Plan to invest in Ninh Binh - Hai Phong expressway through Hai Phong city
The Ninh Binh – Hai Phong expressway, section passing through Hai Phong City, is about 6 km long and is being prepared for investment by the Hai Phong City People's Committee.

The Ministry of Transport has just sent an official dispatch to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha to report on the investment in construction of sections on the Ninh Binh - Hai Phong expressway through Hai Phong City.
Accordingly, to ensure the synchronous exploitation of scale and technical standards on the entire Ninh Binh - Hai Phong expressway, and to soon expand the expressway sections that have been divided into 2-lane investment phases, the Ministry of Transport proposed that the Government leaders assign the Ministry of Planning and Investment and the Ministry of Finance to study and balance capital to support the Hai Phong City People's Committee to invest in the Van Uc 2 bridge unit.
For the remaining 6 km of the Ninh Binh – Hai Phong expressway through Hai Phong city, the Ministry of Transport will continue to coordinate with the Hai Phong City People's Committee to seek and mobilize capital sources to invest in the route.
“After determining the capital source for project implementation, the Ministry of Transport will coordinate with the People's Committee of Hai Phong City to determine the governing body, report to competent authorities for consideration and decision according to the provisions of law,” the Ministry of Transport's official dispatch stated.
Previously, in April 2024, the People's Committee of Hai Phong City proposed to the Prime Minister to consider allocating central budget support for the 2021-2025 period and the 2026-2030 period to implement 2 projects, including: investing in the construction of the Ninh Binh - Hai Phong expressway through Hai Phong City and investing in the construction of the Van Uc River overpass (Van Uc 2 bridge) on the Ninh Binh - Hai Phong expressway.
Hai Phong City People's Committee also proposed that competent authorities assign the task to the governing body to implement the above projects.
According to the plan, the Ninh Binh - Hai Phong expressway (CT.08) is about 109 km long, has 4 lanes, and is expected to be invested before 2030.
Up to now, the Prime Minister has assigned localities to be the competent authorities/competent authorities to implement the investment of the Ninh Binh - Hai Phong expressway, and has allocated capital for investment; the section through Hai Phong City, 6km long, has not been implemented yet.
Specifically, the Ninh Binh – Hai Phong Expressway Project, the section passing through Ninh Binh province, approximately 25km long, with the Ninh Binh Provincial People's Committee as the managing agency, has approved the investment policy with a scale of 4 lanes, with a preliminary total investment of 6,865 billion VND. Currently, the feasibility study report is being implemented, expected to start construction in 2024 and be completed in 2027.
The project to build the Day River Bridge and approach road, 2km long, is managed by the Nam Dinh Provincial People's Committee with a scale of 4 lanes, total investment of 1,421 billion VND. Currently under construction, expected to be completed in 2025.
The Ninh Binh – Hai Phong Expressway Project, the section passing through Nam Dinh and Thai Binh provinces, is 61km long and is implemented by the Thai Binh Provincial People’s Committee under the PPP model. The project has been approved for investment with a scale of 4 lanes, with a preliminary total investment of 19,785 billion VND.
Currently, Thai Binh Provincial People's Committee is preparing a Feasibility Study Report, expected to start the Project in 2024 and complete in 2027.
The Ninh Binh - Hai Phong Expressway Project, the section passing through Thai Binh Province and Hai Phong City, is about 22 km long. The Hai Phong City People's Committee is assigned as the competent authority to implement the section using the PPP method. The project has a scale of 2 - 4 lanes, with a total investment of 3,768 billion VND, and was started in June 2021 and is expected to be completed in 2025.
Ninh Binh – Hai Phong Expressway Project, the section passing through Hai Phong City, about 6 km long, Hai Phong City People's Committee was assigned to prepare investment in the section for research and mobilization of investment capital.
According to the Ministry of Transport, the Ninh Binh – Hai Phong expressway is of utmost importance, connecting the provinces in the South of the Red River Delta, the North Central region with Lach Huyen international gateway port, connecting the coastal provinces in the Red River Delta; investing in the expressway will open up new development space for the South of the Red River Delta and the North Central region.
As the final section of the Ninh Binh – Hai Phong expressway, the investment in the Ninh Binh – Hai Phong expressway section through Hai Phong City to connect the Ninh Binh – Hai Phong expressway with the Hanoi – Hai Phong expressway is necessary, in line with the road network planning for the period 2021 – 2030, with a vision to 20508.
“Currently, the expressway sections on the Ninh Binh - Hai Phong corridor have been invested with a scale of 4 lanes, but Van Uc 2 bridge has a scale of 2 lanes, which is not consistent with the scale of the entire route, so expanding these projects from 2 lanes to 4 lanes is necessary, in accordance with the direction of the Prime Minister in Official Dispatch No. 16/CD-TTg dated February 21, 2024,” said the leader of the Ministry of Transport.
