Construction of 9 railway lines to begin before 2030

(Chinhphu.vn) - The Vietnam Railway Authority (Ministry of Construction) said that from now until 2030, it is expected to start construction on 9 national railway projects across the entire network. It can be seen that the demand for railway investment in the period up to 2030, with a vision to 2050, has opened up a market of about 100 billion USD, attracting many large enterprises ready to join.

From now until 2030, it is expected that 9 national railway projects will start construction across the entire network.

9 railway lines to start construction before 2030

Specifically, the North-South High-Speed ​​Railway Project, newly invested in the entire route with a length of about 1,541km, starting point Ngoc Hoi station (Hanoi), ending point Thu Thiem station (HCMC); double-track railway, 1435mm gauge, design speed 350km/h, axle load 22.5 tons. The route passes through 20 provinces/cities under the Central Government, has 23 passenger stations, 5 freight stations. Regarding the function, passenger transport, it can transport freight when necessary.

The total preliminary investment of the project is 67.34 billion USD; using state budget capital and other legal capital sources. The project will prepare a feasibility study report (FS) from 2025, striving to basically complete the project by 2035.

Lao Cai - Hanoi - Hai Phong railway project, new investment for the entire route with a length of about 388.1km (Lao Cai - Lach Huyen Port section is 383km long, Lao Cai station - rail connection point section is 5.1km long); the branch line connecting Dinh Vu port is 7.3km long, the branch lines connecting Yen Vien station are 7.73km long.

The route starts at the rail connection point with China (Lao Cai City), ends at Lach Huyen Port Station (Hai Phong); passes through 9 provinces/cities under the Central Government, has 30 passenger stations, 2 depots in Yen Thuong, Yen Vien. The designed speed is 160km/h, the route transports passengers and goods.

The project is implemented in the form of public investment; the total preliminary investment is about 8.39 billion USD. Regarding the implementation progress, the feasibility study report will be prepared from 2025, striving to complete the project by 2030 at the latest.

The Hanoi Eastern Belt Railway Project starts at Ngoc Hoi Station and ends at Kim Son Station (Hanoi). The total length is about 31km, with a passenger train speed of about 120km/h and a freight train speed of about 80km/h. The project is expected to start construction in 2027 and be basically completed in 2032.

Yen Vien - Pha Lai - Ha Long - Cai Lan railway project, starting point at Yen Vien station (Hanoi), ending point at Cai Lan station (Quang Ninh). Total length is about 131km, gauge 1435mm and 1000mm. The route was previously under investment, but had to be delayed and extended according to Resolution No. 11/NQ-CP dated February 24, 2011 of the Government. Currently, the Ministry of Construction has assigned the Railway Project Management Board to prepare a Pre-Feasibility Study Report (NCTKT) to submit to competent authorities for consideration, approval, and continued investment in the route. Expected progress: strive to start construction in 2027, basically complete the entire route in 2030.

Thu Thiem - Long Thanh railway project, starting point at Thu Thiem station (Ho Chi Minh City), ending point at Long Thanh station (located between Long Thanh airport, Dong Nai). Total length of the route is about 42km, transporting passengers. The project is preparing a Technical Research Report. Expected progress: striving to start construction in 2027, completed in 2030.

Recently, the Ministry of Construction proposed that the Prime Minister assign the Ho Chi Minh City People's Committee to be the competent authority to invest in the Thu Thiem - Long Thanh railway line and add it to the Ho Chi Minh City urban railway planning.

Ho Chi Minh City - Can Tho railway project, starting point at An Binh station (Binh Duong province), ending point at Can Tho station (Can Tho city). Total length is about 175.2km, designed speed of passenger trains is about 200km/h, freight train speed is about 120km/h. The project is preparing a Technical Research Report. Expected progress: strive to start construction in 2027, basically complete the entire route in 2032.

Bien Hoa - Vung Tau railway project, starting point at Trang Bom station (Dong Nai), ending point at Vung Tau station (Ba Ria - Vung Tau). Total length of the route is about 132km, passenger train speed is about 160km/h, freight train speed is about 120km/h. The project is preparing a Technical Research Report. Expected progress: strive to start construction before 2030, basically complete the entire route by 2035.

Vung Ang - Mu Gia railway project, starting point at Vung Ang station (Ha Tinh), ending point at Mu Gia station (Quang Binh). Total length of the route is about 105km, single track with 1435mm gauge, passenger train speed is about 120km/h, freight train speed is about 80km/h. The investor is preparing the project's Pre-feasibility Study Report. Expected progress: strive to start construction before 2030, basically complete the entire route by 2035.

Thap Cham - Da Lat railway project, starting point at Thap Cham station (Ninh Thuan), ending point at Da Lat station (Lam Dong province). Total length is about 84km, single track 1000mm gauge, passenger train speed is about 120km/h, freight train speed is about 80km/h. The investor is preparing the project's Pre-feasibility Study Report. Expected progress: strive to start construction before 2030, basically complete the entire route by 2035.

Many large enterprises registered to participate.

For more information, Director of Vietnam Railways Department Tran Thien Canh said that by 2030, the country will develop 16 more railway lines with a total length of up to 4,802km (an increase of 2,362km compared to the current). By 2050, the corresponding number will be 25 lines, with a length of 6,354km (an increase of 1,552km).

Currently, many localities have planned urban railways and inter-regional railways. Hanoi alone will invest 415km by 2035, while Ho Chi Minh City will invest 355km. By 2045, Hanoi needs to invest 200km, while the figure in Ho Chi Minh City is 155km.

Affirming that Hoa Phat Group can master the technology of producing steel and rails to supply the railway market, Mr. Nguyen Viet Thang, General Director of Hoa Phat Group, said that from 2025, Hoa Phat will increase its total steel production capacity to 15 million tons/year, becoming one of the 30 largest steel producers in the world. Hoa Phat can produce many steel products to serve railway projects.

Hoa Phat has implemented a production investment project of about 10,000 billion VND, starting construction at the end of the third quarter, early in the fourth quarter of 2025. The project implementation time is about 24-30 months, the first rail product will be released at the end of 2027.

"Hoa Phat commits to producing rails with guaranteed quality and competitive prices compared to imported products. But with such a large investment, we also hope that the State will have a specific commitment to the enterprise," Mr. Thang suggested.

Regarding the field of railway signal information, Mr. Le Quang Hieu, Deputy General Director of Viettel Solutions (Viettel Group) said that Viettel has established a group to orient and deploy participation in the railway industry from the group to its member units in areas such as: Mastering the production of equipment, radio, control signals, security information software, etc.

Mr. Do Manh Cuong, Deputy General Director of Fecon Group, added that since 2014, Fecon has sent experts and engineers to work abroad to learn about the urban railway sector. For Hanoi Metro Line 3, Fecon is a subcontractor of the Hyundai & Ghella joint venture.

From this experience, Mr. Cuong affirmed that Vietnamese enterprises can completely access technology and proactively construct infrastructure items using modern technology with the foundation, foundation and entire structure under the rail.
