Emphasizing that transport infrastructure, natural disasters, sustainable poverty reduction, etc. are big issues and difficult problems for mountainous provinces like Lai Chau, however, Minister Nguyen Manh Hung said that digital transformation will be the solution to overcome these difficulties.
On the morning of October 15, Minister of Information and Communications Nguyen Manh Hung and the working delegation of the Ministry of Information and Communications had a working session with the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Lai Chau Province Giang Pao My and leaders of Lai Chau province on information and communication work and digital transformation.
Proposing the Ministry of Information and Communications to support Lai Chau in implementing digital transformation
Speaking at the meeting, Secretary Giang Pao My emphasized that over the years, the Provincial Party Committee, People's Council and People's Committee have always paid attention to the development of the information and communication sector, focusing on digital transformation; focusing on building and promulgating institutions and policies to create a legal environment to promote digital transformation in the province.
The province has directed the establishment of a Steering Group to deploy community digital technology teams from the provincial level to villages, hamlets, and residential groups. Digital government has been deployed, improving the effectiveness and efficiency of the provincial government system: 100% of administrative agencies and units have deployed a 4-level interconnected document management system. The rate of online public service settlement and online payment has increased.
In the coming time, Lai Chau province will prioritize the application of digital technology to bring local management and administration activities to the electronic environment, based on data; strongly deploy solutions to promote digital transformation on all 3 pillars: Digital government, digital economy, digital society to improve the provincial/local digital transformation index (DTI), especially paying attention to 6/8 key indicators that are still limited such as: Digital awareness, digital infrastructure, digital human resources, information security, digital government activities and digital social activities.
For corporations and telecommunications corporations, Lai Chau proposes to pay attention to investing in adding 5G BTS stations for Lai Chau city and a key tourist district so that people can experience 5G services, promoting the development of tourism services; research to support smartphones and data packages for people in poor and near-poor households, ethnic minorities in difficult circumstances to popularize smartphones in the province; provide documents on digital transformation.

In response to the recommendations of Lai Chau province, Minister Nguyen Manh Hung directed the working delegation to take note of the province's recommendations.

Minister Nguyen Manh Hung said that digital transformation will solve the above concerns.
Specifically, regarding transport infrastructure, according to the Minister, investment in road transport infrastructure connecting within the province and inter-regional connections is a strategic task that is being gradually implemented.
However, investment will take a lot of time, while digital technology will solve the urgent problems that are being raised.
Regarding digital transformation, Minister Nguyen Manh Hung clearly stated that the two elements of digital transformation are "transformation" and "digital". Digital means digitization and moving to a new digital environment.
The Minister said that digital transformation is different from IT. IT is implemented by each department separately, while digital transformation that is flawed will not be successful. The departments, branches and sectors of the province need to update working information on the digital environment every day, which will generate a lot of data, because digitalization generates a new resource, which is data - new means of production.

According to the Minister, digital transformation is the convergence of 4 factors: Science and technology, knowledge economy, innovation and the 4.0 industrial revolution. Vietnam has 3 special advantages in digital transformation: The Party leads digital transformation, so digital transformation in Vietnam is a revolution for all people; Vietnamese people are suitable for science and technology, digital technology has been highly appreciated by many countries and many Vietnamese technology enterprises have gone abroad and brought in billions of USD.
Digital transformation has three special features: creating data resources, new living spaces - independent of natural conditions and changing production forces. AI technology is the core technology of the 4th Industrial Revolution, digital transformation can help people do many things, increase labor productivity. Lai Chau provincial leaders can pose problems for technology enterprises to implement.
Minister Nguyen Manh Hung suggested that Lai Chau study and develop a new digital transformation resolution for the province in the new period, considering increasing the number of people working on digital transformation in the Provincial Party Executive Committee and at all levels. The digital transformation work of each unit and individual must be made a task. The new resolution also needs to increase the spending rate for digital transformation, along with having a policy to support community digital technology teams.
The Prime Minister, Chairman of the National Committee on Digital Transformation, will also assign decisions to each province on the rate of processing public service records throughout the process. This task also needs to be specifically assigned by the province to departments and branches.
The Minister also suggested that Lai Chau become a model province in terms of mobile coverage. The mobile network must cover about 98% of the population, the remaining 2% must be satellite coverage and smartphones must be popularized to 100% of the population. With widespread coverage, Lai Chau people will go online more, which will fundamentally change their lives.
The Minister assigned the Department of Telecommunications, together with the two main network operators Viettel and VNPT, to regularly meet with the Director of the Department of Information and Communications of Lai Chau province to ensure that by the first quarter of 2025, preferably by 2024, 4G coverage must reach 95% of the population.
The Minister also said that in November, the Ministry of Information and Communications will summarize the model of implementing the IOC operation center to replicate the success.
