On the evening of November 1, at the Government Office, Prime Minister Pham Minh Chinh held an online meeting with Danish Prime Minister Mette Frederiksen. Also attending the meeting were leaders of several ministries and sectors of the two countries.
In an atmosphere of friendship and mutual understanding, Prime Minister Pham Minh Chinh and Prime Minister Mette Frederiksen discussed the situation and results of bilateral cooperation in recent times, and agreed on directions and measures to strengthen the Vietnam-Denmark Comprehensive Partnership in the coming period.
Congratulating Vietnam on its development achievements, Prime Minister Frederiksen highly appreciated Vietnam's increasingly important role and position in the international arena, affirming that Vietnam is Denmark's leading important partner in the region.
Prime Minister Pham Minh Chinh affirmed that in its foreign policy, Vietnam wishes to work with Denmark to bring the relationship between the two countries increasingly deeper and more effective.
The two Prime Ministers were pleased to note that, after 10 years since its establishment, the Vietnam-Denmark Comprehensive Partnership has developed dynamically and effectively in many areas such as politics - diplomacy, economy, development cooperation, energy, environment and climate change adaptation... Denmark is an important trade partner of Vietnam in the EU.
Regarding investment, with the Lego Group's 6th global factory investment project worth more than 1 billion USD in Binh Duong, Denmark has risen to 22nd place out of 141 countries and territories investing in Vietnam, at the same time opening up a green investment trend in Vietnam.
To promote bilateral cooperation in the coming time, the two Prime Ministers agreed to continue to increase delegation exchanges and contacts at all levels, especially at high levels; promote cooperation between ministries, sectors and localities of the two countries; effectively implement cooperation mechanisms; coordinate and support each other at multilateral forums, including the United Nations and the ASEAN-EU cooperation framework.
Prime Minister Pham Minh Chinh thanked the Danish Government for supporting Vietnam in hosting the Partnership for Green Growth and the Global Goals 2030 (P4G) Summit in 2025; affirmed that Vietnam supports initiatives that contribute to peace, stability, sustainable development and the interests of the people.
Recognizing that trade and investment relations between Vietnam and Denmark are a pillar in bilateral relations, the two Prime Ministers agreed to request agencies of the two countries to closely coordinate and take advantage of the benefits brought about by the Vietnam-EU Free Trade Agreement (EVFTA) to further promote the potential and strengths of cooperation between the two countries.
Prime Minister Mette Frederiksen affirmed that Vietnam has great potential and the Danish Government wishes to upgrade bilateral relations, and always encourages Danish businesses to strengthen economic and investment cooperation in Vietnam, contributing to diversifying the supply chain and bringing benefits to businesses on both sides.
Prime Minister Pham Minh Chinh asked Denmark to increase investment in Vietnam in areas where Denmark has strengths and are consistent with Vietnam’s sustainable development priorities such as renewable energy, processing industry, marine economy, green growth, etc.; and asked Denmark to support the European Commission (EC) in soon removing the IUU “yellow card” for Vietnamese seafood products exported to Europe.
The two Prime Ministers stressed the need for both sides to continue effectively implementing strategic cooperation frameworks on food safety and sustainable food production, enhancing public-private cooperation in production along livestock, agriculture, and fisheries chains, and promoting the export of food and agricultural products.

Building on the good cooperation between the two countries within the framework of the Strategic Partnership on Energy, Environment, Green Growth and Climate Change Adaptation since 2011 and the newly established Green Strategic Partnership, the two sides agreed to expand cooperation towards green growth, contributing to realizing the efforts of the Vietnamese and Danish Governments in implementing the commitments to reduce net zero emissions at COP 26 and the United Nations' sustainable development priorities.
Expressing his gratitude to Denmark for providing Vietnam with important development assistance early on, contributing to helping Vietnam successfully achieve its socio-economic development goals, Prime Minister Pham Minh Chinh suggested that the authorities of the two countries closely coordinate and effectively use ODA for Vietnam; Denmark, together with the G7 Group and international partners, support Vietnam in implementing the Just Energy Transition Partnership (JETP) framework; and effectively coordinate to implement the Vietnam-Denmark Energy Partnership Program for the 2020-2025 period (DEPP3 Program).
Prime Minister Frederiksen affirmed that Denmark will continue to cooperate in the field of green transformation and positively acknowledged Prime Minister Pham Minh Chinh's proposal on capital support, technology transfer, human resource training and institution building.
The two leaders welcomed the good results of cooperation in other important areas such as education, transportation, health, statistics and cooperation between localities of the two countries. Prime Minister Pham Minh Chinh asked Denmark to continue to pay attention to help the Vietnamese community in Denmark improve their living standards, become an important bridge, and contribute to consolidating and strengthening the friendship and cooperation between the two countries.
Discussing regional and international issues, the two Prime Ministers stressed the need to maintain peace, stability and development, and to resolve disputes by peaceful means in accordance with international law. Both sides emphasized their support for freedom of navigation and aviation in the East Sea on the basis of international law, the 1982 UNCLOS.
On this occasion, Prime Minister Pham Minh Chinh invited Prime Minister Mette Frederiksen to visit Vietnam soon and the head of the Danish Government happily accepted.
Immediately after the talks, the two Prime Ministers adopted the Joint Statement on the establishment of the Vietnam-Denmark Green Strategic Partnership, an important document contributing to consolidating and deepening the Comprehensive Partnership between Vietnam and Denmark in the new period, meeting the requirements of sustainable development in each country and in line with the general trend of the times towards a “greener, cleaner, more sustainable” world.
Prime Minister Pham Minh Chinh emphasized that the Green Strategic Partnership will contribute to making the bilateral cooperation a model in North-South cooperation between developed and developing countries in implementing commitments to reduce greenhouse gas emissions towards the goal of net zero emissions by 2050 and is the basis for creating breakthroughs in economic cooperation, increasing investment towards green growth, circular economy, energy transition, demonstrating the responsibility of the two countries to join hands with the international community to address global challenges related to the environment and climate.
Prime Minister Mette Frederiksen affirmed that the Green Strategic Partnership will pave the way for green cooperation and bring prosperity to the people of the two countries, as well as the common goal of global sustainable development.
The two sides believe that the establishment of the Vietnam-Denmark Green Strategic Partnership will be a new framework that effectively supplements the Comprehensive Partnership between the two countries, while demonstrating the responsibility of the two countries in the joint efforts towards a greener and more sustainable future for the world.
The two sides agreed to closely coordinate to soon develop a plan to implement the Joint Statement; strengthen cooperation in building institutions and policies, sharing experiences as well as facilitating investment cooperation between businesses of the two countries in green fields.
The Joint Statement on the Vietnam-Denmark Green Strategic Partnership will contribute to realizing the efforts of the two Governments in promoting the green transition, enhancing global climate ambition, focusing on equitable green transition through multi-sectoral cooperation including: Green dialogue; climate, environment and energy; trade and business cooperation; maritime; urban development and sustainable, livable cities; food, agriculture and aquaculture; health and life sciences; national statistics supporting the implementation of sustainable development goals and green transition; promoting green transition goals in all fields; cooperation within a multilateral framework.
