft village has existed on the outskirts of Thang Long for more than 700 years.

In particular, Bat Trang pottery village is also one of the typical representatives of the rich traditional craft village heritage of the capital. At the same time, it is a unique place that attracts tourists with its own unique culture and pottery craft.

In order to plan the development of Bat Trang craft village commensurate with its position and potential, Mr. Chu Minh Quang, an expert from the Urban Management Department of Gia Lam district, said that since 2016, Bat Trang has been interested in by Hanoi City and Gia Lam district to establish a synchronous plan to preserve and promote the values ​​of the craft village heritage combined with tourism.

Specifically, in order to develop traditional craft villages, promote cultural values ​​to boost tourism and trade development of the capital, the City People's Committee has selected Bat Trang ceramic craft village, Gia Lam district and Van Phuc silk weaving village, Ha Dong district to organize a competition for planning options with the participation of domestic and international consulting units.

In November 2016, the Hanoi People's Committee issued Decision No. 6248/QD-UBND approving the results of the competition for planning ideas for two craft villages, in which the Nikken Sekkei Civil Ltd (Japan) Joint Venture and the Construction Technology Transfer and Consulting Office won first prize for the planning idea for Bat Trang Ceramic Village. Next, the City People's Committee assigned the Department of Planning and Architecture to organize research and develop a planning project.

Following the direction of the City People's Committee, Gia Lam district has closely coordinated with the Department of Planning and Architecture to focus on completing the contents and objectives of the set planning tasks. By the end of 2020 and early 2021, the above planning project was basically completed with the organization of a conference to report on the exhibition and display the project to collect public opinions according to regulations...

However, on March 25, 2022, the Hanoi People's Committee issued Decision No. 1045/QD-UBND, approving the Red River Urban Zoning Plan, scale 1/5,000. Therefore, the detailed planning project for the conservation of Bat Trang craft village must be stopped for a while so that the Department of Planning and Architecture; the consulting unit can supplement it in accordance with the Red River Urban Zoning Plan.

“The approval of the Red River Urban Zoning Plan by the City People's Committee may slow down the approval process of the Bat Trang craft village planning project. However, this is the legal basis and an important prerequisite for Gia Lam district, the Department of Planning and Architecture and relevant agencies to study based on regulations that allow for the expansion of planning spaces, not only directly serving the preservation of craft villages but also further, higher, as a driving force for the sustainable development of traditional craft villages closely linked to tourism development,” Mr. Chu Minh Quang shared.

People hope for early approval of planning

Mr. Nguyen Van Ky, village 2, Giang Cao, Bat Trang commune, Gia Lam district said that in order to develop the craft village, as well as the goal of building a new rural area, a number of electricity, road, school and station projects have been invested in and built locally. However, since 2016, when Hanoi City had a policy to establish a detailed planning project to preserve the craft village, all infrastructure items serving the people were forced to stop waiting for the planning to be approved.

In particular, according to Mr. Nguyen Van Ky, Bat Trang is a craft village, so every day there are hundreds of large and small cars transporting about 500 tons of raw materials to the production site, transporting ceramic products to the consumption site... While the traffic density is so high, the roads are not invested in and renovated. This leads to the inevitable consequence that the road system cannot meet the production needs of the people, even over time these roads become worse and worse, more and more degraded...

Not only have the roads not been invested in, other essential infrastructures serving the daily life of the people of Giang Cao village 2 have not been met. Typically, up to now, the village cultural house has not been allowed to be invested in and built. Therefore, when there are meetings, voter meetings, cultural activities in the village, hamlet, and residential area, people have to rent a hall.

“Meanwhile, the surrounding communes of Gia Lam district, from main roads to small alleys, have all been invested in renovation, asphalt paving, and spacious cultural houses built... making the people here even more eager for competent authorities to soon approve the detailed planning of the craft village so that the locality can soon invest in the infrastructure system,” said Mr. Nguyen Van Ky.

Mr. Pham Huy Khoi, Chairman of Bat Trang Commune People's Committee, said: Bat Trang has a special feature with most of its land area located outside the Red River bank. Specifically, in the total area of ​​the commune of 178 hectares, nearly 148 hectares are land outside the bank. Implementing the Decision on the Red River zoning plan approved by the City, Bat Trang is oriented to establish a detailed plan according to the goal of preserving craft villages associated with tourism development.

Bat Trang Commune has also worked many times with departments, branches, and consulting units to coordinate in the review process, as well as to develop a plan to establish a unified project, ensuring the highest efficiency when implementing. However, up to now, this plan has not been approved. This has caused many difficulties for the locality because the commune still lacks a lot of infrastructure such as a cultural and sports center; some cultural houses of the villages; some public works serving the development of craft village conservation, tourism development, arranging auxiliary service points for tourism development...

In addition to the wishes of the people of village 2, Giang Cao, the Bat Trang commune government also proposed that the competent authorities soon approve the detailed planning of Bat Trang craft village so that the locality can soon transform itself and invest in component projects according to the planning project to preserve the craft village associated with tourism. From there, it can complete the goal of becoming one of the typical tourist destinations of the capital in the coming time.

 

In addition to the detailed planning for the conservation of Bat Trang craft village, which is carried out according to a separate project, Gia Lam district also has three communes including Dong Du, Kim Lan and Van Duc in the Red River urban area.

Therefore, in parallel with the detailed planning for Bat Trang commune, Gia Lam District People's Committee is also resolutely directing relevant units to organize planning management contents, as well as speed up the progress of detailed planning for the remaining 3 communes outside the Red River dike.
