On October 30, the Ministry of Finance sent an official dispatch to the People's Committees of provinces and centrally run cities (except Quang Ninh province) guiding the implementation of inspections of the management of donations and sponsorships at historical and cultural relics. The inspection period is in 2023.

In this document, the Ministry of Finance affirms that the State does not manage donations or sponsor religious activities of religious organizations. Organizations and individuals who are owners or are assigned to manage and use relics shall decide for themselves and be responsible for receiving, managing and using donations and sponsoring the protection and promotion of the value of relics and festival activities.

However, the source of money from donations and sponsorship for relics and festival activities must be managed and used for the right purposes, with records and full reflection of revenues and expenditures, ensuring publicity and transparency.

The Ministry of Finance also instructed the People's Committees of provinces and centrally run cities (except Quang Ninh province) to issue a decision to conduct a comprehensive inspection of the management of donations and sponsorships at historical and cultural relics in the province, clearly stating that the subjects of inspection are historical and cultural relics that have been granted a certificate of relic classification by a competent state agency or included in the local inventory of relics according to the provisions of the Law on Cultural Heritage.

The purpose of the inspection is to synthesize and evaluate the management of donations and sponsorships at historical and cultural relics; through the inspection, it helps organizations and individuals who are owners or assigned to manage and use relics to self-manage donations and sponsorships in a transparent and clear manner.

The Ministry of Finance stated that the People's Committees of provinces and centrally run cities shall inspect the receipt, management and use of donations and sponsorships for relics and festival activities; at the same time, consider opening accounts and books to record the receipt and expenditure of donations and sponsorships, the content of the use of donations and sponsorships, and supervise the receipt, counting and use of donations and sponsorships at relics.

The results of the inspection in the province are summarized, submitted to the Chairman of the Provincial People's Committee for approval, and sent to the Ministry of Finance before March 31, 2024.

At the end of July, the Ministry of Finance reported to the Government on the results of the pilot inspection of the management of donation money at historical and cultural relics and pagodas in Quang Ninh province.

The inspection period is 2022 and the first 4 months of 2023 (not applicable for 2020 and 2021 due to the Covid-19 pandemic, the monuments must be closed).

According to the report, the total amount of donation money collected in 2022 is 70.8 billion VND (excluding donations, in-kind sponsorship, and construction works). The total amount of donation money spent in 2022 is 54.4 billion VND.

In the first 4 months of 2023, total revenue was 61 billion VND, almost equal to the revenue of the whole year 2022. Total expenditure in the first 4 months of 2023 was 29.4 billion VND.

The Ministry of Finance assessed that with the actual revenue in the first 4 months of 2023 being 61 billion VND, plus full reporting of donations at relics, the total revenue from donations and sponsorships in Quang Ninh province for the whole year of 2023 is expected to be over 180 billion VND.

Ba Vang Pagoda reports only part of the donation money, the rest is 'internally not public' Ba Vang Pagoda only reports on the management of donation revenue and expenditure, sponsorship for relics and festival activities. As for donation money and sponsorship for religious activities, "it is an internal matter of the Vietnam Buddhist Sangha" and is not public.
