Deputy Minister Nguyen Danh Huy expressed his joy when the National Assembly approved the investment policy for the North-South high-speed railway project. As Deputy Minister in charge of the railway sector, Mr. Huy affirmed that "high-speed railway is the wish of many generations of industry officials."


As someone who closely followed the project and directly learned from experience in many countries, and presented reports on high-speed railways at many seminars and conferences, what did you feel when the National Assembly approved the project investment policy?

It is hard to describe! I would like to quote the words of a veteran railway official "This is the wish of generations of railway officials" marking a new era. From the outdated railway system, with this Resolution, it marks an important milestone for the railway industry in particular and transportation in general to enter a new era, an era of national growth as General Secretary To Lam directed.

For me personally, this Resolution is the crystallization of the intelligence of experts and scientists at home and abroad over 18 years, especially the directions of the Central Committee, directly the Politburo and the General Secretary, the determination of the Government, the Prime Minister, and the National Assembly.

As someone who directly participated in the project research with the agencies of the Ministry of Transport, I was personally very moved when the National Assembly agreed on the investment policy for the project. This is a great joy not only for the transport sector but also meets the expectations, for many years, of voters and people across the country.

Sir, how will the project's early investment create a spread and breakthrough?

This issue has been clearly stated in the pre-feasibility report submitted to the National Assembly.

With a length of 1,541km passing through 20 provinces and cities, the North-South Expressway project will play an important role in connecting the East-West corridors and growth poles to create a driving force for socio-economic development.

Right at the investment stage, the investment in the high-speed railway line creates a construction market worth about 33.5 billion USD; if the national railway system is included, the urban railway will create a construction market worth about 75.6 billion USD; vehicles and equipment worth about 34.1 billion USD and millions of jobs. This is a great opportunity for Vietnamese enterprises to participate and improve their competitiveness.

To ensure the project is implemented on schedule, how does the Ministry of Transport determine its responsibilities?

Minister of Transport Tran Hong Minh has just received the task assigned by the Party and State and has clearly stated the determination of the entire transport sector to be ready and have the highest determination to implement the high-speed railway project as set out in the National Assembly Resolution.

In order for the project to meet the expected schedule of starting construction in 2027 and basically completing in 2035, we still have a lot of work and many steps to do such as: Preparing a Feasibility Report (FS); Front-End Engineering Design (FEED); construction, equipment procurement; Trial operation and commercial exploitation. Each of the above stages has challenges that need to be overcome. These challenges require the participation of the entire political system.

The Ministry of Transport will direct its affiliated units to continue coordinating with ministries and specialized agencies to immediately research the next steps.

There are challenges ahead, we have identified them, proposed solutions and must be determined at all costs to successfully implement Resolution 55 of the Central Committee and the Resolution of the National Assembly.

The 15th National Assembly approved the North-South High-Speed ​​Railway Project. The project has a total length of about 1,541 km; starting point at Ngoc Hoi station (Hanoi capital), ending point at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and centrally-run cities.

The project invests in a new double-track line of 1,435mm gauge, designed speed of 350 km/h, load capacity of 22.5 tons/axle; 23 passenger stations, 5 freight stations; vehicles, equipment; high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and can transport goods when necessary.

In terms of technology, apply rail technology, electrification; ensure modernity, synchronization, safety and efficiency.

The preliminary total investment of the Project is 1,713,548 billion VND; using public investment capital, state budget capital allocated in medium-term public investment plans and other legal capital sources.
