Ba Thuoc implements sustainable forest protection measures

Determining that forests are not only a precious resource, of great value in terms of ecological environment, contributing significantly to socio-economic development, security and defense protection, but also contributing practically to creating more jobs on the spot, increasing income for local people, in recent years, the District Party Committee, People's Council, People's Committee of Ba Thuoc district and departments, branches, and organizations from the district to the grassroots, together with the authorities of communes, towns and forest owners have joined hands to protect and develop forests (BV&PTR). The forestry economy is increasingly developing, forest security is stable in a sustainable direction, acts and violations of the Forestry Law are soon controlled, detected and strictly handled according to the provisions of law. People's awareness of forestry work as well as income from forestry production has been raised. Ba Thuoc District Forest Protection Department has actively advised the Party Committee and authorities from the district to the grassroots level to comprehensively lead and direct the forestry sector and coordinate with relevant agencies to deploy and synchronously implement many solutions for forest protection and development, forest fire prevention and fighting (PCCCR).

“The District Forest Protection Department has advised the Party Committee and authorities from the district to the grassroots level to continue to effectively implement the directives, resolutions and plans of the Party, the Government and the People's Committee of Thanh Hoa province on forest protection and development, the orientations of the province and district on forestry development in the area. Continue to coordinate with departments, branches and organizations, effectively implement the propaganda of the Forestry Law, related documents in the forestry sector; develop regulations, programs and plans for coordination from the district to the commune in performing the tasks of forest protection and development, and forest fire prevention and control with departments and branches in the district and neighboring areas. Effectively implement the plan for forest protection and development, forest fire prevention and control; update the changes in forest and forestry land to assess changes in forest quality and reserves to serve forest management, forest protection and development. Strengthen strict management of forest and forestry land use, have solutions to handle the situation where forest owners after being allocated land or forest use for the wrong purpose or "Let the forest be illegally exploited but there are no timely measures to prevent it. Proactively plant forests to ensure the volume and quality of planted forests, especially large timber forests. Effectively implement policies to benefit forest owners who are organizations to forest owners who are households and individuals" - Mr. Nguyen Nang Vuong, Deputy Head of the Forest Protection Department of Ba Thuoc district shared.

Specifically, implementing Directive No. 13-CT/TW dated January 12, 2017 of the Central Party Secretariat on strengthening the Party's leadership in management, forest protection and development and related documents in the forestry sector, the Standing Committee of the District Party Committee and the People's Committee of Ba Thuoc District have issued an action plan for implementation; a program to inspect and supervise the implementation of Directive No. 13-CT/TW for communes in the area. The Forest Protection Department has directed forest rangers working in the communes to advise the Party Committees of the communes to issue documents directing the implementation of Directive No. 13-CT/TW and the State's regulations on the forestry sector. Through inspection and supervision activities at the Party Committees of communes, towns, and village (hamlet) Party cells, it can be seen that local Party Committees, authorities, and forest owners have promoted the role and responsibility of the heads of Party Committees and authorities in leading, directing, and organizing implementation to mobilize the strength of the entire political system and the entire population to participate in forest protection.

In the work of disseminating and implementing the Forestry Law and documents guiding the implementation of the law, the Forest Protection Department coordinated with the Party Committees of the District Party Committee, the District Fatherland Front and political organizations from the district to the commune to effectively organize the implementation. In 2024 and the first 3 months of 2025, 144 propaganda sessions were organized with 4,268 participants. More than 10,000 households were organized to sign a commitment to protect forests (FPS) and PCCCR. In order to effectively organize and implement the FPS and PCCCR plan in the area, the District People's Committee has established and completed the Steering Committee on the program and goals of sustainable forestry development in Ba Thuoc district; developed operating regulations; assigned local tasks to each member in charge of directing the forces to develop and sign a plan to coordinate the FPS, PCCCR, and combat forest product smuggling between the forest rangers and related units; Develop plans and strategies for forest fire prevention and control in key areas according to the "4 on-site" principle. Investigate and review additional key areas prone to forest fires with an area of ​​378.76 hectares in key communes; establish 205 teams for forest protection and development, forest fire prevention and control in villages and hamlets with 810 participants; regularly review and supplement means and tools to ensure the requirements of forest fire fighting when forest fires occur. From the beginning of the year, promptly advise the district steering committee to develop plans and conduct inspections of forest protection and development, forest fire prevention and control in communes, towns and 3 state forest owners.

The work of combating illegal exploitation, deforestation, trading, transportation, business and processing of forest products has been regularly strengthened. In 2025, in addition to assigning forest rangers to work in the commune area to advise the authorities in forest protection at the root, the Ba Thuoc District Forest Protection Department has closely coordinated with functional agencies and local authorities to strengthen forest security inspections in key communes with rich forest resources and key routes; implemented many solutions, from propaganda work to strengthening inspection, control and strict handling of violators. Innovated the work of grasping the area, forms of information collection, methods of patrolling and inspecting forest areas with rich resources and knowing how to rely on the authorities and people to promptly detect and prevent bad elements from sneaking into the forest to illegally exploit timber. The management of forest products and confiscated objects after processing is well protected, the import and export regime is in accordance with principles and regulations, avoiding loss, leakage or shortage. The inspection and supervision of forest product exploitation by organizations and people in the area is well implemented in accordance with regulations.

As a result, in 2024, Ba Thuoc District Forest Protection Department detected, arrested and handled 31 cases of violations of the Forestry Law; paid 321 million VND to the State budget. In the first 3 months of 2025, 4 cases of violations of the Forestry Law were detected, arrested and handled; paid 38.5 million VND to the State budget.

To preserve forests and develop forestry, Ba Thuoc district has been synchronously implementing solutions to effectively implement the Party's guidelines and policies and the State's laws in conjunction with socio-economic development programs, new rural construction, and rapid and sustainable poverty reduction.
