The grassroots security and order protection team is strengthened from the civil defense force, the part-time commune police are still being used and the captain and deputy captain of the civil defense team are arranged in the villages and residential groups as one of the mass forces, arranged in the villages, residential groups, equivalent residential units as the core to support the commune-level police to help the People's Committees at the same level in protecting security and order and building the movement of All people protecting national security. It is expected that each team will have from three to five members.
Accordingly, after being reorganized, it is expected that there will be 83,944 security and order protection teams nationwide, with 291,409 members. According to the law, this force has six tasks: Supporting the understanding of the security and order situation; supporting the building of the movement for the whole people to protect national security; supporting fire prevention, fighting, rescue and salvage; supporting administrative management of social order; supporting the mobilization and education of people who have violated the law and are residing at the facility; supporting patrols, ensuring security and order, traffic safety, and performing security and order protection tasks when mobilized.
On the morning of July 1, the Ministry of Public Security selected 12 localities as the launching ceremony locations, including: Lao Cai, Son La, Hai Duong, Nghe An, Quang Nam, Dak Lak, Khanh Hoa, Binh Duong, Ho Chi Minh City, Ba Ria-Vung Tau, Can Tho, Ca Mau; and at the same time, similar events were held in the remaining localities across the country. Each province and centrally-run city selected a district-level location to hold the launching ceremony location.
Attending the launching ceremony of the force participating in protecting security and order at the grassroots level in Nghe An province, Senior Lieutenant General Luong Tam Quang, member of the Party Central Committee and Minister of Public Security, said that in recent times, the force protecting security and order at the grassroots level has done a good job in preventing and stopping crimes, social evils and building the movement of the People protecting national security at the grassroots level. The National Assembly's promulgation of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level is of great significance, marking a milestone in terms of law, to continue to build, consolidate and maintain the forces participating in protecting security and order at the grassroots level, meeting the requirements of tasks in the new situation.
Dak Lak is one of 12 localities that held the launching ceremony of the grassroots security force. Accordingly, the whole province has 2,199 teams participating in protecting security and order at the grassroots level. Speaking at the launching ceremony, Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, said that in the work of ensuring security and order, quickly grasping information, promptly deploying and processing information, and giving accurate command will minimize consequences and harm. Therefore, the timely deployment of communication channels between the grassroots security force and the regular commune police force is extremely important.
He affirmed: The arrangement of security and order protection forces at the grassroots level to support the regular commune police, local Party committees and authorities will bring about many benefits, because this is the force closest to the people, detecting incidents at the earliest; at the same time, it is also the force that prevents and deploys security measures at the grassroots level.
Deputy Minister Le Quoc Hung suggested that Party committees and authorities at all levels need to unify their awareness, identify the position and importance of the Law on Forces Participating in Security and Order Protection at the Grassroots Level, and continue to show direct and comprehensive leadership and direction to the tasks, organization and activities of this force. Consider this force as a companion, an eye and an extended arm of the People's Public Security Force and play an important role in ensuring security and order right at the grassroots level.
The force participating in protecting security and order at the grassroots level in Dien Bien Phu city was introduced, with a total of 519 people; of which, 369 people were recruited from three forces: part-time commune police, civil defense, civil defense team leaders and deputy team leaders, and 150 people were newly recruited according to the standards of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.
At the ceremony, Permanent Vice Chairman of the Provincial People's Committee Pham Duc Toan requested that leaders of departments, branches, organizations, and local leaders clearly identify the position and importance of the force participating in protecting security and order at the grassroots level; pay attention to supporting, helping, encouraging and motivating this force to perform its tasks well.
Honored and proud to be in the ranks, being an extension of the communal police force, Ms. Pham Thi Tuyet, in Group 8, Muong Thanh Ward, Dien Bien Phu City shared: “I have joined the civil defense force, the civil defense team since 1993 until now. Throughout the past time, although the work was very hard, I was trusted by the people and the government, so I always took responsibility to try my best. From 2019 to 2022, although there was no longer a support system for the semi-professional force, I still enthusiastically participated. From July 1, we have been supported monthly, paid social insurance, health insurance, as well as equipped with uniforms, support tools, and a location and workplace, which has raised enthusiasm and pride in me. I believe that, together with the regular forces, our team will make a significant contribution to maintaining political security and order in residential areas”.
Along with the general spirit of the whole country, at Duy Xuyen District Stadium, Nam Phuoc Town, Duy Xuyen District, Quang Nam Province, the launching ceremony of the force participating in protecting security and order at the grassroots level took place. As a member of the Duy Phu Commune Security and Order force, Mr. Nguyen Van Lan, 45 years old, said: “Before the Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the National Assembly and took effect, I was a part-time police officer since 2011. Today, standing in the ranks of the Commune Security and Order force, I vow to always strive, continue to train, be ready to overcome all difficulties to complete all assigned tasks, contributing to protecting the peace of the locality, the people, including my family”.
Sharing the joy on the launching day, as one of 575 members of 131 Security and Order Protection Teams at the grassroots level in Hanoi, Ms. Nguyen Thi Thanh Thuy, 58 years old, living on Hang Dau Street, Ly Thai To Ward, could not hide her pride because she is one of the few women in the force. Ms. Thuy shared: “I joined the civil defense force in 2017. Now, although I am not at the peak of my health, my health still meets the requirements. Besides, I have enthusiasm and experience in my work. In the coming time, the work will certainly be more difficult because I am assigned more responsibilities, but I will arrange my family work properly, encourage my husband and children to support me, and create conditions for me to confidently complete my tasks.”
According to Vice Chairwoman of Hanoi People's Committee Vu Thi Ha, it is expected that Hanoi will establish more than 5,400 security and order protection teams with more than 21,200 members in villages and residential groups.
In the coming time, in the context of the complicated and unpredictable developments in the world, region and country, hostile forces have not given up their intention to sabotage, incite and entice, causing loss of security and order in the area; although crimes and social evils have been controlled, their methods and tricks of operation are increasingly sophisticated, many new types of crimes and organized crimes have appeared, therefore the task of ensuring national security and maintaining social order and safety is posing more difficulties and challenges for us, requiring the consensus and joint efforts of the entire political system and society.
In particular, the work of ensuring security and order at the grassroots level has a fundamental and extremely important meaning, contributing to promptly handling incidents early, from afar and right at the grassroots level, not allowing the formation of "hot spots and complications" of security and order. Therefore, continuing to promote the role of forces participating in protecting security and order at the grassroots level in the current period is a necessary requirement to meet the requirements and tasks of ensuring security and order at the grassroots level in the new situation.
