The year 2025 is of utmost importance, being the final year of the implementation of the 5-year socio-economic development plan for the 2020-2025 period, and the year of holding Party Congresses at all levels towards the 23rd City Party Congress and the 14th National Party Congress. In that context, the city strives to achieve the highest political goals and tasks in 2025 and the entire 2020-2025 term.
To effectively carry out the assigned tasks, in the final year of the 2020 - 2025 term, the city continues to make efforts to build a clean and strong Party organization and political system from the city to the grassroots.
As of December 2024, the entire City Party Committee had admitted 2,285 new party members, accounting for 3.73% of the total number of party members at the beginning of the year. This demonstrates the great efforts of party committees, party organizations, agencies, and local units in the context of many difficulties in resource creation.
The Standing Committee of the City Party Committee strives to complete the target of admitting new party members in 2025 at 4% of the total number of party members at the beginning of the year.
In addition to the work of creating sources and developing party members, the city is determined to effectively implement the Resolutions and Directives issued by the Central Committee, especially the work of arranging and assigning cadres before and after the congress, in conjunction with perfecting the organizational apparatus, improving the quality and efficiency of grassroots party organizations and party members in the spirit of Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee on "Some issues on continuing to innovate and arrange the organizational apparatus of the streamlined political system, operating effectively and efficiently" to be carried out urgently, responsibly, resolutely, synchronously, uniformly, economically and effectively.
Recently, the Standing Committee of the Da Nang City Party Committee decided to establish the Party Committee of the City Party Agencies directly under the Da Nang City Party Committee, including 27 affiliated Party organizations; and to establish the Party Committee of the City People's Committee, including 61 grassroots Party organizations.
At the same time, 10 departments were merged to form 5 departments under the City People's Committee. Regarding the internal apparatus of professional agencies and public service units, the City People's Committee decided to consolidate the organizational apparatus of 19 professional agencies and 11 public service units under the City People's Committee according to its authority. After the arrangement, 5 departments and 27 focal points within the departments were reduced and 5 public service units under the City People's Committee were reduced.
Immediately after announcing the merger decisions, Party Central Committee member, City Party Secretary, Head of the City National Assembly Delegation Nguyen Van Quang requested the new departments, relevant organizations and individuals to strictly implement the procedures and hand over work and tasks. The collective of departments and branches, especially the leaders, focused on directing the good implementation of ideological work, perfecting the organizational apparatus, operating mechanism, facilities, and working conditions to immediately deploy the work; in which it is necessary to focus on reviewing and perfecting related regulations and rules, assigning specific and clear tasks to each collective and individual, especially the assigned tasks.
From the time of the merger until mid-March 2025, the process of handing over and receiving tasks focused on digital transformation, digitizing records and archives to serve the special transfer of contents of records and administrative procedures of citizens and organizations to ensure uninterrupted management activities.
On June 26, 2024, the National Assembly issued Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific policies and mechanisms for the development of Da Nang, allowing Da Nang city to pilot a number of specific and outstanding policies and mechanisms. Then, on November 15, 2024, the Politburo issued Notice No. 47-TB/TW concluding the construction of a regional and international financial center in Vietnam, in which it agreed in principle to establish a comprehensive international financial center in Ho Chi Minh City and a regional financial center in Da Nang city.
Previously, the Politburo issued Conclusion No. 79-KL/TW dated May 13, 2024 on continuing to implement Resolution No. 43-NQ/TW of the Politburo on building and developing Da Nang city to 2030, with a vision to 2045, with the spirit of focusing on stabilizing the macro economy, innovating the growth model, improving competitiveness on the basis of promoting the application of scientific and technological advances, removing difficulties, facilitating production and business, promoting economic restructuring towards increasing added value, sustainable development associated with building an urban government model and a number of specific mechanisms and policies for the development of Da Nang city.
Looking back over the past time, it can be seen that the whole city has been very proactive and made efforts to complete a large amount of work. Regarding the implementation of specific mechanisms and policies, the city has basically completed the issuance of Resolutions of the City People's Council for implementation and has created interest and attraction from investors. Especially after the city inaugurated and put into use Software Park No. 2 with an area of 92,000m2, it has attracted many companies in the fields of microchips, semiconductors, artificial intelligence and innovative startups.
Da Nang has completed the dossier to propose the Prime Minister to issue a Decision to establish a Free Trade Zone and is currently evaluating and collecting opinions from ministries and branches (striving to submit it to the Prime Minister in March as planned). The city has implemented projects to connect infrastructure of free trade zones with public investment, while investment within the zone is by strategic investors.
