Encourage and inspire scientists to work and contribute

On December 28, in Hanoi, the Ministry of Science and Technology held a conference to review the work in 2023 and deploy tasks for 2024. Deputy Prime Minister Tran Luu Quang attended and directed the conference.

According to the report at the conference, Vietnam's Innovation Index (GII) has continuously improved over the past 13 years, demonstrating its effectiveness in converting input resources into innovative outputs. In 2023, Vietnam ranked 46/132 countries/economies, up 2 places compared to 2022, maintaining the 2nd position in the group of 36 lower-middle-income economies; is one of the 7 middle-income countries that have made the most progress in innovation over the past decade... In agriculture, science and technology have contributed to promoting the export of agricultural products to over 53 billion USD/year, the industry's trade surplus reached over 11 billion USD...

Speaking at the conference, Deputy Prime Minister Tran Luu Quang emphasized that with the goal of Vietnam becoming a developing country with modern industry and high average income by 2030; and becoming a developed country with high income by 2045, science and technology is the solution to achieve this goal, with the spirit of taking shortcuts and being ahead. According to the Deputy Prime Minister, it is necessary to perfect institutions, legal policies, and create a corridor for science and technology development.

In addition, the science and technology sector needs to have specific policies to develop this special field regarding the following contents: valuation of assets formed after implementing scientific research results, policies for scientists, autonomy mechanism, financial mechanism, etc.

At the same time, it is necessary to further promote research and application of science and technology in the direction of encouraging and inspiring scientists, and having policies to allocate sufficient costs for scientific research. The Deputy Prime Minister also emphasized the need to coordinate with relevant ministries, branches and units; strengthen connections to learn from international experiences, thereby arousing the spirit of unity to overcome difficulties and challenges.
