Reporting to the Deputy Prime Minister, the leaders of Ninh Binh province said that in the past time, they have led and directed the preparation of "4 on-site" measures to respond to storms and floods in the area. They have mobilized and evacuated people in flooded areas in Nho Quan and Gia Vien districts.
According to statistics from authorities, the number of houses flooded by floods on the Hoang Long River is 1,005, concentrated in areas outside the dike.
On the afternoon of September 12, Deputy Prime Minister Tran Hong Ha and his delegation inspected the Gia Vien Pumping Station and Lac Khoi spillway.
Deputy Prime Minister Tran Hong Ha acknowledged Ninh Binh province’s proactive spirit in implementing flood response plans after storm No. 3. In particular, Ninh Binh has implemented the spillway release order in accordance with the procedures, carried out the evacuation plan when the water level reached 4.9 m and well prepared for the “4 on-site” work in the locality.
Deputy Prime Minister Tran Hong Ha emphasized that the water level on the Hung Thi, Hong and Nhue rivers has decreased. In addition, according to the forecast of the hydrometeorological agency, the water level on the Day and Hoang Long rivers is showing signs of slowing down. Thus, the factors affecting the reduction of flood water levels on Ninh Binh's rivers are very favorable.
The Deputy Prime Minister requested Ninh Binh to closely monitor weather developments and organize contingency plans in case of any situation.
Deputy Prime Minister Tran Hong Ha also noted that Ninh Binh needs to clearly identify that the flood level has only decreased in danger, but is still above alert level 3, and the weather situation is still complicated. Therefore, we must not be subjective, we need to continue to closely monitor weather developments, organize plans to be ready when situations arise; mobilize forces to continuously patrol and guard the dike until it is safe.
The Deputy Prime Minister requested that authorities at all levels mobilize maximum resources to take good care of people's lives, ensure safety of life and property, and prevent people from lacking food, drinking water, or medicine. Strengthen propaganda work so that people continue to raise awareness of the dangers of floods and proactively prevent safety.
Issue an immigration order
On the same afternoon, Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc signed the Evacuation Order, requesting Gia Vien District People's Committee and Nho Quan District People's Committee to notify people in flood-diversion and flood-discharge areas in the area and deploy an evacuation plan when the water level of Hoang Long River at Ben De reaches (+5.3 m).
The Day River dike through Yen Khanh district is leaking water, forcing authorities to use tarpaulins and sandbags to reinforce it.
Gia Vien District People's Committee, Nho Quan District People's Committee coordinate with the Police, Military and relevant agencies to evacuate people and prepare rescue forces and means when necessary. Ensure that all people in flood-diversion and flood-slowing areas are brought to safety before operating the Lac Khoi spillway.
Gia Vien District People's Committee, Nho Quan District People's Committee, Department of Agriculture and Rural Development, Irrigation Works Exploitation One Member Co., Ltd. and related units are ready to release spillway when ordered.
Authorities have banned vehicles from traveling on the dike after the incident.
According to the 8:00 p.m. bulletin on September 12 from the Ninh Binh Hydrometeorological Station, the water level on the Hoang Long River at Ben De was 4.93m (0.93m above alert level 3); at Gian Khau 4.52m (0.82m above alert level 3), 0.02m above the historical flood peak in 2017. The Day River in Ninh Binh was 4.21m (0.71m above alert level 3), 0.27m above the historical flood peak in 2017.
Forecast for the next 12-24 hours: Water level on Hoang Long River at Ben De and Gian Khau continues to rise slowly; at Ben De, it is likely to be at 5.00-5.20m (above alert level 3: 1.00-1.20m); at Gian Khau, it will be at 4.50-4.70m (above alert level 3: 0.80-1.00m). On Day River in Ninh Binh, it continues to change slowly, at 4.20-4.40m (above alert level 3: 0.70-0.90m).
Also on the evening of September 12, authorities used tarpaulins and sandbags to reinforce the Day River dike in the Khanh An Port area of Yen Khanh District due to water leaking from the Day River through the dike. At the same time, authorities stopped barricading and banned all vehicles from traveling on the dike to ensure safety.
