Pay teachers without collecting money from students
Ms. Nguyen Thi Thu Huong, Principal of Nguyen Du Secondary School (Hoan Kiem District, Hanoi), said that to implement the new regulations on extra teaching, the school has stopped teaching two sessions with fees from students. When the Hanoi Department of Education and Training announces the subjects for the 10th grade entrance exam, the school will organize free review sessions for 3 subjects for students in need. Teachers' salaries will be balanced from regular expenses to cover teaching more than the prescribed number of sessions.
Don't "leave" exam preparation hanging because of new regulations on tutoring
However, Ms. Huong said that the number of students who have just started reviewing for the exam may not be many because to prepare for this very stressful exam, most families have a review plan a year in advance.
Ms. Nguyen Boi Quynh, Principal of Viet Duc High School (Hanoi) also affirmed that the implementation of Circular 29 has almost no impact on the school because for a long time, the school has not collected money from students for tutoring, training, and exam preparation. The school balances regular expenses for educational activities to pay teachers according to regulations for teaching more than the prescribed number of hours.
Luu Hoang High School (Hanoi) said that right from the beginning of the school year, it organized for students to register for high school graduation exams and built a review plan suitable for each class and student based on the voluntary spirit of students and parents. Most of the time, it teaches regular courses in parallel with review and exam preparation to avoid overloading both teachers and students, and students do not have to pay fees.
The school's leaders also said that the school organizes special review classes for 12th grade students with poor academic performance and at risk of failing the graduation exam, also known as "important" classes. In these classes, special attention is paid to student organization and management; at the same time, teachers with the best expertise, enthusiasm, responsibility, and ability to teach weak students to improve are assigned.
However, schools believe that in order to maintain a regular and long-term operation, educational institutions still hope that the city will have a financial support policy, and the Department of Education and Training will base on that to provide specific instructions so that teachers are paid appropriately for their efforts and working hours.
Department of Education and Training requires "encouraging and motivating teachers"
Up to this point, many Departments of Education and Training have issued directives related to the implementation of Circular 29 on extra teaching and learning. In which, requirements are stated so as not to affect the review and exam preparation of final year students.
Nam Dinh Department of Education and Training requires schools to organize effective review for high school graduation exams and 10th grade entrance exams in 2025. In particular, it organizes a survey of student needs to register for high school graduation exams in 2025; Departments of Education and Training direct secondary schools to review student needs to register for 10th grade entrance exams by subject, number of classes, study time... to have specific instructions in the coming time.
Schools also need to differentiate students well; prioritize teachers to guide and help students with unsatisfactory or satisfactory learning results; for students with fair and good learning results, they can guide students to self-study.
Nam Dinh Department of Education and Training provides specific instructions: "Assign teachers to teach to ensure the maximum teaching quota. Prioritize the arrangement of teachers with good capacity to teach, limit the assignment of these teachers to take on other concurrent tasks. Encourage teachers to voluntarily teach exam review...
The People's Committee of Phu Tho province also directed that extra teaching and learning in schools must not collect money from students and is only for students who register for extra classes by subject, including: students whose study results for the last subject of the adjacent semester are not satisfactory; students selected by the school to foster excellent students; final year students who voluntarily register to review for entrance exams and graduation exams according to the school's education plan...
Previously, the document of the Ministry of Education and Training sent to localities also emphasized the requirement: "Absolutely do not loosen the organization of review and training for students with unsatisfactory learning results; organize for final year students to strengthen review for entrance exams and graduation exams according to the school's education plan, determining that this is the responsibility of the schools...".
