Speaking at the ceremony to celebrate the 70th anniversary of the establishment of the Education and Training sector in the capital (1954-2024), the 42nd anniversary of Vietnam Teachers' Day (November 20, 1982 - November 20, 2024) and receive the First Class Labor Medal, Director of the Hanoi Department of Education and Training Tran The Cuong emphasized that in the early days of its establishment, the entire sector had 3 kindergartens, 96 primary schools, and 4 high schools, meeting only 20% of the number of children going to school.
Up to now, Hanoi's education sector has the largest scale in the country with 2,913 kindergartens and primary schools at all levels, nearly 2.3 million students, nearly 130,000 teachers, of which 342 teachers have been awarded the title "People's Teacher" and "Excellent Teacher".
The rate of public schools meeting national standards accounts for nearly 80% of the city's public schools... The network of schools and classes is increasingly expanding, investment in facilities is increasing, gradually being standardized and modernized, meeting the learning needs of the capital's children and the requirements of human resource training in the new era.
Students in the capital city always achieve high results, ranking first in the country in national and international competitions for excellent students. In 2008, the first year after the merger, Hanoi students participating in national competitions for excellent students only won 88 prizes, but by 2024, the city's students won 184 prizes (an increase of nearly 2.1 times). From 2008 to 2024, Hanoi students won nearly 2,200 prizes at national competitions for excellent students and 200 medals at international competitions.
In particular, Hanoi is one of the first four provinces and cities recognized by the Ministry of Education and Training as having achieved the standard of universalizing lower secondary education at level 3. The overall high school graduation rate in the city is 99.81%, ranking among the top 10 provinces and cities with the highest results...

Over the past 70 years, the education sector in Hanoi has grown steadily, and the overall quality of education has been improved. In particular, management, inspection, and evaluation have been constantly innovated, and discipline has been maintained. Activities and emulation movements in schools have taken place enthusiastically, practically, and effectively.
Over the years, Hanoi has always identified fundamental and comprehensive innovation in education and training, improving the quality of human resources, and building elegant and civilized Hanoians as particularly important tasks, which have decisive significance for the sustainable development of the capital in the future.
In addition, Hanoi has high-quality human resources, is the center of talent convergence of the whole country; where a large number of experts and leading scientists of the country gather, with the system of centers, research institutes, and the largest universities in the country. Hanoi is home to many universities, hospitals, research institutes, cultural and artistic establishments and high-quality human resources.
In today's era, the demand for the development of the Capital is higher. The Capital must become a globally connected city, a "Cultured-Civilized-Modern" city. To do so, it requires many innovations and creativity in thinking, doing, and organizing, in order to both promote traditional elements and integrate with the highly developed modern world.
Moreover, Hanoi must strive to compete with the capitals of other countries in the world. Hanoi must be a symbol of a civilized and modern city, truly promoting its unique strengths and leading role in national development.

Capital Law 2024 promotes educational development
In June 2024, the Law on the Capital (amended) was officially passed by the National Assembly and will take effect from January 1, 2025, creating a solid mechanism for the city to focus resources and develop comprehensively, including education and training development. In particular, Article 22 has proposed policies for the development of education and training in the Capital. That is: "Developing education and training so that the Capital becomes a large, typical center of the country in high-quality education and training, adapting to the process of national digital transformation, innovation and international integration".
The Law has many specific and outstanding policies on developing education and training, culture, science, technology and innovation; attracting and employing talented people and developing high-quality human resources.
At the same time, the Capital Law 2024 emphasizes the requirement to invest in and build a system of public schools, high-quality educational facilities, and educational facilities with many levels of education, ensuring space, pedagogical landscape inside and outside the school, and a team of teachers to best serve the learning needs of students.
The new points on education and training in Article 22 of the 2024 Capital Law clearly demonstrate the profound meaning, affirming the inheritance and consistency in the viewpoints of the Party, the State in general and Hanoi in particular. That is, always promoting the role and position of education and training, considering this as the top national policy to promote, build and develop the capital's socio-economy quickly and sustainably.
Expressing his opinion, Dr. Nguyen Tung Lam, Vice President of the Vietnam Association of Educational Psychology, said that the 2024 Capital Law with many specific regulations allows Hanoi to do many things. The education sector needs to be ahead of the whole country, maintaining its "leading" position.
The Hanoi education sector needs to focus on building schools with four elements: autonomy, democracy, humanity, and creativity, in which autonomy is very important. Each school needs autonomy to choose educational methods, build educational programs suitable for students and educational conditions, helping students maximize their abilities and qualities.
It can be said that the birth of the new Capital Law will have many specific mechanisms for Hanoi to improve the quality of comprehensive education; gradually building the Capital into a truly large, representative center of the country in high-quality education and training.
At the same time, the Capital Law also empowers Hanoi to be more proactive in financial mechanisms, supporting tuition fees for learners in the city regardless of public, private and non-public schools as well as many other fields to ensure "Developing education and training so that the capital becomes a large, typical center of the country in high-quality education and training, adapting to the process of national digital transformation, innovation and international integration".
According to experts, the policies of the Capital Law (amended) will have a strong impact on the development of universities and colleges in the city, creating a basis for schools to diversify their education types. At the same time, it will expand cooperation with many countries; attracting high-quality human resources for the capital.
Minister of Education and Training Nguyen Kim Son stated that over the past 70 years of development, the Hanoi Education and Training sector has continuously strived to successfully complete assigned tasks, fulfilling its mission with the determination to comprehensively improve the quality of education, develop people, and train high-quality human resources for the capital and the country. The Capital Education and Training Sector has always been one of the pioneering units, leading in all tasks of the entire sector.
Minister of Education and Training Nguyen Kim Son emphasized: “The capital's education always faces high demands, high requirements, high standards, in exemplary, pioneering, top quality and is an example, a model for education in the whole country. Therefore, what the capital's education has achieved and been recognized in the past time needs to be calculated exponentially and with added value in recognition and evaluation. To achieve such great results, besides the efforts of all cadres, teachers and students, a very important part is thanks to the close and comprehensive attention and direction of the City's leaders, the City Party Committee, the People's Council, the People's Committee and the entire political system of the City".
