The proposed names and political-administrative centers of 34 provincial-level administrative units after the merger have just been announced together with Resolution 60 of the 11th Conference of the 13th Central Executive Committee.

According to Resolution 60 issued by the Central Committee on April 12, 11 provinces and cities will not be merged, including: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang.
The proposed plan to merge provincial administrative units is as follows:
Merge Tuyen Quang and Ha Giang, named Tuyen Quang province, political - administrative center located in present Tuyen Quang province.
Merge Lao Cai and Yen Bai, named Lao Cai province, political - administrative center located in present Yen Bai province.
Merge Bac Kan and Thai Nguyen, named Thai Nguyen province, political - administrative center located in present Thai Nguyen province.
Merge Vinh Phuc, Phu Tho and Hoa Binh, named Phu Tho province, political - administrative center located in current Phu Tho province.
Merge Bac Ninh and Bac Giang, named Bac Ninh province, political - administrative center located in present Bac Giang province.
Merge Hung Yen and Thai Binh, named Hung Yen province, political - administrative center located in current Hung Yen province.
Merge Hai Duong and Hai Phong, named Hai Phong city, political - administrative center located in present Hai Phong city.
Merge Ha Nam, Ninh Binh and Nam Dinh, named Ninh Binh province, political - administrative center located in present Ninh Binh province.

After the Central Government announces the proposed plan, the Government and localities will develop a detailed plan for merging provinces and cities, determining the names and new administrative centers, to submit to the National Assembly for consideration and approval at the May-June session.
