Flooded hospital runs out of fuel to run generator

Today, September 16, Deputy Minister of Health Tran Van Thuan signed and issued Official Dispatch No. 5481/BYT-KCB to health departments, hospitals and health facilities of ministries and branches on ensuring medical examination and treatment, and supporting the recovery of flood consequences caused by storm No. 3.

The document stated that the recent storm No. 3 with its very strong intensity and the floods and landslides after the storm caused extremely serious consequences for people, property, public works and people's lives. Many medical examination and treatment facilities were affected and damaged, especially in provinces and cities such as Quang Ninh, Hai Phong, Thai Binh, Hung Yen, Hai Duong, Hanoi, Lao Cai, Yen Bai, Thai Nguyen, Tuyen Quang, Lang Son, and Hoa Binh.

In that context, hospitals, medical centers, and medical stations still ensure medical examination and treatment to serve the people, in accordance with the instructions in the Prime Minister's telegrams and the Ministry of Health's documents on storm and flood prevention.

According to local reports, there has been no case that has not received emergency care and timely treatment. Hospitals have prepared to deal with the super typhoon, moving patients and equipment to higher floors, preparing human resources, medicine, generators, etc. to treat patients.

At some hospitals in Hai Phong City and Quang Ninh Province, due to prolonged power outages and running out of fuel for generators, staff were mobilized to squeeze the balloons by hand, wholeheartedly saving the lives of patients; medical facilities in the northern mountainous provinces actively treated victims buried or injured by the storm and the rain, wind, and landslides after the storm; many medical staff waded through mud and floods with the people to cope with and overcome the consequences...

In the face of the seriousness, urgency and compassion in caring for patients of the entire health system, the Ministry of Health highly appreciates and warmly commends the spirit of sacrifice and selfless work of the medical staff in the localities.

Continuing to implement the Prime Minister's direction, in order to quickly overcome the consequences of storms and floods, maintain and ensure conditions to effectively carry out the work of protecting and taking care of people's health, the Ministry of Health requests that hospitals under the Ministry of Health, hospitals of medical and pharmaceutical universities; and hospitals in provinces and cities with professional conditions, not affected by storms and floods, be ready to support, establish working groups to increase human resources for treatment and disease prevention for hospitals in provinces and cities affected by storm No. 3 when necessary; support, connect remote medical consultation and treatment, and receive patients.

Encourage donations to support people in storm and flood areas with the spirit of mutual love and support depending on the contribution capacity of each unit and individual.

For hospitals and medical facilities in areas affected by storm No. 3, the Ministry of Health notes that they must not collect fees for expenses not covered by health insurance from victims in accordance with the Prime Minister's direction; summarize treatment costs and report to the Department of Health; coordinate in receiving, distributing, and using support funds from organizations and individuals, in accordance with the provisions of law.

At the same time, review facilities, equipment, medicines, and supplies and proactively propose timely solutions and supplements to ensure routine medical examination and treatment; be ready and wholeheartedly serve patients; in cases beyond capacity, transfer to another facility or request support for remote medical examination and treatment.

The Ministry of Health requested the health departments of provinces and cities affected by storm No. 3 to strengthen on-site monitoring, closely direct, grasp the situation of local medical facilities and provide immediate support if necessary to quickly overcome the damage and bring medical examination and treatment activities back to normal.

The Ministry of Health also requested the Department of Health to direct the provincial Center for Disease Control to coordinate with local authorities to ensure clean water, environmental sanitation and disease prevention. Prepare a response plan for the scenario of increased epidemics after storms and floods and diseases such as diarrhea, poisoning, dermatitis, etc.

Summarize the treatment costs of victims in the area and the damage caused by storms and floods, and report to the Provincial People's Committee for timely solutions.
