VHO - On the morning of October 25, Cam Le district (Da Nang) organized a workshop on "Preserving and promoting cultural heritages associated with socio-economic development" with the participation of many representatives of organizations and individuals researching conservation, museums, and cultural restoration in the area.
This is the first time a specialized scientific conference has been organized by a district-level locality, further identifying a major policy from the cultural sector and the Da Nang government: encouraging "localization" of cultural preservation.
Mr. Nguyen Duc Tuan, Chairman of the Cultural Heritage Association of Da Nang City, shared that this issue has been paid attention to by the Party Committee and the government of Da Nang in recent years. How to mobilize people to care about the preservation and development of indigenous culture? "Only when the community participates in cultural activities, will the opportunity for economic growth and local tourism be sustainable. And that needs to be done at the nearest grassroots level, from communes and wards to districts," Mr. Tuan assessed.
“Localization” of cultural preservation movements
In his speech on behalf of the Da Nang Heritage Association at the workshop, Mr. Tuan clearly stated four practical solutions to preserve and promote the value of cultural heritage in Cam Le district.
That is to enhance the effectiveness of state management, with appropriate management regulations and policy mechanisms, especially promoting the role of community supervision; increase investment capital for management and conservation, especially mobilizing socialization, attracting investment from organizations, individuals and enterprises; improve the quality of human resources for management and conservation work; and promote propaganda, raise people's awareness to participate in preserving and promoting cultural heritage values.
Hoa Vang Cemetery (or Khue Trung Cemetery) is located in Khue Trung Ward, Cam Le District. This national relic site is the resting place of more than 1,000 martyrs and patriots who died in the early stages of the resistance war against the French.
Mr. Tuan emphasized the role of the people as the most important subject in discovering, protecting and promoting the cultural values of indigenous heritage. This role must be affirmed alongside the professional teams and specialized fields working on culture and conservation, and even in terms of historical time, it has the most important and practical meaning.
According to the Organizing Committee of the Cam Le District Workshop, this perspective is also the main spirit for the district to boldly build and implement the specialized workshop. With nearly twenty presentations at the workshop, it is clear that there were up to eight presentations directly presented by local authorities at the ward level and organizations and research institutes directly referring to the role of the social community in achieving the goals of preserving and promoting the value of grassroots cultural heritage.
The local government clearly identified three discussion groups with State management subjects, specialized management agencies on culture and tourism, and a discussion group identifying strengths, potentials, and solutions closely linked to local people and social communities.
The main message of the scientific conference is to emphasize the role, responsibility and rights of local people in the goal of best promoting the position of preserving and preserving local cultural heritage.
People act, government implements
Mr. Huynh Dinh Quoc Thien, Director of Da Nang Museum, acknowledged that Cam Le is one of the localities with many sites and relics related to social history, and community cultural space, local religious spirituality, creating a positive and long-standing social psychology in the area.
Therefore, the investment in construction and institution of museums, relic sites and heritage sites here cannot be separated from the role of local people. Even participation shows the responsibility of caring for, protecting and supervising relics, artifacts and community cultural spaces of the people, which is the "soul" of promoting the value of heritage.
Therefore, the key concepts in the orientation of local cultural preservation work that need to be firmly grasped are the community with its current status, the imprint over time of lifestyle, activities, folk knowledge, religious spiritual beliefs, etc.
Propaganda and mobilization work needs to be conveyed through many levels, forms, and solutions in the community, from traditional concepts with professional management networks, the State, to the use of social networks, ritual activities, festivals, and people's customs...
Only by properly implementing and exploiting these concepts, fully bringing awareness, promoting the role of contribution and guidance of the people in the activities of preserving and preserving culture and heritage can we truly protect the long-term values of cultural heritage.
Mr. Vo Ha, Da Nang Propaganda Department, said that it is necessary to harmoniously apply the two issues of heritage preservation and economic development. Some localities have encountered difficulties when implementing the wrong cooperation relationship between these two issues.
It is possible to preserve heritage very well but not exploit economic values, even affecting and delaying local socio-economic activities; and exploiting good economic development opportunities, but lax and having harmful effects on cultural heritage values.
From this perspective, the City Party Committee and People's Committee of Da Nang City have paid attention to the direction of mobilizing and organizing local levels as the foundation for investment activities, encouraging people and local economic and cultural organizations to pay close attention and harmoniously build the relationship between the two development issues.
Therefore, the district-level scientific workshop held in Cam Le, as well as a number of previous workshops proposing planning and development of the area in Hoa Vang district and Hai Chau district, are all positive manifestations, proactively promoting the role of the grassroots in design and promoting the role of local urban authorities.
Only through these activities can the proactiveness of local authorities be raised, boldly aiming for more development criteria, daring to think, daring to do, especially aiming for every opportunity to best promote the role of people in grassroots social culture.
