The report on the management of cadres and civil servants has just been signed by Minister of Home Affairs Pham Thi Thanh Tra on behalf of the Government and sent to National Assembly delegates.
According to the Government's assessment, the classification of the quality of cadres and civil servants in ministries, agencies and localities has gradually become more substantial and linked more closely to work results and specific products.
Synthesis of reports from ministries, branches and localities on the results of classifying the quality of civil servants in 2023 shows that out of a total of nearly 255,000 civil servants, nearly 45,700 people completed their tasks excellently; nearly 166,000 people completed their tasks well; nearly 28,700 people completed their tasks and more than 14,700 people did not complete their tasks.

Along with that, the Government determined that the handling of cadres and civil servants who violate discipline must ensure the principles of objectivity, fairness, transparency and strictness. This has contributed to the fight against and prevention of corruption, negativity, group interests, and degradation of political ideology, ethics and lifestyle.
Since the beginning of 2024, 139 officials and 432 civil servants have been disciplined, according to a Government report.
The transfer, appointment, rotation, secondment, resignation and dismissal of cadres and civil servants holding leadership and management positions are also carried out according to regulations.
The appointment work is carried out in accordance with the correct order and procedures, ensuring general standards, title standards according to regulations of the Party and State and specific standards of the appointed position according to regulations of the competent authority.
The Government believes that the transfer and rotation work at agencies and units is carried out methodically, according to plans approved by competent authorities and implemented carefully, attaching importance to ideological work for transferred cadres and civil servants, and properly resolving the relationship between rotating cadres for training and fostering with stabilizing and developing the on-site cadre team.
According to the Government, dismissal and resignation of leaders and managers are carried out, especially in cases of leaders and managers after being disciplined.
Giving a general assessment, the Government said that the mechanism for managing cadres and civil servants has been gradually innovated, contributing to reforming the civil service regime; decentralization in the use and management of cadres and civil servants has been promoted, associated with specific regulations on responsibilities and strict control of power.
In addition, streamlining the payroll associated with restructuring the staff and civil servants according to job positions has achieved many positive results; discipline, order, public ethics, and public service culture have been enhanced...
However, the Government also pointed out that there is still a situation of avoidance, pushing, working half-heartedly, fear of responsibility, and not daring to work in some ministries, agencies, localities, and a number of cadres and civil servants, especially leaders and managers.
In the coming time, the Government said it will strengthen inspection and examination of public services, tighten administrative discipline and control of power, and improve the quality and effectiveness of public service performance by cadres and civil servants.
Along with that, the Government will step up the implementation of regulations on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest; strictly, promptly and resolutely handle and remove from the State apparatus cadres and civil servants who have degraded in political ideology, ethics, lifestyle, shirk responsibility, commit violations or fail to complete assigned tasks.
