(QBĐT) - In recent years, Quang Binh has made efforts to attract investment and implement socio-economic development projects. However, some projects are still behind schedule, affecting local economic development. To solve this problem, the Provincial People's Committee has reviewed, evaluated and proposed strong measures to deal with slow-progressing projects, in order to protect resources and promote economic development.
Strengthen monitoring and handling
According to information from the Provincial People's Committee, many investment projects are currently behind schedule and have not met expectations regarding socio-economic efficiency. This not only wastes resources, but also affects the province's development indicators. The Provincial People's Committee has requested competent agencies to review and compile statistics on all investment projects in the area, especially projects showing signs of prolonged delays. These projects are required to clarify the causes, as well as commitments on progress and implementation results.
Through reviewing slow-progressing projects outside economic zones and industrial parks, many projects have been allocated land or leased land but have not been implemented on schedule or have violated land regulations. Specifically, for projects that have been allocated land or leased land and are behind schedule, the Department of Agriculture and Environment has reviewed 39 projects. Accordingly, slow-progressing projects have had their land use or investment progress extended and have not yet expired (18 projects); slow-progressing projects that are eligible for land use extension (11 projects); projects that have had their land use or investment progress extended but continue to be behind schedule (5 projects).
In particular, there are 5 projects that violate land regulations and are subject to land recovery, namely: Linh Thanh High-Quality Stone Powder Factory Project of Linh Thanh Quang Binh High-Quality Stone Powder Mining and Production Joint Stock Company in Chau Hoa Commune (Tuyen Hoa), which has been behind schedule for many years. Up to now, the investor has not yet started construction of the project items and still owes more than 143 billion VND in land rent, mineral exploitation rights fees and other financial obligations. Indochina Quang Binh Resort Project in Quang Phu Commune (Dong Hoi City) of Indochina Central Joint Stock Company has been extended in schedule but has not yet started construction investment; has not fully performed its financial obligations to the State regarding land and still owes nearly 21 billion VND in land rent.
Next, the Coco's Boutique Hotel project in Dong Phu ward (Dong Hoi city) of Hoang Gia Phat Consulting and Investment Company Limited also fell into a similar situation, when it did not fully fulfill its financial obligations regarding land and continued to stop construction despite the extension of the land use period and still owed 6 billion VND in land rent. The Commercial Center and Office for Lease project in Dong Phu ward (Dong Hoi city) of Linh Thanh Group Joint Stock Company, although extended many times, has not yet started construction, the investor still owes 2.97 billion VND in land rent. The Hotel and Residential Complex project combined with business - Shophouse (Movenpick Central) in Dong Hai ward (Dong Hoi city) of Viet Group Central Joint Stock Company, did not fully fulfill its financial obligations to the State regarding land and still owed 97 billion VND in land rent.
Regarding projects that have not been allocated land, leased land and are behind schedule, Director of the Department of Finance Nguyen Xuan Dat said: From 2024 to now, the department has strengthened the review and recovery of projects that are behind schedule, of which 48 projects were recovered in 2024 alone. In the first 3 months of 2025, 4 projects were recovered and reviewed and proposed the Provincial People's Committee to direct the recovery of land for 12 projects that were delayed for a long time. In the coming time, the department will continue to recover projects that are behind schedule, have not completed land allocation and lease procedures, have not deposited investment funds, and are not capable of implementation among the 90 projects that have been reviewed and reported to the Provincial People's Committee. At the same time, continue to monitor and urge projects that have been extended, resolutely advise on recovery if they continue to be behind schedule and do not fulfill financial obligations to the State.
Using resources efficiently, creating a transparent investment environment
At a meeting with departments and branches on handling slow-progressing projects, Standing Vice Chairman of the Provincial People's Committee Doan Ngoc Lam emphasized: "The slow progress of projects is not only a waste of finance and land resources but also an obstacle to the development goals of the province. The Provincial People's Committee will resolutely handle projects that do not have clear progress, are not effective and, if necessary, will revoke investment licenses."
One of the important factors that the Provincial People's Committee pays special attention to is the use of land resources and resources of the province. Projects that are not implemented on schedule or are not able to be completed will have their land reclaimed to ensure that valuable resources are not wasted. The province will not be lenient with projects that are delayed in land use for a long time, are unable to continue implementing the project, or do not fulfill financial obligations to the State. "We need investors who are truly dedicated and capable, and are willing to contribute to the development of Quang Binh," emphasized Mr. Doan Ngoc Lam, Standing Vice Chairman of the Provincial People's Committee. |
The provincial People's Committee has requested investors to speed up construction progress, complete legal procedures, and provide regular reports on the project implementation status. Any unwarranted delay will be seriously considered and strict measures will be applied.
In addition to handling slow-progressing projects, the Provincial People's Committee is also committed to creating a transparent and favorable investment environment for potential investors. The province will continue to improve administrative procedures, urge, remove obstacles, and create favorable conditions for investors to speed up progress and complete projects soon.
Reforming administrative procedures, shortening licensing time and creating a close coordination mechanism between sectors and levels will help minimize the situation of "marking time" in the project implementation process, while promoting the sustainable development of the province.
With the determination of the Provincial People's Committee in resolutely handling slow-progressing investment projects, people and businesses can rest assured about a stronger, more transparent and more effective development of Quang Binh in the future.
