Dr. Dang Kim Son , former Director of the Institute of Policy and Strategy for Agricultural and Rural Development (Ministry of Agriculture and Rural Development) emphasized the above when discussing with Kinh te va Do thi about the Law on the Capital (amended) that was just approved by National Assembly delegates.
Making Hanoi agriculture a "locomotive"
What do you think about the National Assembly passing the Law on the Capital (amended), which includes many important contents on the orientation of agricultural and rural development?
- The Law on the Capital (amended) was passed emphasizing the development of ecological agriculture in the Capital following the sustainable agricultural model, focusing on the interaction between environmental, economic and social factors to preserve and promote cultural and historical values in agriculture, rural areas, prevent and combat natural disasters, protect the environment and ecosystems, create quality products, food safety, high economic efficiency. Personally, I see this as a new way of posing the problem, breaking away from the one-sided view of agriculture from the economic aspect and rural areas from a social perspective.
In what aspects is the breakthrough of the Capital Law (amended) on agricultural and rural development reflected, sir?
- With the development orientation as mentioned above, the Law on the Capital (amended) has overcome the constraints of the orientation of focusing on developing large-scale agricultural production of all localities, instead shifting to "sustainable development of concentrated agricultural production areas"; allowing "processing, preservation, display, introduction of products, tourist landscapes, experiential education and linkage with localities", truly promoting the role and advantages of the capital's economy in a comprehensive and synchronous manner.
The policies introduced by the amended Law on the Capital to encourage agricultural production and rural development have demonstrated a breakthrough when affirming that “a higher or unprecedented level of support will be applied”. Personally, I also assess that the beneficiaries of the policies are generally satisfactory.
In general, what is the significance and impact of the amended Law on the Capital City on the development of agriculture and rural areas in Hanoi , sir?
- The contents stipulated in the Law on the Capital (amended) will contribute to reorienting the agricultural production of the Capital towards development as a complete economic sector, including agricultural raw material production, industrial processing and pre-production and post-harvest service stages. In addition, it is also combined with other activities such as tourism, transportation, trade, energy, etc.
In particular, not only Article 32, if we really promote the contents stipulated in Article 23 of the Capital Law (amended) on "Science and Technology Development", creating breakthroughs in biotechnology, digital technology, environmental technology, climate change response... then Hanoi's agricultural economy can completely develop into a "locomotive", with strong influence for the provinces in the Red River Delta region and create competitive advantages in the international market for agricultural science and technology.
Looking forward to new policies
In order for the contents on agricultural and rural development in the Law on the Capital (amended) to come into practice , in your opinion , what solutions and orientations do the relevant ministries and especially the Hanoi People's Committee need ?
- The Law on the Capital (amended) creates a legal framework for standard action. After this Law is promulgated, the space for action of agencies, units and people of Hanoi will be wider. However, what is needed is "enthusiasm and creativity", "courage and desire for change" and we have to rely on new policies, new organizational measures, new mechanisms that the Law only creates conditions for implementation.
In the revised Law on the Capital, I also see three areas for future innovations that are full of opportunities and challenges that ministries, branches and the Hanoi government need to coordinate with the people to effectively promote. These are aspects of cultural, sports and tourism development (Article 21); science and technology development, innovation, digital transformation (Article 23), and especially Article 25 “Controlled testing”.
You highlighted Article 25 on “Controlled Testing”. How important is this to the overall development goal, sir?
- Article 25 allows for the conduct of “experiments of new technologies, products, services or innovative business models that are not yet regulated by law, are not yet permitted to be implemented, or are no longer suitable under current legal regulations”.
This regulation allows to protect the selected subjects from risks such as when carrying out the previous renovation, or in the current process of rectifying discipline. This requires leaders and officials, management agencies of Hanoi to have enough impartiality and capacity to choose the right person for the right job, creating successful breakthroughs like Ho Chi Minh City in the renovation period of the 1980s.
As someone who is closely involved with and has a good understanding of Hanoi's agriculture and rural areas, what recommendations do you have for the city government to realize the development goals outlined by the National Assembly in the Law on the Capital (amended)?
- In the increasingly strong urbanization trend, agricultural and rural development of Hanoi needs to create a distinct position, playing the role of a driving force for surrounding provinces and cities, especially in terms of science and technology, which is the strength of the capital. Identify the most important resource of agriculture and rural areas as skilled and intelligent people, not simple labor.
On the basis of the Law on the Capital (amended), Hanoi needs to research and propose very clear and strong policies. In agriculture, it is necessary to develop science and technology to create a system of products with particularly high value to serve the needs of both the country and the world, while ensuring a green, clean, beautiful and safe ecological environment. In rural development, it is necessary to ensure narrowing the gap between rural and urban incomes, creating a harmonious rural development environment, focusing on urbanization. In particular, it is necessary to pay more attention to human development in rural areas.
Finally, I personally think that in the process of “running and queuing at the same time”, there are still things that people expect more, but in general, the Law on the Capital (amended) passed by the National Assembly is a successful step forward for the cadres and people of Hanoi to have a more solid legal framework on the path of development. Hopefully, the implementation of the Law will open a new chapter for Hanoi’s agriculture and rural areas.
