Building a "new Da Nang" must better promote the inherent potentials and advantages of both Quang Nam and Da Nang.
On the afternoon of March 29, General Secretary To Lam chaired a working session with the Standing Committee of the Da Nang City Party Committee and the Standing Committee of the Quang Nam Provincial Party Committee.

Reporting to the General Secretary, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that the city has completed the arrangement and streamlining of the political system. In recent times, the city has issued many policies to support enterprises in technological innovation, innovative startups, digital transformation and information technology development. Currently, high-tech parks and concentrated information technology parks have been invested in, completed and researched for expansion.
Da Nang has planned a clean land fund of more than 16 hectares and the possibility of expanding another 62 hectares to become a financial center. The city is also urgently implementing tasks to attract investment in infrastructure of the Financial Center area, training human resources...
Mr. Quang also made many important recommendations at the meeting. Among them, he proposed that the Politburo allow Da Nang City after the merger, forming a new administrative unit, to continue to inherit all the city's development orientations according to the specific mechanisms and policies as well as the approved plans of the two localities. According to Mr. Quang, inheriting these policies helps the city continue to work and adjust to the new orientation and scale.

Regarding the urban space after the merger of the two localities, Mr. Luong Nguyen Minh Triet, Secretary of the Quang Nam Provincial Party Committee, proposed that the Central Government unify the policy for investment in a new smart, modern urban area with an area of about 15,000 hectares, located in the eastern area of Duy Xuyen district and Thang Binh district - the key urban area of the region. In addition, Quang Nam province also proposed unifying the policy for investment in the urban railway line from Da Nang city to Hoi An, Thang Binh, Tam Ky, Chu Lai to create conditions for connecting and developing the southern region of Quang Nam province.
In addition, Mr. Triet also proposed allowing the construction of a project to develop Chu Lai Open Economic Zone in the direction of pioneering in testing breakthrough and superior mechanisms to ensure attracting large domestic and foreign investors.
The Secretary of the Quang Nam Provincial Party Committee added that the province currently has 6 mountainous districts and 71 poor communes; people's lives are still difficult, and natural disasters and floods are complex. Therefore, to reduce the gap between the plains and the mountains after the merger, Quang Nam proposed that the Central Government approve the project to apply specific mechanisms to develop the mountainous areas in the west of Quang Nam at present.
Ensuring balanced development
Besides praising the achievements, General Secretary To Lam pointed out the shortcomings and limitations in the development process of the two localities. In particular, the role of Da Nang in connecting the region, especially with Quang Nam and the central localities, has not been fully promoted.
The General Secretary hoped that the leaders of the two localities would resolutely and immediately implement solutions to overcome the bottlenecks in the development process. A "new Da Nang" must better promote the inherent potential and advantages of both Quang Nam and Da Nang. In addition, it is necessary to continue to preserve and promote the identity of the people of Quang Nam - brave, resilient, creative and humane.
"Build Da Nang into a growth pole of Vietnam and a highly competitive city in the Asia-Pacific region. A new Da Nang - needs to position itself not only as the economic and social center of the Central region but also demonstrate a pioneering role in leading other localities in the process of modern development" - the General Secretary emphasized.
In the new development space, the General Secretary suggested that it is necessary to clearly define the role and strategic advantages, such as industrial and logistics development poles (Chu Lai); cultural and ecological tourism centers (Hoi An - My Son); high-tech agricultural areas, etc.
The General Secretary noted that the master plan must ensure balanced development, avoiding excessive concentration on Da Nang while forgetting the valuable potential of Quang Nam.
General Secretary To Lam also suggested that the two localities implement the model of "digital government - smart city - modern administration"; improve the quality of human capital, attract talents; build a team of high-quality officials and Party organizations associated with a new governance model; continue to improve people's lives, especially in remote areas, remote areas, and ethnic minority areas; especially strengthen national defense - security capacity and protect territorial sovereignty in all situations.
On March 29, General Secretary To Lam surveyed, visited and encouraged workers at the construction site of Lien Chieu port project and the coastal road connecting the port; and visited Da Nang Software Park No.
All reforms are for the benefit of the people.
General Secretary To Lam said that the policy of merging provinces and cities nationwide without organizing at the district level is a major, strategic orientation of the Central Government that is being implemented urgently, resolutely, and decisively on the basis of broad consultation, with consensus as the foundation.
This policy is a revolution, an institutional breakthrough in preparation for the "hundred-year vision" of national development. All institutional reforms must be for the practical and long-term interests of the people and for the country to develop sustainably in the future.
This administrative reform and administrative boundary merger will reposition the natural and economic development space; connect history, culture and geography; thereby expanding the development vision, forming an administrative-economic entity with a large enough scale, strong enough governance capacity and high enough competitiveness to deeply integrate into the global value chain.
