Instead of having to study in a centralized manner, from January 1, 2025, motorbike driving learners will be able to study theory on their own, while car driving learners will be able to choose to study in a centralized manner or remotely.
Multiple learning options
As someone who wants to learn to drive a class B car, hearing the news that students will soon be able to choose whether to study theory in a centralized or remote manner, Mr. Nguyen Xuan Hoa (Bac Tu Liem, Hanoi) was happy.
"I work from 8am to 5pm every day, I can't take time off to go to driving school. Now if I can study online, I can study whenever I have free time, saving money and travel time," he said.
The content that Mr. Hoa mentioned is the regulation in Circular 35/2024 on training, testing, and granting driving licenses, which has just been issued by the Ministry of Transport. This Circular takes effect from January 1, 2025.
According to Mr. Luong Duyen Thong, Head of the Department of Transport and Vehicle Management, Drivers, Vietnam Road Administration, the current Law on Vocational Education allows vocational training in the form of direct, online, and distance learning. However, the 2008 Road Traffic Law only allows non-centralized learning for indefinite driving license categories. Meanwhile, in-centralized learning is required for driving license categories with a term.
Meanwhile, the Law on Road Traffic Safety (effective from January 1, 2025) assigns the Government to regulate other forms of driver training. Therefore, Circular 35/2024 stipulates that for driver training of all motorcycle classes, learners will be allowed to self-study theory subjects, then register for the test. If they meet the requirements, they will be granted a driver's license.
For those studying for car driving licenses, in addition to the form of concentrated study at training facilities, learners are allowed to choose the form: one is concentrated study, two is online study.
Learners can also study remotely, self-study with guidance through information technology applications, through software of qualified training institutions. Learners access the software and self-study at suitable times, as long as they ensure they have studied enough content and time as prescribed, they will be able to attend the test, certify the completion of the training course. Upon completion of the training course, they are allowed to attend the exams to be granted a driving license.
How is quality controlled?
Mr. Khuong Kim Tao, Head of the Driver's License Training and Testing Association (Vietnam Automobile Transport Association) said that in the era of technological development, online theory learning is reasonable. Students use computers and phones to self-study and exchange knowledge with teachers and other students anytime, anywhere. The most important thing is to strictly control and ensure effective and practical learning.
Mr. Tong Van Thuan, a teacher at Dong Do Driving Test Training Center (Bac Ninh) said that it is possible to use regular theoretical tests through the system and application for students to test. The ultimate goal is to make sure students have a firm grasp of the theory before the test.
According to Prof. Dr. Tu Sy Sua, senior lecturer at the University of Transport, when teaching and learning online, lectures must be designed differently from face-to-face learning. Teaching materials and methods must also be improved. Evaluation and testing of online learners must be carried out in stages, not just at the end of the semester.
Meanwhile, Mr. Luong Duyen Thong informed that online software must ensure that the right learners are managed, that learners study for the right amount of time, and that the program content is covered. The training unit will build online learning software that ensures these factors, and submit it to the Department of Transportation for approval before it can be applied. Therefore, there is no need to worry about reducing the quality of training.
How do countries teach driving online?
Countries around the world have been teaching driving online for a long time, bringing high efficiency. For example, in the US, people who need to take a driving test can study the theory at home through the internet or documents provided by the testing center. When they want to take the test, they register for the theory test, practice, and then register for the practical test.
In Russia, online driving lessons have been applied with flexible schedules so that all students can comfortably choose a schedule that suits their time. A student only takes two months to complete the course.
Meanwhile, in Korea, the sets of questions that often appear in the theory test along with the video lectures are also sold in bookstores so that everyone can study at home without having to go to class. Korean people can completely register for the driving test after studying all the questions compiled in the book.
