Long An: Continue to research and reorganize the apparatus of the provincial political system

On March 14, 2025, Long An Provincial Party Secretary - Nguyen Van Quyet signed and issued Conclusion No. 1406-KL/TU of the Provincial Party Standing Committee on continuing to study and reorganize the apparatus of the provincial political system. In particular, it requires Party committees at all levels, Party organizations, leaders of agencies, units, and localities to continue to lead, direct, deploy, disseminate, propagate, and strictly implement the resolutions and conclusions of the Central and the province related to the reorganization of the apparatus of the political system.

Strengthen political and ideological work, grasp the situation, mood, thoughts of cadres, party members, and public opinion among the people. The process of reorganizing the apparatus must ensure regular, continuous, uninterrupted operations, without affecting the activities of the Party, State, people and businesses.

The Standing Committee of the Provincial Party Committee proposed that the Provincial People's Council Party Committee lead the Provincial People's Council to supervise the implementation of the set targets and tasks for 2025; issue resolutions related to the allocation of investment resources and the arrangement of organizational apparatus in localities and units.

The Provincial Party Committee leads the Provincial People's Committee to direct departments, branches, and district-level People's Committees to focus on achieving and exceeding socio-economic targets for 2025; review the allocation of investment resources,... to ensure growth according to Conclusion No. 123-KL/TW, dated January 24, 2025 of the Party Central Committee, targets assigned by the Government and targets set by the province; at the same time, direct the Department of Home Affairs to coordinate with the Provincial Party Committee's Organization Board to advise the Provincial Steering Committee to develop a Project to rearrange and reorganize administrative units at the district and commune levels.

The Provincial Party Standing Committee also agreed to temporarily suspend the recruitment of civil servants and public employees (except for officials in the education and health sectors); plan, mobilize, rotate, appoint, and introduce candidates for leadership and management positions at all levels; and complete and supplement Party committees, Party committee standing committees, secretaries, and deputy secretaries at district and commune levels.

In special cases, when it is really necessary to consolidate and supplement some necessary positions, the Standing Committee of the District Party Committee, Town Party Committee, City Party Committee, leaders of local agencies and units shall report and ask for opinions from the Standing Committee of the Provincial Party Committee (through the Provincial Party Committee's Organization Board) on each specific case.

For leadership and command positions in the army, police, people's court, and people's procuracy at the local level, the instructions of the Central Government shall be implemented.

The Provincial Party Committee's Propaganda and Mass Mobilization Department promptly advised on propaganda and dissemination content; performed well the political and ideological work to create high consensus and unity in society, along with proactively fighting and refuting the distorted arguments, plots, sabotage tricks, and internal disturbances of hostile forces, opportunists, and political elements, dissatisfied with the arrangement and streamlining of the political system's apparatus.

The Provincial Party Committee's Inspection Commission strengthens inspection and supervision work, especially regular and in-depth supervision at the grassroots level, grasps the locality, promptly detects and corrects shortcomings and limitations of party organizations and party members in performing political tasks and streamlining the organizational apparatus.

The Provincial Party Committee's Internal Affairs Committee strengthens coordination, consultation, concretization and strict implementation of regulations on receiving and handling feedback, recommendations, complaints and denunciations against cadres and party members. Coordinates with the Provincial Party Committee's Inspection Committee to strengthen inspection and supervision of the implementation of Regulation No. 114-QD/TW, dated July 11, 2023 of the Politburo on controlling power and preventing corruption and negativity in personnel work to Party committees at all levels, Party organizations, cadres and party members in the process of reorganizing the political system apparatus.

The Party Committees of the provincial Party agencies lead the grassroots Party Committees (grassroots Party cells) of the Fatherland Front, socio-political organizations of the province, mass organizations assigned by the Party and the State, the grassroots Party Committee of the Provincial People's Court, the grassroots Party Committee of the Provincial People's Procuracy to proactively coordinate with the Provincial Party Organization Committee, the Provincial People's Committee Party Committee to develop a Draft Project to streamline the Fatherland Front agencies, socio-political organizations, mass organizations assigned by the Party and the State, the People's Court, and the People's Procuracy according to the Central's policy.

In the process of implementing the organizational arrangement, the Provincial Party Standing Committee assigned the Party Committees of the provincial Party agencies, the Provincial People's Committee Party Committee, the district Party Committees, town Party Committees, city Party Committees and Party Committees directly under the Provincial Party Committee to closely lead and direct the handover of public assets, close the books of financial and accounting work, hand over documents and files (especially confidential documents) in accordance with the provisions of law.

The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee's Organization Board to advise on the establishment of a Provincial Steering Committee to develop a Project to rearrange and reorganize administrative units at district and commune levels; at the same time, proactively advise and propose the Standing Committee of the Provincial Party Committee to continue directing contents related to personnel work after receiving the Central's policy; preside over and coordinate with the Provincial Party Committee Office and relevant agencies to monitor and urge the implementation of this Conclusion; promptly report and propose to the Standing Committee of the Provincial Party Committee to consider and give opinions on difficulties, obstacles and arising issues./.