Regarding the construction of a regional financial center in Da Nang, the city is currently actively coordinating with the Ministry of Finance to draft a National Assembly Resolution, striving to submit it to the National Assembly at the May 2025 session. At the same time, it is preparing to train human resources and calling for strategic investors to invest in the financial center's infrastructure.
Recently, on March 21, 2025, the city established a Working Group to research and develop policies for the development of the Da Nang City Financial Center.
The working group is responsible for supporting the Steering Committee 47's Support Team in researching and developing policies for the development of the Da Nang City Financial Center (FIC), such as: Researching, participating in giving opinions, proposing, and developing policies for the development of the Vietnam International Financial Center in Da Nang. Working with experts, scientists, domestic and foreign organizations on policies for the development of the FIC; Developing cooperation plans with international financial institutions, banks, international education, and partners on the development of the FIC in Da Nang City; Proposing training programs, fostering high-quality human resources, and exchanging personnel; Developing mechanisms to attract and encourage high-quality human resources, financial experts, financial technology, and financial investors to work at the Da Nang International Financial Center (tax, legal, and working environment policies, etc.)
Regarding Lien Chieu Port, the shared infrastructure will be completed by the end of 2025 as directed by the Prime Minister. The city is actively working with the Ministry of Finance to prepare to advise competent authorities to select a strategic investor that meets the criteria according to the National Assembly Resolution and has sufficient capacity and practical conditions to build Lien Chieu Port into an international, modern transit port, a green port as concluded by the Prime Minister.
The city is also very proactive and actively implementing with higher goals than Resolution No. 57-NQ/TW of the Politburo and has 19 targets outside of Resolution No. 57-NQ/TW suitable to the city's reality on the basis of existing infrastructure, mechanisms and policies, especially building an innovative startup ecosystem.
Da Nang is expected to invest 500 billion VND to build an innovation space and start construction this year. At the same time, it will focus on amending the resolutions of the City People's Council on attracting talent and investing in laboratories.
Along with that, Da Nang accelerates digital transformation. Actively mobilizes social resources to innovate and improve the quality of tourism products and services such as: Asia Park Complex, Da Nang International Fireworks Complex, River of Light Project, Phan Dang Luu Boulevard... Removing difficulties to deploy international-class resort complexes... creating a new look to attract domestic and foreign tourists.
At the same time, the city aims to effectively implement the 2025 target of "The year of focusing on streamlining the apparatus associated with cutting administrative procedures, effectively implementing the organization of urban government and specific mechanisms and policies to strongly promote economic growth" with the target of economic growth reaching over 10%. The total State budget revenue in the area in 2025 strives to be over 30,000 billion VND, of which the revenue from land strives to reach over 4,500 billion VND and the revenue from import-export activities exceeds the central government's estimate by at least 10%.
To achieve the above goals, in addition to implementing key tasks and solutions, Da Nang has been actively accelerating progress, striving to have major projects commenced in 2025 with a total investment of over 150,000 billion VND. In addition, the city is continuing to review and propose to remove a number of major projects according to Conclusion No. 77-KL/TW of the Politburo.
Along with the task of economic development, Da Nang continues to comprehensively develop cultural and social fields; take care of people's health, implement policies to ensure social security, ensure political security, social order and safety... and maintain the brand "City of 4 safety", "City of 5 no, 3 yes".
At the 22nd session (special session) of the City People's Council, term X, 2021-2026, in early 2025, it was unanimously approved policies on supporting 100% of health insurance premiums for households for people aged 60 to under 75 years old belonging to near-poor households and households with average living standards according to city standards.
Previously, at the mid-year meeting of 2024, the City People's Council agreed to continue spending the budget to exempt tuition fees for all levels of public and non-public education. This is the fourth consecutive year that Da Nang has implemented the tuition exemption policy, applicable to preschool children, students of public and non-public general schools, including students at continuing education centers following the general education program.
Private primary school students are eligible for tuition reduction policies according to regulations. The city budget supports 100% of the tuition fees set by the City People's Council. The total support cost is approximately more than 108 billion VND.
In the final year of the 2020-2025 term, Da Nang still has a lot of work to do, many targets to complete, especially implementing the policies, strategies and special mechanisms issued by the Central Government in the past time. To achieve that, it requires the entire Party Committee, government and people of the city to have high determination, great efforts, drastic and effective actions, and focused implementation.
We are completely confident that with its glorious cultural and historical traditions, the spirit of innovation and creativity, and the close and timely attention, leadership and direction of the Central Government, favorable conditions will be created for Da Nang to break through and move forward, together with the whole country, into a new era, an era of national growth.
