Great expectations of transport enterprises from public investment capital

The public investment capital planned by the Government in 2025 will continue to increase compared to the previous year for infrastructure investment, which is considered a great opportunity for domestic transport enterprises.


By the end of 2024, Vietnam's economy will grow by 7.09%. According to experts, this is an important increase that will lay the foundation for 2025 with a GDP growth target of 8% or more and double-digit growth in the following years.

As a member of Deo Ca Group, HHV is actively participating in the construction of many key traffic projects, catching the "wave" of public investment.

In order to achieve the expected target, the Government has proposed many solutions to promote growth. In particular, increasing investment in economic infrastructure, especially transport infrastructure, is considered a breakthrough.

Among the 12 main tasks and solutions, the Government requires strong solutions to accelerate the disbursement of public investment capital from the beginning of 2025, especially important national projects, key works and national target programs, taking public investment to lead private investment, and strengthening public-private cooperation.

According to the plan, in 2025, the Government plans to spend more than 790,000 billion VND on public investment capital, a significant increase compared to 2024.

The National Assembly's approval of the Law on Public Investment (amended), effective from January 1, 2025, will also create a synchronous legal basis for agencies to implement the medium-term public investment plan for the 2026-2030 period.

Businesses operating in the field of transport infrastructure construction are expected to continue to benefit greatly.

As a business operating in the field of investment, construction, and management of traffic infrastructure projects in Vietnam, Mr. Nguyen Quang Huy, General Director of HHV, said that the unit is undertaking 3 major projects: Dong Dang - Tra Linh Expressway (93km long), Huu Nghi - Chi Lang (27km long) and Quang Ngai - Hoai Nhon (88km long), striving to open the route by the end of 2025.

Particularly in the North-South high-speed railway project (total investment capital of more than 67 billion USD) expected to start construction in 2027, the state budget is determined to play a key role.

Identifying this as a large-scale, complex project integrating many disciplines, HHV has made careful preparations to seize the opportunity to participate.

Specifically, in terms of human resources, HHV has cooperated with domestic universities to open a specialized training program in railway and metro construction, initiating a series of human resource development activities for the transport industry through the model of ordering at the source and on-site training.

"We are promoting the training of skilled workers, field engineers and managers right at the practical training centers on the construction site; organizing foreign work programs, studying the practical training process of the railway - metro industry of advanced countries such as France, the US, China, Japan... to select and "import" training programs and experts," Mr. Huy informed.

As a member of Deo Ca Group, HHV also actively promotes cooperation with international partners with experience in high-speed railways such as Japan and China.

The cooperation goal is to transfer operational management technology and advanced technical solutions, and to research to "localize" technology and equipment to suit the conditions and needs of the Vietnamese market. To narrow the technology gap, HHV focuses on digital transformation, applying advanced solutions in tunnel, bridge and road construction, and project management such as intelligent transportation systems (ITS) and building information modeling (BIM).

It is known that HHV has completed and is managing and operating 31km of road tunnels and 472km of highways and national highways.

It is expected that by the end of 2025, this enterprise will complete the opening of an additional 207km of expressway and take over the management and operation of hundreds of additional kilometers of the North-South expressway.

In terms of financial capacity, in 2024, HHV recorded revenue of more than VND 3,300 billion, an increase of more than 23% over the same period and after-tax profit of VND 473 billion, an increase of nearly 30% compared to 2023.
