On the morning of July 16, the Ha Long City People's Council, term II, 2021-2026, solemnly opened the 24th Session (Regular Session in mid-year 2024) to discuss and evaluate the results of the implementation of socio-economic tasks in the first 6 months of 2024, agree on key tasks for the last 6 months of the year and resolve important contents according to the functions, tasks and authority of the City People's Council. Comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council attended and delivered a speech at the session.
At the meeting, the Ha Long City People's Council focused on assessing and making in-depth assessments of the implementation of socio-economic development tasks, the results of the implementation of the state budget estimate, ensuring national defense and security in the first 6 months of the year, setting out targets and tasks for the last 6 months of 2024; considering and approving the public investment plan for 2025; adjusting and supplementing the medium-term public investment plan for the period 2021-2025; approving adjustments to investment policies for a number of investment projects; approving the Ha Long City Urban Development Program to 2040 and the Education Development Plan for the 2024-2025 school year in the city. At the same time, discussing and deciding on a number of other contents under its authority according to the provisions of law; listening to the announcement of the City Fatherland Front Committee on government building work in the first 6 months of 2024 and voters' opinions and recommendations sent to the meeting.
The report on the results of socio-economic development in the city in the first 6 months of the year by the City People's Committee shows that: In the first 6 months of 2024, in the context of certain advantages intertwined with more difficulties, challenges, and greater pressure. Under the direction of the province, the City Party Committee, and the entire political system, the city continues to innovate leadership, direction, and management methods with focus and key points, closely following the reality and the Resolution of the Provincial Party Committee and the City Party Committee on the direction and tasks of 2024 associated with the theme of the year "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity", the city's economy continues to maintain a stable growth momentum. Production value increased by 18.2% over the same period. Total tourist arrivals reached 5.8 million, an increase of 41% over the same period in 2023. Of which, international visitors reached over 1.3 million. Total revenue from tourism reached 12,700 billion VND, up 39% over the same period. Domestic revenue in the area reached 8,532 billion VND, equal to 44.6% of the province's estimate.
Administrative reform and improvement of the investment and business environment continued to achieve positive results. The rate of files resolved before and on time reached 99.9%. Investment attraction achieved positive results, especially in the tourism sector.
The socio-cultural and social security sectors are of interest. The city continues to maintain the target of no poor or near-poor households according to the multidimensional poverty standard for the 2021-2025 period and the multidimensional poverty standard according to the province's advanced criteria for the 2023-2025 period. The city has also issued a plan to support a 50% reduction in the number of households working in agriculture, forestry and fishery with an average living standard. Especially after 4 years of merging Hoanh Bo district into Ha Long city, the urban and rural appearance of the city has developed remarkably, continuing to clearly demonstrate its role as the capital, the center, and the driving force of the province's development. The traffic infrastructure system, the quality of people's lives, the quality of health care and education of the former Hoanh Bo district have moved closer to the central urban area of the city. At the same time, Ha Long is also a leading locality in implementing grassroots security models, drug-free communes and wards. The results achieved by the city are very important to the overall socio-economic development results of the whole province in the first 6 months of 2024.
The Provincial Party Secretary and Chairman of the Provincial People's Council also emphasized that the 24th session (the regular mid-year session of 2024) of the City People's Council is a very important session for the implementation of the local socio-economic development goals in 2024 as well as the following years. Therefore, he hopes that the City People's Council delegates will focus their enthusiasm and intelligence to discuss and resolve issues of truly strategic importance, creating a foundation for the city to achieve further breakthroughs in development.
Directing the orientation of a number of specific issues to be considered and resolved at the meeting, the Provincial Party Secretary and Chairman of the Provincial People's Council requested that in the last 6 months of 2024, the city continue to synchronously and effectively implement solutions to complete socio-economic targets. In particular, focusing on improving the efficiency of budget revenue and expenditure management; focusing on reviewing and completing procedures for granting land use right certificates for cases where people need to separate plots or plots of land that have not been granted land use right certificates. Regarding the urban development program of Ha Long city to 2040, with a vision to 2050, the Provincial Party Secretary and Chairman of the Provincial People's Council emphasized that the orientation of Ha Long urban development must be placed within the overall orientation of urban development of Quang Ninh province, the Red River Delta region and the development triangle of Hanoi - Hai Phong - Quang Ninh; persistently orienting the construction of Ha Long into a multipolar urban area, taking Cua Luc Bay as the connecting center; developing in the direction of a green urban area, a smart urban area. Giving directions on the education development plan for the 2024-2025 school year, the Provincial Party Secretary suggested that the city must link the implementation of the plan with the goal of joining the UNESCO global learning city network. Continue to maintain the position of the locality at the forefront of innovation and improving the quality of education in the entire province.
