The Ministry clearly stated the legal basis for the complex to become a fully financially autonomous unit, including the Government's direction and the proposal of the Ministry of Finance.

The Ministry of Culture, Sports and Tourism decides as follows: "The complex is classified as a public service unit that self-insures regular expenses. The state budget supports/grants regular expenses for the first year of the 2023 stabilization period: none. The cost of ordering public service services using the state budget: none. The source of fee revenue retained for regular expenses: none. The head of the unit is responsible for organizing the implementation of the unit's financial autonomy according to regulations. The Chief of Office of the Ministry of Culture, Sports and Tourism, Director of the Department of Financial Planning of the Ministry of Culture, Sports and Tourism, Director of the Department of Physical Training and Sports and the Director of the sports complex are responsible for implementing this decision".
Thus, from 2023, the My Dinh National Sports Complex will not receive any state funding (even a single cent). Previously, although this unit was financially autonomous, it still received a certain amount of funding to renovate and repair items periodically every year.
