Towards the 26th Congress of Ha Long City Party Committee and the 16th Provincial Party Committee Congress for the 2025-2030 term, extensive propaganda work has been promoted in many forms. Thereby, it has created consensus, unanimity, and encouraged the spirit of emulation in production and labor to achieve achievements to welcome the congress among cadres, party members and people of all walks of life.
Cao Xanh Ward Party Committee currently has 18 subordinate Party cells, including 10 residential area Party cells and 8 agency and unit Party cells. In order for the propaganda work of Party congresses at all levels to spread widely to all classes of people, along with the decoration of propaganda celebrations, the Ward Party Committee has focused on leading, directing, and issuing propaganda plans before, during and after the congress.
Mr. Le Tuan Vu, Secretary of the Cao Xanh Ward Party Committee, said: Party cells have organized propaganda activities about the congress to ensure proper direction and orientation in many appropriate, focused, practical, effective and economical forms such as: Organizing propaganda at conferences, through Party cell and mass organization activities, loudspeaker systems in residential areas and mass media. In particular, promoting communication on digital platforms and social networks to create a wide spread, especially for young people.
Implementing the propaganda and celebration plan for the congress, the city has installed 12 double-sided panels; 15 model clusters; installed propaganda paintings, flower towers, and miniature landscapes in central areas such as: Memorial, October 30 Square, City Party Committee - People's Council - People's Committee Headquarters... At the same time, inspected, edited, and added many decorative light panels on main roads; hung over 2,530 Party flags, national flags, 1,200 propaganda panels, and 1,500 pink flags along National Highway 18A and the streets in the area. In addition, communes and wards also hung hundreds of banners, streamers, thousands of pink flags, string flags, etc. to create a joyful and exciting atmosphere to welcome the Congress.
In particular, the city has also diversified forms of propaganda to Party members and people about the achievements in socio-economic development, national defense and security, Party building, patriotic emulation movements, works to welcome the congress; new factors, typical advanced models in various fields... of the province and locality in the past term. Along with that, propaganda is organized through competitions to learn about traditional history; cultural, artistic and sports activities, conferences, seminars, talks, political activities, reporters, propagandists, conferences to collect opinions and contributions from cadres, Party members and people of all walks of life on draft congress documents...
The city will carry out propaganda activities before, during and after the congress, focusing on 5 peak stages: Stage 1 from October 2024 until the completion of the Party cell congresses under the grassroots Party Committees, Party unit congresses; Congresses of grassroots Party cells, grassroots Party Committees (before June 30, 2025). Stage 2 from July 2025 until the completion of the 26th City Party Congress (before August 31, 2025). Stage 3 from after the 26th City Party Congress to the 16th Provincial Party Congress (October 2025). Stage 4 from the completion of the 16th Provincial Party Congress to the 14th National Party Congress. Stage 5 immediately after the 14th National Party Congress ends.
The city has also directed propaganda agencies to closely follow the task of developing plans and effectively implementing propaganda work for Party congresses at all levels. Accordingly, nearly 1,000 programs have been produced, providing news and articles posted on the infrastructure of Ha Long Television and the Provincial Media Center. Thereby, in order to proactively and promptly communicate, orient the media, press and public opinion, contributing to strengthening the protection of the Party's ideological foundation.
