Speaking at the opening of the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council stated: In the first 6 months of 2024, based on the provisions of the law and the actual situation of the province, implementing the direction of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial People's Council successfully organized 3 sessions to review and resolve arising and unexpected issues within its authority; the Provincial People's Council passed 39 resolutions. The organization of the sessions promptly issued many important decisions, contributing to the good implementation of planning work, promoting investment attraction, socio-economic development and implementing the political tasks of the province.
At this session, the Provincial People's Council will review, discuss and decide on the main contents: Review the reports of the Provincial People's Committee and of the sectors, evaluate the results achieved in the fields of socio-economics, national defense and security; direction, administration and organization of the implementation of the resolutions of the Provincial People's Council. At the same time, objectively and comprehensively evaluate, point out shortcomings and limitations, clarify the causes of limitations and shortcomings; on that basis, determine tasks and specific and feasible solutions, strive to complete the socio-economic targets of the province in 2024, contributing to the successful implementation of the 5-year socio-economic development plan, period 2021-2025. The Provincial People's Council will review the work reports of the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council and relevant agencies according to the law.
Exercising the right to supervise through questioning activities, at the session, the Provincial People's Council focused on two groups of issues that voters and people are interested in, namely: "Group of issues on maintaining and developing provincial-level OCOP products"; "Group of issues on arranging the organizational apparatus, implementing the autonomous mechanism of public service units in the health sector".
At this session, the Provincial People's Council will consider and approve 13 draft resolutions to promptly institutionalize the Party's guidelines and policies, the State's policies and laws and meet the requirements of development. These include support policies for cadres, civil servants, public employees, and workers of agencies, organizations, and units at the district level and commune-level cadres, civil servants, and part-time workers at the commune level, in villages, and residential groups who are redundant due to the rearrangement of district and commune-level administrative units in the province; support policies for collectives and individuals who perform well in population work in the province; targeted supplement of the 2024 provincial budget for districts and cities and draft resolutions on approving project investment policies.

The summary report on the implementation of the socio-economic development plan in the first 6 months of the year; tasks and solutions for the last 6 months of 2024 presented by Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee stated:
In the context of many difficulties, the Provincial People's Committee has closely followed the leadership of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council; promoted the spirit of responsibility, solidarity, unity, democracy, focused on directing and implementing synchronously, resolutely, with a focus on key tasks and solutions to maintain and develop production, promptly grasped the situation and removed difficulties and obstacles, effectively supported enterprises in developing production and business, focused on promoting service sectors; synchronously developed culture and society; with the consensus and support of the people and the business community, efforts have been made to overcome difficulties and challenges. Therefore, the economic development situation of the province in the first 6 months of the year continued to develop:
The 6-month GRDP growth rate reached 8.19%, ranking 12th out of 63 provinces and cities nationwide and 6th out of 11 provinces and cities in the Red River Delta. Industrial production, agriculture, trade and services continued to have new developments; the movement to build new rural areas was enhanced and achieved many results. Culture and society made many advances, social security was ensured, the material and spiritual life of the people continued to improve and increase; the average income per capita in 2023 of Ninh Binh province reached 5.33 million VND/month, ranking 11th out of 63 nationwide and 6th in the Red River Delta region.
The planning work has been focused on and promoted, and the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, has been quickly publicized and implemented immediately after being approved by the Prime Minister, ensuring timeliness and compliance with regulations. At the same time, the Planning Announcement Conference was successfully organized, with the honor of having the Prime Minister attend and give a speech, thereby creating consensus and trust among Party committees, authorities, business communities and people of all walks of life in the province, and was highly appreciated by the Central Ministries and branches.
Investment promotion continues to receive attention. Foreign affairs and international cooperation activities continue to be promoted and expanded. Local defense and military are strengthened; political security and social order and safety are ensured. Administrative reform, citizen reception, complaint and denunciation settlement, and corruption and negativity prevention and control are given attention and focused direction.
In the last 6 months of 2024, the Provincial People's Committee strives for a GRDP growth rate of 8% or more in 2024 (higher than the planned target of 7.6% according to the Resolution of the Provincial People's Council).

Next, Comrade Bui Hoang Ha, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council presented the Work Report of the Provincial People's Council Standing Committee in the first 6 months of the year, key tasks in the last 6 months of 2024.
The report affirmed: In the first 6 months of 2024, the Standing Committee of the Provincial People's Council seriously implemented the leadership of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee; closely coordinated with the Provincial People's Committee and the Standing Committee of the Provincial Vietnam Fatherland Front Committee to focus on directing and implementing the work plan and program well.
Specifically, the Standing Committee of the Provincial People's Council coordinated and successfully organized 3 sessions of the Provincial People's Council, passed 39 resolutions (including 4 legal resolutions, 4 resolutions on personnel work and 31 individual resolutions), promptly completed the leadership positions of the Provincial People's Council and issued many decisions to create an important legal basis to ensure the implementation of regulations on planning, economy, budget, health service prices and public investment projects in the province; ensuring compliance with legal regulations, contributing to promoting investment attraction, socio-economic development, ensuring security and defense, creating momentum for the rapid and sustainable development of Ninh Binh province in the coming years.

Regarding the key tasks for the last 6 months of 2024, the Standing Committee of the Provincial People's Council continues to closely coordinate with the Provincial People's Committee, the Standing Committee of the Provincial Vietnam Fatherland Front Committee and all levels and sectors to thoroughly grasp, organize and seriously and effectively implement the resolutions of the National Assembly and the Provincial People's Council.
Prepare and organize meetings well; complete the 2024 thematic supervision program, focusing on supervising the implementation of recommendations after supervision, after explanation and commitments after answering questions, and problems that voters and people reflect and recommend.

The draft laws and resolutions considered, commented on and approved by the National Assembly at this session are related to many sectors and fields, and have received great attention and follow-up from voters and the people, in order to meet the requirements of socio-economic development; promptly and effectively implement social security policies, ensure national defense, security, international integration, and create momentum for the country to develop rapidly and sustainably.

Improve the quality, effectiveness and efficiency of supervision work, especially the review of the results of implementing recommendations after supervision. Promptly disseminate and implement the laws and resolutions recently passed by the National Assembly at the 7th Session, proactively develop mechanisms and policies suitable to the practical situation of the locality; promote the dissemination and popularization of laws widely, create unity in awareness, and ensure effective implementation when the laws come into effect.
At the same time, the province needs to promptly implement the National Assembly's Resolution on salary increase for cadres, civil servants, public employees, and armed forces; promptly adjust salary levels for retired cadres and social allowances, and allowances for meritorious people effective from July 1, 2024.
