
The Co Co River Dredging Project (HA/W3) under the Hoi An City Environmental and Urban Infrastructure Development Project to Respond to Climate Change, implemented from 2015 to 2023, was not completed on schedule as committed and was forced to end on December 31, 2023, despite having been previously extended.
Surveying the actual project, the dredging of the Co Co River channel through Hoi An has been basically completed, but the section through Dien Ban is still interrupted and has had almost no movement for the past year.
Mr. Phan Minh Dung - Secretary of Dien Ban Town Party Committee said: "It is very regrettable that the Co Co River Dredging Project has to stop, mainly because of the compensation and site clearance work. Dien Ban hopes that the province will give a policy to soon continue to promote this project."
Recently, the Provincial People's Committee has agreed in principle to assign the receiving units to organize the management, operation, exploitation and use of works and construction items under the Project on Developing the Environment and Urban Infrastructure to Respond to Climate Change in Hoi An City. However, the process of dredging the Co Co River in the coming time is still open.
Mr. Nguyen Xuan Ha - Vice Chairman of Dien Ban Town People's Committee informed that Dien Ban is currently reviewing the completed and outstanding volume of the project, corresponding to the resources needed to complete it.
Accordingly, Dien Ban will work with the Provincial Traffic Construction Investment Project Management Board (investor) and then propose that the province consider continuing to allocate capital for the investor to continue implementation; in case the province hands over to Dien Ban as the investor, it will need financial support for the locality to implement.
According to the provincial People's Committee leader, the dredging project of Co Co River has stopped and directed the final settlement, the remaining part must definitely continue to be completed with a new project to avoid waste, especially with the bridges that have been and are being built across the river such as Nguyen Duy Hieu Bridge, Thon Ba Bridge, Nghia Tu Bridge...
If there is a source, the province will add it to the medium-term public investment portfolio for immediate implementation, and will not have to wait until the medium-term public investment plan for the period 2026 - 2030 to implement it. If so, Dien Ban must propose this portfolio before July 2024 and prioritize early implementation from 2026.
Regarding this project, according to Mr. Ngo Ngoc Hung - Deputy Director of the Department of Construction, the dredging project of Co Co River through Dien Ban area is mainly located in the new urban area of Dien Nam - Dien Ngoc.
The site clearance and dredging of the Co Co River being blocked is one story, but how it will be exploited and operated after dredging is currently completely open and needs to be promoted soon.
“After dredging is completed, in addition to exploiting the waterway, the story of exploiting both sides of the river is also very important but is currently still open.
The reason is that almost all projects around this river are stalled and Dien Ban does not have a specific investment plan for riverside roads, riverside facilities, or a plan to exploit the Co Co River..." - Mr. Hung said.
