Regarding the implementation status of the Huu Nghi - Chi Lang expressway project, a representative of the project enterprise said that as of August 14, the technical design work had reached 77%, expected to be completed before September 30, 2024.

Within the handed over site, contractors mobilized 102 personnel, 86 vehicles of machinery and equipment, and deployed 8 construction teams.

Regarding site clearance, DNDA has received handover of 7.1/60km with an area of ​​nearly 48 hectares, equivalent to nearly 12% of the total area.

The biggest challenge at the moment is the continuous rainy weather combined with the problem of the unfinished handover site, greatly affecting the construction work.

To enhance the application of technology in construction management, Deo Ca Group has requested the project management company and the consulting unit to coordinate in deploying the application of building information modeling (BIM) on a large scale in the project in design, construction, project management, and reporting to the Ministry of Transport and competent State agencies to organize acceptance of BIM application.

Training for staff, engineers and workers at the project on the application of advanced technology in construction, labor safety, coordination with consulting units to develop training plans and grant BIM certificates to project contractors is also carried out at the Huu Nghi - Chi Lang project.

We are continuing to coordinate with the locality to propagate and mobilize people, organize emulation movements to promote site clearance progress, focus on prioritizing bridge construction locations and some important sections, ensure construction rhythm, and increase output," the leader of DNDA informed.

Sharing more solutions to speed up the project, the representative of DNDA said that in the context of the lack of landfill sites, the unit has proposed a plan to utilize the remaining excavated soil and rock to ensure quality to build a roadbed with a width of 6 lanes (completion phase) in phase 1 (bid package EC01, EC04). If this plan is approved, it is expected that about 2.2 million m3 of soil and rock will not have to be dumped.

For some segments of EC02 and EC03 packages, during the technical design process, the units will base on the actual situation of each segment to design the foundation according to the complete scale for some deep excavation sections to take advantage of filling materials to balance the excavation and filling for each package.

To meet the project implementation progress, Deo Ca Group also requested that construction contractors (who are also project investors) need to be proactive in implementation, coordinate with DNDA, design consultants to make a list of segments that determine progress to focus on design, site clearance; Make an overall construction progress registered with DNDA, report to the province as a basis for monitoring and controlling progress.

Launching emulation, building incentive mechanisms for good contractors

Also according to the representative of Deo Ca Group, promoting the responsibility of the leading investor of the consortium, we have also asked experts to advise the project on technology and security.

The design consultant is required to complete the technical design according to the set milestones, with an incentive mechanism if completed well.

"The Group is also proposing that DNDA study and organize a "finish line" emulation movement to encourage contractors and promote construction activities of the entire project, first for construction milestones up to the end of December 2024," emphasized a representative of Deo Ca Group.

The Huu Nghi - Chi Lang border gate expressway project has a total length of 60km, including the Huu Nghi - Chi Lang section of 43km and the Tan Thanh - Coc Nam border gate connection section of 17km.

The total investment of the project is more than 11,000 billion VND, invested under the public-private partnership (PPP) method, BOT contract type.

According to the plan, the project will be put into operation in December 2025 and completed in 2026. Once completed, the project will serve the circulation of goods across the Vietnam-China border, creating momentum for the development of the Northeastern provinces, contributing to synchronizing the expressway network, enhancing international trade, and promoting the country's socio-economic development.
