Regarding the question of what benefits will employees receive when streamlining the apparatus and losing their jobs, expert Duong Thi Minh Chau (Head of the Department of Propaganda and Support for Social Insurance Participants in Region I) said that if the employee is a civil servant and quits his job, he will receive unemployment benefits, but if the civil servant does not pay social insurance, he will not receive this benefit. Instead, the civil servant will receive a 3-month salary benefit. After 1 year of stopping paying social insurance, union members who are civil servants will receive unemployment benefits once.

Regarding concerns about how to respond when workers discover a risk of occupational safety during work, Ms. Do Thi Lan Chi (Deputy Head of the Department of Labor Safety and Occupational Health - Trade Union University) informed that the 2015 Law on Labor Safety and Hygiene clearly stipulates that workers have the right to leave the workplace when they clearly see a risk of a work accident that threatens their life or health, but must immediately report to their direct supervisor and will still be paid their full salary and will not be considered a violation of labor discipline.
However, the law does not clearly define what risks of occupational accidents that threaten life and health are. Therefore, to clarify this issue, businesses must have regulations on when we consider a serious threat to life and the process of leaving the workplace when detecting unsafe risks.
"I think that, when amended, the Law on Labor Safety and Hygiene must also clarify this matter," Ms. Do Thi Lan Chi emphasized.
According to Ms. Do Thi Lan Chi, ensuring labor safety is the responsibility of the employer. Workers will be divided into groups working in normal conditions and groups working in dangerous, toxic, or extremely toxic environments.
For the group working in dangerous and toxic conditions, there will be more policies and attention such as in-kind compensation; personal protective equipment; reduced working time compared to those working in normal environments. As for workers working in strict environments, they can retire earlier than those working in normal environments.
