Speaking at the opening of the session, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, gave an overview of the internal meeting on the afternoon of July 1. According to the program of the eighth session, the Provincial People's Council will consider and decide on many important contents.

He suggested that delegates attending the meeting study and actively participate in discussing the reports of the Provincial People's Committee, especially on the results of implementing the tasks of socio-economic development, ensuring national defense and security in the first 6 months of the year, the direction and tasks for the last 6 months of 2024; the results of implementing the state budget revenue estimates, local budget expenditures in the first 6 months of the year, the central budget authorized, aid budget, budget allocated by vertical sectors and local funds managed in the first 6 months of 2024, a number of main tasks and measures to manage state budget revenue and local budget expenditure in the last 6 months of 2024... At the same time, propose solutions to existing problems, difficulties and obstacles; promptly resolve and propose solutions to overcome them.

The meeting will consider, discuss and approve 32   resolution. He requested that the delegates promote democracy and intelligence, focus on contributing comprehensive opinions on both content and authority, form, order and procedures for drafting resolutions; focus on in-depth research and careful discussion of draft resolutions on tuition fees for public preschool and general education institutions, payment levels for tuition exemption and reduction subjects, tuition fee support levels for students at private educational institutions; resolution regulating prices for medical examination and treatment services not covered by the Health Insurance Fund but not medical examination and treatment services upon request and prices for medical examination and treatment services for a number of cases in state-owned medical examination and treatment facilities under provincial management; Resolution approving the number of labor contracts performing professional and technical work according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government for public service units in the education sector with regular expenditures guaranteed by the State in Tuyen Quang province for the 2024-2025 school year; draft resolutions on adjusting capital sources for 3 national target programs...

At the meeting, the Provincial People's Council will consider and decide on personnel work according to its authority: Electing 2 members of the Provincial People's Committee and perfecting the leadership of the Provincial People's Council Committees for the 19th term, 2021 - 2026. The comrade requested that the Committees of the Provincial People's Council promote their roles and responsibilities in examining the contents submitted to the meeting to ensure that they are within their authority, in accordance with legal regulations, in accordance with the practical situation, meeting the aspirations of the people, and having high criticality.

The meeting listened to Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee report on the results of implementing socio-economic development tasks, ensuring national defense and security and reporting on the results of work in the first 6 months of the year; directions, tasks and solutions for the last 6 months of 2024.

In the first 6 months of 2024, the province's economy continued to develop, the growth rate of gross regional domestic product (GRDP) is estimated to increase by 8.84% over the same period in 2023 (ranked 6th out of 63 provinces and cities; ranked 2nd out of 14 provinces in the Northern midlands and mountainous region); industrial production value is estimated at 11,587.6 billion VND, up 19% over the same period in 2023; agricultural, forestry and fishery production value is estimated at 4,852.7 billion VND, up 5.4% over the same period in 2023; State budget revenue is estimated at 1,930 billion VND, reaching 50% of the estimate; attracting over 1.86 million tourists, total revenue from tourists reaching 2,271 billion VND, up 59% over the same period; created jobs for 17,125 workers, reaching 75.9% of the plan...

The province has mobilized and effectively used resources to build many key works and projects; organized the inauguration ceremony, put into operation and use the project to build the urban development axis road from Tuyen Quang city to the center of Yen Son district; Bach Xa bridge (Ham Yen); started construction of Ho Chi Minh road, Cho Chu - Trung Son intersection section; organized the construction of 45 bridges on rural roads; inaugurated and put into operation the Intelligent Monitoring and Operation Center (IOC) system...

At the meeting, delegates listened to the reports: Report on the results of implementing the state budget revenue and local budget expenditure estimates in the first 6 months of the year, the central budget authorized, aid budget, budget allocated by vertical sectors and local funds managed in the first 6 months of 2024, a number of main tasks and measures to manage state budget revenue and local budget expenditure in the last 6 months of 2024; announcement of the Vietnam Fatherland Front Committee of the province on activities participating in government building in the first 6 months of 2024, directions and key tasks in the last 6 months of 2024; inspection reports of the Provincial People's Council Committees on the implementation of economic development tasks and budget estimates; the implementation of cultural - social development tasks, religious policies; the implementation of law enforcement, ensuring national defense - security, social order and safety; Ethnic affairs and implementation of policies for ethnic minority areas in the province in the first 6 months of the year, directions and tasks for the last 6 months of 2024 and report of the Standing Committee of the Provincial People's Council on synthesizing voters' recommendations before the 8th Session...

Speaking at the meeting, Comrade Chau Van Lam, Secretary of the Provincial Party Committee, acknowledged and commended the very important contributions of the People's Council, the People's Council Committees, the Provincial People's Council delegates and the political system to the overall development of the province. He emphasized the limitations and difficulties mentioned in the reports. At the same time, he requested that the Provincial People's Council delegates focus on analyzing, objectively evaluating, discussing more thoroughly and comprehensively the situation, achieved results, limitations and difficulties in the process of implementing socio-economic targets, ensuring national defense and security; clarifying responsibilities, objective and subjective causes in the implementation and issues related to mechanisms and policies...; forecasting the situation, advantages and difficulties, proposing solutions to remove difficulties, bottlenecks and bottlenecks; determining directions, tasks and solutions to implement socio-economic development tasks in the last 6 months of 2024 to achieve the set goals...

The Provincial People's Council needs to continue to improve the effectiveness of its function of deciding on important issues of the province within its authority; Provincial People's Council delegates need to regularly study and innovate the way they perform their duties, with the motto of being close to the people, closely following the grassroots, listening to and grasping the thoughts and aspirations of voters and promptly resolving their legitimate opinions and recommendations.

He suggested that the delegates uphold their responsibility to the voters, discuss thoroughly, ensure the resolution is feasible, effective, and meets the expectations of the people of all ethnic groups in the province. Immediately after its promulgation, all levels, sectors, the Fatherland Front and socio-political organizations, and localities should promptly deploy and effectively implement the contents approved by the session; focus on doing a good job of propaganda, guidance, inspection, and supervision so that the mechanisms, policies, and resolutions issued by the Provincial People's Council are implemented synchronously, promptly, and effectively, creating high consensus and mobilizing the active participation of all classes of people...
