Promoting its existing potential and advantages, especially in terms of natural conditions, climate, and land, Quang Tri is gradually realizing the goal of becoming the energy center of the Central region and the whole country by 2030.
Efficiency from energy projects
With the characteristics of a land of harsh sun and wind, Quang Tri province is determined to turn the disadvantages of nature into a driving force and space for sustainable economic development. According to calculations, the total energy source of Quang Tri is about 18,000 MW. On this basis, the province has identified large energy areas including wind power in the West and gas power in the Southeast Economic Zone of the province.

Talking to us, Director of the Department of Industry and Trade Nguyen Truong Khoa said: “Up to now, in the province, there are 20 wind power projects with a total installed capacity of 742.2 MW; 3 solar power projects with a capacity of 119.6 MW have completed commercial power generation; 10 hydropower projects with a total capacity of 167.5 MW have been put into commercial operation...
The total capacity of completed construction work in the area up to now is 1,119.5 MW. In addition, the province has 11 wind power projects with a total capacity of 424 MW and 7 small hydropower projects with a total capacity of 93 MW that have been approved for planning, granted investment policies and are currently implementing investment and construction.
Along with renewable energy projects, Quang Tri has also initiated large-scale energy projects. In the Southeast Economic Zone, gas-fired power projects have attracted investment, such as the Quang Tri Combined Cycle Gas Turbine Power Plant project with a capacity of 340 MW, which was added by the Prime Minister to the adjusted Power Plan VII and agreed to assign Gazprom EP International BV (under the Gaprom Group - Russian Federation) as the project investor, using gas from the Bao Vang field off the coast of Quang Tri.
In early 2021, the Prime Minister agreed to the proposal of the Ministry of Industry and Trade and the Provincial People's Committee to add the Hai Lang LNG Power Center to the national power development plan; including adding phase 1 with a capacity of 1,500 MW to the adjusted power plan VII, scheduled to be put into operation in 2027-2028, by a consortium of 4 investors including T&T Group (Vietnam), South Korea Electric Power Company - KOSPO, Korea Gas Corporation - KOGAS and Hanwha Energy Corporation - HEC from Korea as project investors...
These projects are identified as key energy projects of the province, which need to be prioritized for investment to create momentum to soon turn Quang Tri into the energy center of the Central region. This will create a premise and driving force for projects in the Southeast Economic Zone such as My Thuy port, multi-industry industrial park, logistics... to soon come into construction and operation.
After coming into operation, along with contributing to the local budget, energy projects in the province have contributed to investing in about 100km of transport infrastructure, creating jobs for 681 workers, including 558 local workers, improving livelihoods and social security for the locality...
At the same time, energy projects in the area have had their environmental impact assessment reports approved by competent authorities or have committed to protecting the environment in the direction of both developing "wind power fields" and ensuring the ecological environment, stabilizing the lives of people in the project area and serving tourism development.
Efforts to attract investment
To facilitate the development of the energy industry, on April 27, 2021, the Quang Tri Provincial Party Committee issued an Action Program to implement Resolution 55-NQ/TW of the Politburo on the strategic orientation for Vietnam's national energy development to 2030, with a vision to 2045.
This is an important program for the province to call for the development of a sustainable energy industry. The province strives to develop energy projects in the area by 2025 to reach a power generation capacity of over 3,000 MW; in the 2026-2030 period, it will reach 8,000-10,000 MW; after 2030, it will have about 10,000 MW to actively contribute to increasing local budget revenue.

In recent times, based on the Party and State's policy of encouraging energy development, along with promoting potential and advantages, the province has focused on directing the work of planning, supplementing electricity development planning, and wind power development planning.
As a result, many projects have been included in the national power development plan and provincial power development plan for implementation, focusing on attracting investment projects in energy development, especially renewable energy. Along with that, the Provincial People's Committee has closely followed the reality, resolved investors' problems, and issued a number of documents related to electricity and energy for direction and management.
In addition to the Government's preferential policies, investors coming to Quang Tri also enjoy their own incentives and support. Accordingly, investors will enjoy incentives on land rent, support for the development of technical infrastructure systems inside and outside the project fence; technical support, training, and consulting on output markets for products depending on each specific project. Along with investment incentives, provincial leaders always clearly show their support and resolve difficulties for investors coming to the province.
“To achieve the goal of becoming the renewable energy center of the Central region and the whole country, the province continues to propose to the Prime Minister, ministries and central branches to soon approve the addition of the province's submitted energy projects to the plan to implement the National Power Plan as a basis for the province to deploy and call for the selection of capable investors for the next phase.
In addition, the province is determined to improve the investment environment on the basis of law, creating friendliness, safety and efficiency for investors when they come to learn about investment opportunities in the locality; orienting the selection of large and prestigious investors on the basis of using less resources, using advanced technology, creating many jobs, and products with high added value", Director of the Department of Industry and Trade Nguyen Truong Khoa added.
With energy projects being and will be implemented, Quang Tri is gradually becoming a “concentration point” for many large-scale projects in energy, infrastructure, and tourism. From the potential and initial results, the energy industry is identified by the province as a breakthrough development sector, a priority direction for the province’s socio-economic development.
And in the future, there is a solid foundation to access large potential resource areas such as the Ken Bau gas field with the largest forecasted reserves in Vietnam's history, the Bao Vang field and many other potential areas. All of these resources can allow Quang Tri to provide enough input materials for a series of current and future power projects, creating a solid foundation for implementing the policy of building a regional energy center, on the East-West Economic Corridor.
