It is expected that the entire construction site of the two expressways Huu Nghi - Chi Lang and Dong Dang - Tra Linh will be handed over in the first quarter of this year.


The two expressway projects Huu Nghi - Chi Lang (Lang Son) and Dong Dang (Lang Son) - Tra Linh (Cao Bang) are expected to create a vital international expressway network, connecting international trade, improving competitiveness, promoting socio-economic development and strengthening national defense and security of the northeastern region.

To achieve the goal of completing 3,000km of expressway and connecting smoothly from Cao Bang to Ca Mau in 2025, accelerating site clearance work to serve project construction activities is becoming an urgent task for local authorities.

At the Dong Dang - Tra Linh expressway project, right after the groundbreaking ceremony (January 1, 2024), the People's Committees of Cao Bang and Lang Son provinces continuously launched high-point emulation campaigns to propagate and mobilize people.

Investors and project enterprises (DNDA) also actively cooperate and provide funding to soon have construction site available.

Most recently, in the Project Steering Committee meeting on February 5, Cao Bang Provincial Party Secretary Quan Minh Cuong directed competent authorities to quickly remove obstacles, including obstacles related to site clearance, in the spirit of the Prime Minister "not leaving contractors alone on the construction site".

The Cao Bang Provincial Party Secretary also called for high determination from the entire local government system to hand over the site on schedule in the first quarter of 2025.

According to the project enterprise's report, up to now, the area of ​​land handed over to the contractor has reached more than 576 hectares, equivalent to nearly 91%.

In the construction area, problems related to residential land and technical infrastructure still exist. During the technical design process, some sections of the route were adjusted according to the actual terrain and people's wishes, leading to the need to update the land acquisition scope.

"In Cao Bang, 3 resettlement areas are still in the process of implementation, affecting the progress for households whose land is being recovered.

Adjusting the land acquisition boundary compared to the feasibility study documents also makes the procedure for converting forest use purposes take more time," the project enterprise representative informed.

Speaking to the press, Mr. Hoang Van Thach, Vice Chairman of Cao Bang Provincial People's Committee, affirmed that although there is not much time left, the districts in the area will make efforts to complete the site clearance for the additional area due to file adjustments in the first quarter of this year.

Despite receiving attention and active support from the locality, the construction site of the Huu Nghi - Chi Lang expressway still faces many difficulties.

At the Huu Nghi - Chi Lang project, Lang Son province has handed over more than 47/61km of land, equivalent to more than 76% of the land area.

However, the construction site is still "stuck", interspersed with land that was paid for in 2018. The accessible construction area is only over 68%. The volume of technical infrastructure that needs to be relocated is still large.

According to Mr. Luong Trong Quynh, Vice Chairman of Lang Son Provincial People's Committee, the site clearance work according to the normal process can last from 5 to 6 months. However, with high determination, the locality aims to complete 100% of the site clearance work in the first quarter of 2025.

"To ensure housing for 406 households affected by the project, Lang Son provincial authorities are speeding up the approval and selection of contractors to build resettlement areas, and considering on-site resettlement options for eligible households.

Relocating technical infrastructure is identified as one of the biggest bottlenecks today, requiring close coordination between the Provincial People's Committee, electricity companies, telecommunications enterprises and construction contractors to avoid affecting project progress.

According to the plan, in the first quarter of 2025, the entire technical infrastructure system such as power lines, telecommunications, and signal information will be completed and relocated," said the leader of Lang Son province.

Affirming that the task of mobilizing people to agree with the compensation and support plan is a key task, the leader of Lang Son province said that the compensation payment work is being accelerated by the government, along with reviewing and adding traffic land targets to the planning and land use plan to ensure that the progress of site clearance is not interrupted.

In Van Lang district, where both key expressway projects pass through, recognizing the huge amount of work ahead, local authorities and project enterprises have also accelerated coordination in counting, verifying and making plans for site clearance.

"We are mobilizing all staff to participate in counting and measuring to speed up the progress and implement compensation payments to people as soon as possible, meeting the goal of handing over the entire site in the first quarter of 2025," said Mr. Nguyen Van Truong, Secretary of Van Lang district.
