Dien Bien TV - On the afternoon of April 10, the Provincial People's Committee held a meeting of the Steering Committee for State administrative reform, digital transformation and the project to develop applications of population data, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025 with a vision to 2030 in Dien Bien province. The meeting approved 4 key contents, including: Analysis of the results of the People's Satisfaction Index for the Service of State Administrative Agencies (Sipas) and the results of the Administrative Reform Index (Par Index) of Dien Bien province in 2024.
Report and discuss the progress of implementing tasks according to the 2025 digital transformation plan of Dien Bien province, Resolution No. 57 dated December 22, 2024 of the Politburo and Resolution No. 03 dated January 9, 2025 of the Government on the implementation of targets and tasks in the digital transformation plan, including: Developing digital infrastructure, shared digital platforms, digitizing specialized data, training digital skills; progress of implementing solutions to improve the efficiency of information system operations, connecting data between levels and sectors; assessing the application of digital technology in the operations of administrative agencies and public services serving people and businesses.

Report on the implementation results of Project 06 for the period 2022-2025, focusing on evaluating the effectiveness of applying population data, electronic identification and authentication in essential public services such as: ID, residence, medical examination and treatment, education, cashless payment, administrative procedure connection, implementation results and integration of information systems and databases with the National Population Database; difficulties and shortcomings in the implementation process at the district and commune levels, especially in terms of equipment, infrastructure, human resources and awareness. Deploy key tasks in the second quarter of 2025 and solutions to promote administrative reform, digital transformation and Project 06 in 2025.
Accordingly, the level of people's satisfaction with the service of State administrative agencies in 2024 of the province reached nearly 83%, ranking 40/63 provinces and cities; increased by over 2.8% and 9 ranks compared to 2023. The administrative reform index score of the province in 2024 reached over 88.2%; increased by 0.21 points compared to 2023 - ranked in the top five provinces with the highest scores. The Chairman of the Provincial People's Committee assigned the Department of Home Affairs to proactively and promptly advise the Provincial People's Committee on directive and operational documents as well as solutions to improve the effectiveness of administrative reform, develop science and technology, innovation, digital transformation and Project 06.
Regarding the development of science and technology, innovation and digital transformation, departments, branches and localities, based on their functions and tasks, urgently develop plans, roadmaps, assign specific tasks, and effectively implement contents, focusing on synchronously organizing the implementation of three pillars: Developing digital government, digital economy and digital society. Assign the Department of Science and Technology to preside over and coordinate with relevant agencies and units to urgently review and advise on investment in digital infrastructure for 86 villages without mobile broadband internet (3G, 4G) and 261 villages without fixed broadband internet (optical cable); prioritizing remote areas, remote areas, and ethnic minority areas.
Regarding the implementation of Project 06, the Chairman of the Provincial People's Committee assigned the Provincial Police to advise, direct and effectively implement 68 identified tasks in the coming time; at the same time, review and overcome "bottlenecks" in the implementation process.
