The above announcement was released by the Government Office less than 24 hours after the Prime Minister directly inspected the implementation status and chaired a meeting on the progress of the Long Thanh International Airport Construction Investment Project, connecting infrastructure and planning, urban development of Long Thanh airport and surrounding areas to bring the "hot" instructions of the head of the Government to the construction site as quickly as possible.

It should be added that the Long Thanh International Airport Construction Investment Project is a national key project, which has been closely directed by the Party, State and Government leaders. Previously, the Prime Minister had directly visited the construction site 4 times to inspect and supervise, and had issued many directive documents.

Despite the slow start compared to the required schedule, the Project has so far made a lot of progress in terms of construction progress and quality, as well as labor safety. These include the air traffic control tower of Component Project 2; the passenger terminal and runway of Component Project 3. However, in order for the Project to be put into operation on December 31, 2025, the Ministry of Transport (the unit assigned to manage the overall progress of the entire project) and the Civil Aviation Authority of Vietnam (the investor of Component Project 4), and ground service works need to have appropriate and effective solutions to overcome and speed up the progress.

In fact, if the works of Component Project 4 such as the Aircraft Cleaning and Maintenance Area, Ground Service Vehicle Maintenance Area; Aviation Catering Area; Aircraft Maintenance and Repair Area, etc. are not completed synchronously, then even if the investors complete all other component projects, they will not be able to help put Long Thanh International Airport into operation as desired.

In fact, Component Project 4 was soon identified as the “critical path” of the entire Project’s progress, but to date the selection of investors for the above-mentioned ground works has not been completed. In addition to objective reasons such as this being the first time a bidding process was organized to select investors for these services, the delay in implementing Component Project 4 is also due to the fact that some officials of the bidding organization to select investors (the Civil Aviation Authority of Vietnam) have little experience, are afraid of making mistakes, and are afraid of responsibility when handling work.

In the context of the Component 4 Project having no way back, the Civil Aviation Authority of Vietnam must urgently determine the project's critical progress path (the final completion date) to ensure synchronization with the completion schedule of other works of the Long Thanh International Airport Investment Project. This will be the basis for negotiating and signing a contract with the investor under the prerequisite of completing the project earlier than the proposed progress date, without prolonged delay.

The main objective is to complete the selection of investors before December 31, 2024 so that investors can immediately start implementing construction work on the field. The implementation process must adhere to the spirit of 5 clear: clear work; clear agency, unit and person performing the work; clear product; clear completion deadline; proactively and actively perform assigned tasks, handle difficulties and problems in accordance with regulations and authority, promptly report to superiors when problems arise that exceed authority.

In addition to Component Project 4, investors and contractors of the remaining items in the Long Thanh Airport Construction Investment Project need to learn from practical experience, urgently reorganize construction at the construction site, and carry out construction smoothly.

In the context that the goal of synchronously completing the mega-project by December 31, 2025 is an irreversible order, relevant units need to uphold the spirit of patriotism and responsibility to make more efforts and be more determined. More than ever, the spirit of "overcoming the sun, overcoming the rain, not losing to the storm", "eating quickly, sleeping urgently", "working in 3 shifts, 4 shifts", going through holidays, going through Saturdays and Sundays, "only working, no backtracking" needs to be highly promoted to create a lightning-fast sprint, bringing the project to the finish line on schedule.
